I don't really think Sirvk has the depth of experience for the job. Since the beginning of the quest, all the guy has ever done is run shipyards. That's important work, but what does he know about the rest of Starfleet?

It's absolutely true that we need all of every kind of resource: SR, then crew, then berths. We've nicely optimized our current incomes and expenditures so they're all close.

But.

The types of low-level, everyday work we are going to deal with involve some of the most involved, heaviest, multi-front diplomacy we have ever needed. We must get the Licori on-side lest they become a threat again with support of the Romulans or the Horizon. We must win over border powers like the OSA. We must engage the Horizon and bring some form of understanding between our peoples, or even between them and the ISC if that ever erupts. We should bring the Gretarians into our orbit rather than let them stagnate. We must make inroads to Ashalla Pact powers if and when the pact fragments further. And if the Cardassians come to us for terms in the Gabriel we must have someone capable of meeting them head-on in the diplomatic arena. The only spectre of war we have hanging over us is the ever-noisy Cardassian frontier, and we have been preparing for that over a long series of Admirals all the way since Kahurangi.

By the way.

With Chen on sabbatical we have an opening in Ops. I'd like to promote Lathriss to Adm Ops. Lathriss wrote the book on both Lone Ranger response doctrine and Forward Defence deployment. Also, his lack of postings outside Tactical is holding up his career, yet I've seen no reason to question his competence or his fit to Starfleet other than political doubts. It's also true that promoting him would unruffle some feathers at getting passed up for CO Starfleet.

The man is uniquely qualified for this position in ways that others are not. As we move into our implementation phase for Forward Defence, we need someone meticulous and eminently knowledgeable. It's true that Uhura or another VAdm would bring their own unique skills, but we will never have a response and deployment doctrine expert ready at the right time again.

All aboard the bandwagon train!

In all honesty, I'd consider T'Faer on basis I like T'Faer and I think she does good work, but 1) You can't beat bandwagon and 2) Her stated bonus doesn't stack up all that well against other candidates.

From "in-universe" perspective, ch'Thravasse also sounds like the sort of pick Pacifists would go for.
 
Isn't the highest ranking Tellarite in Gabriel right now?

Yes. The highest ranking Tellarite is a Rear Admiral, which means he isn't qualified for the spot of Commander of Starfleet. Which is constantly the problem. All the other Original Four have several candidates for the Commander of Starfleet in the last 2 decades. The Tellerites? None.

Honestly on the Tellarites it feels kind of like: There aren't many Tellarites in Starfleet, so Tellarites aren't highly represented in the higher ranks, so there isn't a Tellarite Hero (for lack of a better word) to be highly visible and drive recruitment, so there aren't many Tellarites in Starfleet.
