While it's true that some captains will be willing to sanity-check the orders we give them, some won't be. Remember how Eaton wouldn't take a crap without it being in the regulations early on?

Looks good. I'm not sure about Empress of Earth though.
 
My initial vote was that we stick inside our own borders, however, I am concerned with will allow Cardassians to do force buildup and preparation right outside our sensor range. I'd much rather have vessels willing to leave the safety of our 'borders' in order to keep an eye on things, because knowledge is power. It's important to be aware that we are probably the biggest, if only, threat the Cardassians currently face. They can focus on a much narrower frontage than we can, so I'd like to be very aware of what exactly the threat is on our borders.

Counterargument: That's what our Exploration Corps are for. Don't we have an ongoing event right now with the Enterprise interacting with a species menaced by the Cardassians? Let the Exploration Corps vehicles meander around poking at things and stumbling across any side of build-up. True they won't specifically be concentrating on the Cardassians, but at any given time there's a good chance that one of them is on that 'side' of the Federation.

Ideally I'd probably add "NEVER fire first" and "shoot to disable" to the ROE as well. It's more to signal to Cardassians the Federation will not tolerate unwarranted and unprovoked aggression than it is conquest.

The Federation Council specifically ordered us to never fire first, so that's not even up for a vote or necessary to add.

I didn't even believe that was possible in mammals! Also I ... don't think I want to delve too deeply yet into how that works. The queen I have met certainly doesn't look like the bloated, barefoot, and pregnant archtype of the insect world. She's actually kind of dainty.
Looks like there is nothing like mole-rats on Andoria. There are human officers around who could have told her about them though?

It's my understanding we have very little direction over the 5YMs, and even if we did, I suspect the Federation Council would be displeased with "your 5YM is to patrol up and down near the Cardassian border zone." If you're referring to Explorer ships more generally, then I'd be happy with an option to put a few of them out there on permanent ranged patrol. But I feel that's using up Exploration crews for something we can already do with existing assets.

I simply do not trust the Cardassians unsupervised. They will use the status quo right until they want to check our expansion. I want something more permanent than hoping some of our Explorer vessels will find something.

You know, one compromise that occurs to me is that of the ships assigned to the zone in @Briefvoice's plan, we could have the Cheron, Challorn, and unnamed Centaur sit inside borders and send the Kumari out beyond the borders to poke around a bit. Plus this would help conceal some of our designs from the Cardassians.

So here is how the supply of resources to Starfleet by the member worlds will break down once Amarkia's membership is ratified.
Sol - Provides: 75br 25sr, 5rp, 10pp
Vulcan - Provides: 25br 50sr, 10rp, 5pp
Andoria - Provides: 25br 12.5sr, 5rp, 5pp
Tellar Prime - Provides: 25br 12.5sr, 5rp, 5pp
Amarkia - Provides: 50br, 25sr, 5rp, 10pp

Amarkia is a pretty big deal! Resource-wise it's going to be second only to Sol and on par with Vulcan as far as what it brings to Starfleet. Some of the this can be attributed to Amarkia having a martial culture and so probably more inclined to throw resources at Starfleet, but I think a lot of it is that they are a highly advanced, wealthy minor-to-middling power on their own. They are a big increase to the Federation's strength, I suspect more than any other Affiliate could be with the possible exception of the Orions.
