A comment: went and looked at the ship build spreadsheet to confirm that was the right time period I was remembering. It (at the time of writing) has 6 Ambassadors queued up to build at UP in 2321Q4. So I went to the Fleet tab to see what Starfleet would look when that wave finishes in 2325Q3 (assumes we follow the current build plan exactly and take no losses - ie not happening...)

Did we decide if we're giving them back Deva and Lora? If we offer to give them back and help defend them (should be easy as they're already behind our lines) until they have a few ships or outposts it could be a big diplomacy win. It could also be a good way to shake up the Dawiar with their End of Ambition belief if they left the Pact and joined us.
That said it might not be our decision to make. It could be more of a Council decision that we would support or oppose with pp or other commitments.

I think it as less about the reshuffling and more about the "infinite wisdom" of reshuffling all three COs at roughly the same time
