Looks good. 9pp for a 2mt berth, even if not Starfleets, is a bargain. Paying 43pp for two 1mt berths would be silly I think. Also with the Space Station techs we have, 2mt or smaller repair berths are not an issue I believe.

We are not paying 40pp for a Kepler I don't think.

Hm. I kind of feel like the Honiani could do with some refits? There are refits implied for the Basilicas, but the Monasterys definitely seem like they could do with an extensive upgrade, though the attempts I've done have been very expensive. Plus, they have like 12, which should be enough to do a variant-branching refit like the KP are planning (some to skirmish ships, some straight upgrades, maybe some to scouts).

They need ships that are cheap, small, and have future potential. The Emerald is explicitly a Patroller-A replacement, and that's what they need. They could also do with a Mielab, and presumably ultimately the Mielab-A. The Miranda-B and the Briecas are going to be tapped out ships, that they'll ultimately just have to replace, and they can't really afford Centaur-B production. The Emerald will also have future upgrades, whereas the Centaur is also probably nearing the end of possible upgrades.

I'll caution everyone that with the Orion's tiny income refitting existing cruisers is many times more efficient than building new ones. Even Envoys. What we'd probably get with new cruisers is swapping 3 existing for 1 new, not a good trade for the Orions at all.

I am happy with investing a lot of resources in Laio, I like Amarkian designs for our ally\member fleets, I think Torgui leb refit is acceptable and I think Orions need high P ships + escorts.

A (Sydraxians 2324 spec) Carbon Science frigate with Straak-Pattern Survey Sensors might do the Laio quite nicely.

They could certainly use a ship to find them exciting new SR rocks.

We know the Amarki have infiltration problems, and this seems quite OOC for that nation.

I'm pretty sure that their economy is still jacked up from the years under a mobilized economy after the Syndicate nuking of their capital.

Their current frigates are: Laian Frigate - To Boldly Go so replacing them with 2 better ones even if they end up scrapping them is worth it for only 2PP and provides them the resources for adopting project Emerald.

Love Star eh? Well, can't design Star Bases in the engine, so I did the next best thing and build a 4kt ship with no warp drive. Close enough, eh?

I think the Orions need crew/res as a priority over selling more berth space. If they're moving into a refit program that berth space will be at a premium.
An All-10s Capital will be very difficult, as we probably won't have the hull tech for that for ages. If we design one as our tech stands it will be a very unbalanced ship, ironically. I would suggest the Megatortoise fiat modification for the Ked Paddah, so consult with the Rigellians.
We have an old cruiser refit for the Caldonians ready to go for next year's MWCD, so it would be nice to slip it into Long-Term priorities.
The Star-Kin desperately need a refit program, I consider this highest priority. They also need to boost Basilica numbers but a refit program is just as important.
I wouldn't mind crew/res as a priority for many of the small fleets.
The STO has a big crew surplus and is running on the ragged edge of their BR/SR income. Badly needs more income. If we have colony sites in the area they could use them.

The Sarqel Treaty Organization is examining their fleet of three Torqui Leb Lagan light capital ships. Questions have arisen about the future of the class, and they are requesting your input. One school of thought suggests scrapping the Torquis in 2326 and replacement over time with Renaissance and Comet classes, and another favors extensive refits in 2329, increasing capability in a shorter timeframe. As a reminder, the STO has an income of BR 245 SR 195 O5.5 E6 T5.25. Scrapping the Torqui Leb Lagans yields 300br and 225sr.

They already have Keplers, why are we building different scouts? As much as I love my design, they don't need more than 1-2 scout frigates. And re:cruisers, as I already stated they basically can't afford one new cruiser design. If I had to pick, I'd pick the Rennie-A, the Savings and Loans cruisers are already budget Envoys.

Yeah, I'll spend PP for a nice 2mt berth. With the influx of smaller designs this MWCD, more 1mt berths are no longer necessary, and they have 2 1mt and 4 600kt already. That's well enough to build Emerald or Miranda-Bs and as many Rennies, Comets, and Keplers as they can afford. With a BR/SR income of 40/35 they can't fill 2 more 1mt berths at all.

I actually love the idea of the Centaur-B for the Liao, but even that is too expensive for their tiny 40/35 budget. Emerald was made for tiny polities like this, and the Miranda-B is in the same class of ship with a combat slant. The Mielab is more expensive at 70/60 and it's C3 S5 H2 L3 P1 D4 is comparable to a scout variant of the Miranda-B - I don't think this ship is suitable for the Liao at all. I would strongly recommend not building the Mielab. The Brieca-A is a sturdy combat frigate and can substitute for Miranda-Bs until they get rolling, so I support this option.

We will have 319 BR and 32 SR in 2325.Q3, plus event rewards. That said, bleeding a little PP is fine, although if I'm honest the Honiani can't really afford this either - they need to spend their massive surplus of resources and crew, not transfer it.

[][STO] Scrap the Torqui Leb Lagans and replace with three Renaissance-A.

I don't see an advantage to scrapping the Torqi Leb Lagans. Their role in the fleet is fleet combat - so the most sensible replacement is 3 Renaissance-As. But 3 Rennie-As is worse than 3 Torqi Leb Lagans. That said, the STO desperately needs resource income and has a shit ton of crew - refits are a crew-preserving measure, but they would be gaining crew by replacing the Torqi Leb Lagans with cruiser and frigates. Overall, the benefit to the Flight II design outweighs the opportunity costs.

Changed my mind - Renaissance-As can be started in 2325 and completed in 2327-2328, TLL Flight II can be started in 2329 and completed in 2330, the time value is important.

The choice here is between the Mielab (and likely a Mielab-A in 2325-2326-2327) or the Carbon. The CGF has good resource and crew incomes, so their infra in 2326 could be spent on berth upgrades. I think this ship is a good fit for them.
