And as a note to everyone who thinks me suggesting an alternative plan would be a good idea, and might draw more voters, please note that only one person has come forward favoring my plan. Meanwhile, we have explicit tactical voting against the blockade idea, making it very imprudent for me to abandon support for a pretty good blockade plan in favor of one I think is a bit more refined.

Furthermore, @OneirosTheWriter has declared his intent to close the vote as soon as he wakes up, in which case it may be impossible for us to resolve this issue before that happens. Because @AKuz may not actually wake up before the vote closes, and is in no position to amend her plan as the evolving discussion unfolds and casts new light on the details of the blockade strategy.

Basically, I think the situation is very unequal in that the blockade strategy is committed to a static plan that can be nitpicked to death and cannot be amended to address people's concerns. Whereas the anti-blockade strategy is being steadily revised and updated to be increasingly appealing to all and sundry.

@OneirosTheWriter, I would really like to get a Betazoid xenopsychology team, and have the Vulcan Science Academy pick up a different specialization. As it stands the Vulcan Science Academy is redundant with Spock. And while we may at some future date lose Spock and need a new xenopsych researcher, I literally can't think of any species in the Federation more qualified to comment on xenopsych than the Betazoids.

I wouldn't mind not getting a free xenopsychology research team, as long as there is an option to purchase one in the next snakepit.

Also don't think we should change any existing specializations - there are plenty of enough branches in the same research category to research simultaneously now.
 
One point about putting a Starbase in the RBZ instead of Betazoid - we're on a timer for how long we can drop one there, before it becomes an irritant to the Romulans for doing so. Betazoid has no such limiter. And, in regards to starships, a +5 stationary defense really doesn't matter where we put it - as a matter of fact, never mind. With the D3 in Betazoid, it's overkill. We can free up more ships, or at least more potent ships, by dropping it in the RBZ.

Well, at the moment the Vulcan Science Academy and Spock are exact duplicate tech teams, which is just... aesthetically problematic. And it makes more sense to have Betazoids than Vulcans as our xenopsych experts anyway, given that Betazoids are powerful long-range empaths and telepaths, while Vulcans are constantly in this sort of weird detached state of pointing out how illogical everyone else is.

I agree, and we can always put the starbase up around Betazed a year or three down the line.

I could certainly go for doing RBZ Starbase this year, Betazed next one given the timer. I do want it eventually.

Part of why I want the Starbase there is that we've got a Starbase over every other single core world, and it feels wrong to not deploy that kind of infrastructure.

Depending on the PP cost both may be on the table - we've got a LOT of PP, and this is the kind of thing that is likely to have a very low cost.
 
Given that Betazed only just now joined the Federation, it's reasonable if it takes a few years to get a starbase up and running. There could very plausibly be political issues that would delay even starting the starbase for that amount of time.

I have taken the liberty of editing Phase 2 of the "Smother the War" pseudo-plan, to reflect further thoughts of my own.

Again, I recommend that anyone who likes "Smother the War" should vote "Inspect, Mediate, Enlighten" until such time as the situation clarifies a bit and/or we're no longer worried about splitting the pro-blockade vote in the face of a united anti-blockade vote.
 
To be fair, I fully support asking @OneirosTheWriter to leave this vote open for 24 hours.

I know our QM likes to keep things moving fast, but this is a contentious vote. I've suffered from the pains of being in a bad time zone during prior votes. Keep it open for 24 hours, I say.

I want a then what escalation figured out, as my failed plan tried to suggest, but I don't think we have the ships for a blockade, or that we should be confrontational to start during our initial attempt to defuse the situation.
 
I think there are three main possibilities with the Dawiar sitiuation.

1.) They are genuinely expansionist assholes who are willingly joining the Cardassians and took a cheap shot at Starfleet and the Caitians. This doesn't seem that plausible considering they haven't followed up their cheapshot.

2.) They're militaristic and are buying Cardassian weapons because they're afraid of being outgunned. But the incident was actually a Cardassian False flag operation. Some Obsidian Order members got some Dawiar ship to fire first or sabotaged a Caitian ship.

3.) It was a cultural misunderstanding. In the Dawiar culture, punching each other in the face is their equivalent of shaking hands. In this case, Klingon mediation might actually help. And they'll probably end as newest voluntary members of the Klingon Empire.

I'd support a simple plan. Send Enterprise, with Spock and a Betazoid team onboard, to go do their thing. Have at least two other Excelsiors, preferably Explorer Corps, nearby to respond if things go pear-shaped.

Not hate, but I don't feel comfortable with any of the plans suggested so far. If I knew exactly why I would suggest changes or propose a plan myself, but I don't. I just keep hoping for something better to be suggested. People hinting at possible other plans but instead resorting to tactical voting is really annoying me at the moment.

I'm feeling the same way, not getting that hit of inspiration to put together a proper suggestion and I'm not liking any of the current options.

Send Captain Nash k'Sharren, Ambassador Spock, and a Betazoid Diplomatic Team to the area to investigate, mediate, and generally untangle the whole situation. Two other members Excelsior Class Explorers are to remain nearby, ready to assist and extricate the diplomatic team and the Enterprise if the sitiuation turns violent. Ambassador Spock should be given overall command of the task force.
 
But having a backup plan ready to go is part of our job as Starfleet. That may be holding ships in position, getting different teams and people on standby, or what.

A successful negotiation or specific information requires changes. However, if speaking and spying fails to do anything. Then what? We can't just assume success on our initial approach.
 
Why not to combine both? Enterprise with backup plan to scan borders very fine?

Basically, I am 100% behind trying to get to the bottom of this issue diplomatically. However, we need to do SOMETHING to indicate that we seriously do support and value the Caitians and that our ships aren't just going to lounge around doing nothing while the Dawiar mass for an attack.

So negotiating with the Caitians on a joint response that minimizes the risk of the war blowing up*, reduces the Dawiar's ability to launch an attack, and generally lets us resolve the situation while the war still consists of skirmishing, is pretty much a necessary part of a sensible plan. That's how I see it.

We can't just ignore the Caitians and pretend there isn't a war on while our librarians and diplomats figure something out.

*Unless, of course, the Cardassians decide they WANT it to blow up... but the Cardassians have committed multiple acts of war against us without actually attacking us; if they wanted a war they would already be invading. What the Cardassians want is to troll us with impunity while weakening our border position, and I see no reason to cooperate by letting them do so unmolested.
