Why is this 'ugh?'
This is... not a good question.
Nobody's actually saying "IT'S TIME FOR SHEY TO GO." They're saying "I want Chen to have an exciting new difficult job where her freakish organizational abilities can find new ways to be awesome!" They're saying "I wish we could keep Uhura at Operations but she doesn't have time in rank!" Shey's retirement would be a side effect, an unwelcome one but one based in the reality that we only have so many billets for so many senior officers. As we promote more and more officers to higher ranks, sooner or later someone is bound to get shuffled aside by a force other than retirement- so far, this has literally never been the case since quest start, we've just passively waited for people to retire.
My working hypothesis is that at some point someone forgot which Andorian sexes are 'masculine' versus 'feminine' and got the significance of 'ch' versus 'sh' mixed up or something.
The Probert Ambassador's angled nacelle pylons also make the class look somewhat like a scaled-up version of our chosen Renaissance design, suggesting commonality between the two ships. Given that they may well have had the same chief designer (at Utopia Planitia) and that in our setting the two designs were both completed within the same ten year period, this seems reasonable.

Ch'Vohrer was transferred to Enterprise after (narrowly) surviving the Battle of Deva IX, Zwicky was transferred to Bull after (narrowly) surviving the Battle of Gammon, and poor spacer Maloqq died in the wreckage of the Tintreax after it got wrecked by that antimatter bomb Rozhenko tricked the Sydraxians into beaming aboard their own ship.
Also one of mine, but with Demora gone on to other things, it's unsurprising that M'Rasha would get 'promoted' to tactical officer of a squadron flagship. Republic did pretty well at Deva IX and Lora III, after all, and she'd get part of the credit for that.
I don't know if the School of Engineering has fraternities or not, but this could get weird...

I've tried to do the character justice, allowing for differences between herself and her metaphysical twin sister, which sadly may have started to converge after Chatsworth's experiences at the Battle of Gammon. This can be a bit tricky, since on my best days I'm at most marginally fit to sand Drake's ink, but I try.

One last job to do here.
It has been ... let's see, over thirty years since the original Excelsior prototype entered production. Now, in the three years of design work, we've created scale models, mock-ups, computer models, representations of every shape and kind. I could give you a guided-tour in a sensory-deprivation helment, I'm so familiar with the layout of this craft by now. But this year we begin the process of turning it into reality. I've tapped Commodore Henderson to serve as a project lead, a system I've been using for starship build blocks to properly coordinate them. This structure should be carried on after I have moved over to Starfleet Ops. He was the best, if least conventional, of the capital berth superintendents, and I trust he will do a sterling job with the new Ambassadors. If there's anyone out there I'd just with the process of turning the dreams of Rinias ch'Vohlet into reality, it's ol' Rob.
We've convinced Rinias to stick around as a consultant for Utopia Planitia as well, which is good to see.
