I guess we talked ourselves out yesterday. Okay, here's something to spur discussion. I'm figuring the next time we get to do a fleet distirbution vote will likely be in 2317.Q1, after Gaen joins the Federation and adds additional garrison results for Sol. Since the Licori Border Zone is apparently dropping to 9D requirement, here are my thoughts on a fleet redistribution. You'll see that I reinforce all the non-GBZ border zones... even the KBZ and RBZ, which I have wanted to get up to four ships for a long time now.

Do we need another ship in the CBZ? I'm a bit leery of drawing down the GBZ in general given it's the only real live-fire zone and a few ships might make a big difference, and while I can appreciate missing events isn't ideal I don't think the CBZ had that problem? Besides which, the drawing form the LBZ and Chen's bonus should really shore things up. Is this really necessary?

So in 2314.Q2 the Auxiliary Shipyard started a prospector. Additionally, in 2314.Q1 we voted to start a colony ship and a prospector Vulcan berths. Presuming the Aux Shipyard prospector is only available in Q3, we should be up to 7 colony ships and 5 prospectors in Colony Command, with a 6th prospector on the way next quarter?

Ah, thank you - I've just been thinking of them as "Nomads". Our goal is to convince them that the Cardassians are a much softer target to go through than us, right?

That's you're opinion. I'm fine with them avoiding the UFP & Friends in favor of the Klingons or Cardassians.

I think they're just approaching Lacarre space now.

I'm glad that we warned the Dawair, I bet we gave them advanced notice before anyone else from the Ahalla pact did (I may be interested in watching Dwarves verses Mongols tho)

It's not a matter of "we want bad things to happen to the Cardassians", it's "we don't want bad things to happen to us, and of the nearby polities we'd be least upset by them happening to the Cardassians".

EDIT: I'm not okay with sending them in to the Klingons/Romulans AKA an active war zone.

So Tauni are affiliates now it looks like! Excellent. Ashidi roll could have been better. Hopefully we can get some events to boost relations there. Yan-Ros good chance at hitting 300 by years end, either way they will be over 300 at next years snakepit.

Also there are now 5 Starfleet Freighters under construction between various yard, 4 Cargo Ships, 1 Colony Ship and 1 Hospital Ship as well. Big expansion which is nice to see.

Also only our two Excelsiors and maybe some of the Ked Peddah ships are left to repair from the Licori war. I am not tracking completed Ked Peddah ships since we do not know their overall numbers. I am tracking any that start construction though.

I have a problem with the second half of that statement, yes.
I don't believe we'll be able to convince the migratory nomadic raider horde not to raid as they go, given that it's apparently how they sustain themselves. Therefore, someone's day is going to be ruined. Given that we cannot prevent them from doing this, we have to convince them to go bother someone else instead - which means either the Klingons/Romulans or the Cardassians. Given this set of circumstances, we might as well choose the Cardassians, in the hope that it'll impact their ability to act in the GBZ - it's not a big priority, but pretending it doesn't exist at all is pointless.

I mean, if you want to dress it up you can say that you don't want to send them into the Klingons/Romulans because they're an active war zone, rather than because if someone's going to take a hit it should be the one whose ships we are already blowing up.

In an active warzone though, I could absolutely see the fleet crossing from Klingon to Romulan space starting a major firefight.

Very nice. I'd like to spend some effort getting the Honiani & Ked Paddah to 300 when feasible.

@Briefvoice I would rather refit the Tarrak otherwise it would be 5 years before we could start it and we have no EC ships finishing this year

Tarrak would be 2317 to 2322. Otherwise if we push it back a year with a refit we can then use that same dock to refit the Odyssey in 2318. This would bump either the Excelsior or Kumari from the refit schedule this coming year, and the Plezarria would go and replace which ever one we bring into refit which will keep the GBZ stronger and still let us get 2 done that year. In 2318 we would have two refits finished and two new Excelsior-A done. At that point Odyssey would go in for refit and two of our garrison Excelsior would go in for refit to be replaced by the one new construction and one refit. I figure at that point we can keep rotating out two garrison Excelsiors, replaced by the ones finishing refit until all are in the A refit. EC ships would of course undergo refit as soon as they finish the 5 year mission, so some years we will have 4 Excelsiors undergoing refit (2 normal and 2 EC).

Okay, if we refit the Sarek with very similar (if not the same) justification, I can go with turning the Tarrak into a 5yr Excelsior-A build.

But regardless of all that...

I just noticed USS Excelsior is still green??? What, after Sulu's 3 year mission back in 2290, they made her the dumping ground for borderline graduates that finagled their way onto an Excelsior billet? She's been in service for 3 decades!

Repercussions for raiding? Repercussions for raiding means their fleet gets attacked and their warships all get blown up. Remember how we treated the Orion Syndicate, known slave raiders? The Cardassians absolutely can take on a 100C fleet and stomp it flat (and they would be a mighty minor power indeed if the Hismeri had 100C). The can absolutely afford to and honestly, must start a war with known raiders if the raiders cross their territory. If they just let them raid it costs legitimacy.
