You know that for the people of the Shipyard Ops Command, every starship is their child, from the grandest Explorer to the humble escort. Every loss stings, and the loss of the Polaris in combat reportedly left Shipyard Ops in a grim mood for quite some time. But as Sousa told you, even the deepest winter yields inexorably to spring, and the S'harien's impending launch has everyone walking around with smiles on their faces. All the better, in fact, for the fact it was the first project of the Ana Font Shipyards.
This is no small point of pride for yourself as well. The Ana Font Shipyard was one that your own work with the Council put into motion, and your career as the head of Starfleet has seen this project go from a twinkling of your eye to solid duranium in orbit, to a completed shipyard, and now to a completed explorer, several years of effort. And from your brief trip out to see the launch of the S'harien, with a bevy of Vulcan dignitaries also in attendance, it was a beautiful baby. Councillor Stesk did not smile, but nonetheless you felt a general aura of smiling around him. It was the next best thing.
The Shipyard Ops meeting room had grown crowded, of course, with now no fewer than five shipyard directors and two sub-command Rear Admirals to take part, plus an impressive total of thirteen berth superintendents. The completion of the redesign of the old Constitution-class explorer as a cruiser also has people excited, the ship's distinctive lines still a favourite with many of the old hands.

Following on from the similar request from United Earth last year, a request has come in from Tellar Prime to be allowed to build an Excelsior-class starship for their home fleet. All raw materials would be supplied by the Tellarites, plus crews, and the ship would be placed under their command upon commissioning. As before, we wanted to run this through Starfleet Command first. We would understand if there are competing priorities in shipbuilding for Starfleet that require postponing of this request. However, after allowing the United Earth request, it would be good to consider the optics of the situation before unduly delaying this request.

You may select up to ONE ship of 3m ton mass, and up to ZERO ships of 1m ton displacement that will commence in Q1. You may select up to TWO ships of 3m ton mass, and up to TWO ships of 1m ton displacement that will commence in Q2.
To make a plan, pick a ship you would like to build and put it in one of the available berths that can handle the mass. All ships have a price in materials and time that are noted in the square brackets after the word "Cost". You can now build Excelsiors in any of the large berths at San Francisco, 40 Eridani A, Ana Font, or Lor'Vela shipyards, while the small berths can make all of the others. The Utopia Planitia Shipyards will become available as of 2308.Q2
