If we continue to make the pushes rain on the Licori I doubt the Romulans have the resources to contest it. They just got out of a war they nearly lost. Diplomatic adventures are going to get strangled by the collapse of their economy.

The focus on the Romulans is quite amusing when it's the Klingons who made out like bandits and are going to end up with a resurgent economy thanks to colony gains and thanks to the war being mainly fought on Romulan turf. This whole logistical issue they had and the post Praxis economic issues are going to be a thing of the past. And there will be plenty of eager warriors who made their names in the war (or who fell short) and will cause problems with their ambition in the peace. After all, how do you demilitarize a Klingon?

The Muuyozi is definite yes. Licori, most likely. Felis League is highly possible, since we haven't been doing too well with them via the Task Force.

Yrillians and the Bajoran Diaspora are also likely candidates due to how close they are to the 300/100 affiliate breakpoints. Based on past votes, the Breen and the Gorn also have some popularity.

I think it's something like this. The Klingons are interesting because, as you say, they're going to come out of this stronger and more ambitious. (In the long term; they will likely require at least a decade to repair their auxiliary ship transport network, which was basically gutted by the Romulans.)

The Romulans are interesting because the consequences of war show the potential to fundamentally reshape their society. Renhadd is a "reformer" in that he'll undoubtedly make some changes around the edges that will make the Empire work better, but he's still working within existing power structure and norms. Empress Velim is holding an office that the Romulans haven't even had in a long, long time, and she is allowing her new government to be designed by a man who has funny ideas like 'people shouldn't have to be afraid of their government'. You just don't know where that's going to go.
 
I seriously doubt the Cardassians can pull the same tricks with the Gorn.
Agreed, I am pretty sure they have some form of great power ambitions or something similar. Any alliance between the two would be of convenience only
Mmm, not necessarily; the Cardassian government just needs to make a good enough offer. Suggesting they carve up the Orions (and UFP) together might be enough to convince the Gorn to tie themselves closely to the Ashalla Pact.

On the other hand, they may wind up taking a lot of that out on each other. Renhadd son of Gramm is a smart cookie, but he's also... unorthodox... in what is in many ways an increasingly orthodox "heavy metal bikers from the dead" Klingon culture. I suspect his rule will prove eventful, and not entirely in ways he desires.
