Yes, it would be idiotic if they expected the Cardassians to find out they have the Kadak-Tor (I don't think they'd trust us to protect them either). As for provoking the Sydraxians, we already have the 1. Fleet close to Sydraxian space. Adding a single ship shouldn't make much difference.

I'm very worried about defeat in detail if hostilities do break out with the Cardassians. In the best case scenario with the popular plans, Enterprise/S'harien + 5th Fleet vs groups C/D without the Kadek-Tor we have a 79%chance of winning, but the Kadek-Tor joining in reduces that to 25% even without taking the cloak into account (not sure how much use it would be in a situation where there are other targets to fire at anyway, probably not all that much). 5th Fleet+Outpost vs groups C/D has only a 2.5% chance, and everything else is worse. I wish we had Wolfpack Doctrine with the bonus to declining battle.

Plans are greedy unless preceeded by "base". A plan swallows up everything in that post, even votes that belong to other tasks. At least sometimes.
