*eyes Sulu*
*eyes rapier collection*
*Remembers the time Sulu told his helm officer to 'Fly her apart, damn it!' when going to rescue Kirk and his other old shipmates*
*Nods rapidly while keeping a clear line of retreat open*
Of course, minimal confusion and chaos is exactly what I expect from a Sulu Admiralty.

We, uh, are up to date on keeping the first aid and fire fighting gear fresh, right? No particular reason, just curious.

I believe our ship crews are reasonably up-to-date when it comes to such things, and I assume that applies to Starfleet personnel in general.

Leslie:

"Well, I'll say this for the admiral. I've been in a few tight spots with him, and he never loses his sense of humor, even when things look grim. Good guy to share an emergency thermal blanket with in a crisis."

Well, ch'Tharvasse has had an extremely long run in a difficult job, it's entirely possible he might want to just take a break. We'll see if he wants to come back later if and when other vice admiral slots open up.

Plus, inevitably we're going to have to pull this "dick move" on some of our vice admirals. Pure seniority systems in which a top-ranking officer who refuses to retire can simply hold the same position until he dies don't work out that well.

Luckily Starfleet and the rest of the Federation is, by and large, a meritocracy. That's part of why the socialist thing works.

I can see good reasons for keeping ch'Tarvasse along with good reasons for simply not having room for him in the structure of Sulu's admirality. I thought about which positions could use a political operator and there really weren't any I liked presuming Chen goes to Ops. Considered SYO but I couldn't see him being more there than any other candidate.

I think the reason I'm okay with him going is that I just have no interest in him as a character.

e: Vote is currently very close.

I don't really understand where this idea of him as a political operator came from. He started out in research where he was unexceptional, but then he helped Kahurangi spearhead the doubling of the Federation with his diplomacy skills. He's never given pp as a bonus, nor has he ever seemed particularly politically adept. If anything, he seems pretty content to stay at his current level and do what he can.

Eh, Sousa said so. But even on the more diplomatic side, I don't see many places to put him. Back to the SDB?

I like Chen's current bonus, but the pot must be churned or it all gets lumpy.

I am a little worried about Uhura as Chief of Staff, but the only other logical place for her is Tactical and it seems we won't get the opportunity to promote Lathriss otherwise. He's politically shaky and most Vice Admiral positions are highly political.

I think Eaton needs some time. Rear Admiral is the last rank that actually commands ships, but there are plenty of administrative positions there too. We rush her, she ends up disqualified from task force command entirely. Maybe that's fine, maybe it isn't. I don't think her career will be hurt if it's delayed. If anything, I'd expect her to wind up in something incredibly prestigious as Rear Admiral, like Sol Sector Command.

e: In fact, Sol Sector Command is exactly what I'd recommend for her.

This pretty much sealed the deal here for me. None of the members of Eaton's cohort are even possibly up for a VAdm position, so there should be no issue of it being seen as a snub, especially if she is given a prestigious RAdm command. We can slow down her rise in the ranks a little I think.

Lathriss worries me a bit with his low politics score, but he is an undeniable genius at tactical. It should also make for a good political move after Sulu's promotion. Additionally, I think it's good to see our fifth member race working its way in.

#Teamkeepthebuildbonus

Do you mean that the parallel build savings of a year lasts for the whole build, or just the year's progress?

If it's the latter, that's what I'm assuming as well.

But do you have a source? I'd like to get something concrete behind my assumptions.

I think it lasts the whole build. Here are some QM quotes on the matter.

Original description of ability:
[ ][SYO] Rear Admiral Patricia Chen
Human Female, 54 (Time in Rank, 10 years)
Current Posting: Director, Utopia Planitia Fleet Yards
A flag career that has seen her handle a variety of roles, most recently in charge of the mighty Utopia Planitia Fleet Yards. If selected, bonus to parallel builds (ships of the same class built at the same yard with the same start date take -1Qtr per year to complete).

Later clarification:

New builds only, started during Chen's tenure.

My take is that means that as long as the builds start during Chen's tenure, the boost lasts even if she leaves. Since her bonus didn't apply on ships started before she took over, that seems equitable.

I'm against moving Chen because we made our dual ambassador plan - and planned the rest of our build schedule around that - with the assumption that we'd have her bonus.

That's why the vote delays her transfer until Q3, so that her bonus still applies to the Ambassadors for their entire build time because they start in Q2.

Shey specifically has a high Politics in his Traits, and Sousa has multiple times referred to him as one of her best political operators.

I'd rather not see all our build plans go up in smoke immediately prior to the beginning of the Amby builds >.>
