Then how big is a queenship? Or is a queenship just engineering and warp pylons?

There are two classes of queenship, both around 2 million tons. So, slightly smaller than an excelsior.

In other words, the stinger and queenship have approximately the same volume ratio as a miranda and an excelsior. The queenship carrying its stingers looks less like a carrier with fighters, and more like a tow truck pulling small cars.

There wouldn't be Iconians. The bombardment of Iconia happened 200,000 years before canon; it's unlikely they'd be around 10 million years in the past. The Preservers are more likely.

The Navy of the Illuminated Technocracy of Gaen

The Illuminated Technocracy of Gaen is the overarching construct that governs all Gaeni, from individuals to the mighty Institutes. It is a government, admittedly, of the Institutes and by the Institutes, where the top council is filled by Institute appointees. Nonetheless, the long self-destructive history of the Gaeni people have ensured that the Technocracy has been entrusted with genuine teeth to keep things in line.

Unlike many other powers, the Technocracy does not build and own its own ships, beyond a small number of auxiliary vessels. Rather, individual institutes apply for Deep Space Naval Licenses to construct an operate a given starship. This license comes with it a number of obligations, such as obligating the bearer to respond to Technocracy missions and emergencies, and an ironclad liability to serve the Technocracy as a military force in event of war. As a result of this system, and the natural inclination of the Gaeni, the ships thus made tend to be strong research vessels, capable of long-term independent cruises and remarkable research.

The Gaeni Tech-Explorer will be the finest research platform yet developed. The brain child of the Technocracy Council Office for Interstellar Conveyance Design's Capital Project, the Tech-Explorer intends to provide the missing capital grade of ship for Gaen. The first example will be constructed by the Haddas Amal Research Institute, which already operates the highly successful IGS Hadd-Mal. To facilitate this ship, the Technocracy extended generous subsidies, and many smaller research institutes are leasing labs aboard the Tech-Explorer.

The iconic starship of the Illuminated Technocracy, the Gaeni Tech-Cruiser is a large, powerful workhorse. It is by no means intended as a warship, but with its powerful sensors, energy capacity, and dense shielding, woe betide the foe that underestimates this ship. Operating a Tech-Cruiser is a massive point of pride among the Gaeni. Many deals are cut, often shady and underhanded ones, to help a given institute acquire first the License, then the resources, to build one of these mighty ships of science. A refit package is being considered to further increase the range, science, and diplomacy packages of this class.

Tech-Frigate

For Institutes that cannot afford a Tech-Cruiser but want something more prestigious than a civilian research cruiser, a Tech-Frigate can make for a much more achievable and attractive proposition. Despite this, the appeal of the full Tech-Cruiser is such that numbers of Tech-Frigates are relatively limited, with 5 in operation versus the 6 current Tech-Cruisers. Despite this, the Tech-Frigate is a competent all-purpose frigate, as long as one is more interested in research than diplomacy. It is also a fairly reasonable skirmisher for the Tech-Cruiser in a war-time scenario. It's seemingly modest armament is augmented by good sensors that help punch through defences. Like with the Tech-Cruiser, nearly two-decades of technological development has seen the Technocracy begin work on a refit package for the Tech-Frigate, which is welcome news for the Institutes that operate them.

An old and mostly discontinued design, the Tech-Skiff is, in many ways, an absurdly overpowered warp core masquerading as a star ship. Members of Starfleet's Warp Core Fabrication department refuse to step foot on either of the surviving tech-skiffs.


Personnel

There is a divide among Gaeni ships between the crew proper, and the many researchers, attendants, aides, specialists, and other assorted personnel. On many Gaeni ships, the naval crew is even in the minority. The Naval Operational Staff, as they are known, require training and licensing through the Council College of Interstellar Professionals. A number of schools exist, under strict Technocracy auditing and protocol, that train these Operational Staff. Because of this approach, there is both no formal officer/spacer divide yet also an informal divide. Progression is relatively smooth between the gradings, but further initial training allows new inclusions to enter at higher gradings.

Associate
Naval Associates are the enlisted Spacers of other navies. Graduates of a two-year course, they have been trained on most systems belonging to the Gaen. At first they will not have a speciality, but will be assigned to a department and work station within the ship and learn everything about that as an apprentice.

Manager
In another navy, the Naval Managers would be the Petty Officers. Many Gaeni tend to stick to this area as a career, as they find mastering one particular area and becoming a tremendous subject-matter expert to be very rewarding. Managers tend to be referred to by their area of expertise, such as a Warp Engineering Manager, a Sensor Manager, or a Tactical Manager. To progress further, a Manager will need to start broadening their understanding, and it tends to require taking a demotion to move through other department, or else returning to Gaen for a two-year refresher course.

Specialist
The Naval Specialist is an Officer in the parlance of other navies, the graduate of a five-year course. The Gaeni Naval Specialist is a very competent person, far moreso than they are usually given credit for (given their customary lack of self-preservation). The Naval Specialist has mastered at least one area under their domain, and are now branching out to acquire an in-depth knowledge of other areas, which is a distinction that often confuses other species. A Probationary Naval Specialist is typically considered a Ensign, a Junior Specialist is a Lt JG, a Mid-Junior Specialist is a Lieutenant, and a Mid-Specialist is a Lt-Commander, a Mid-Senior is a Commander, and a Senior Naval Specialist is a Captain.

Supervisor
While the Associates, Managers, and Specialists are employed directly by the Institutes, Naval Supervisors are employed and managed directly by the Technocracy Central Council. They are the flag officers who are entrusted to operate task forces of multiple Institutes, such as Naval Supervisor Anak Hadd-Banad, who led Task Force 6 of the Licori Border Zone fleet in the Federation-Arcadian War to great success. There are a limited number of these, and they are also responsible for setting policy, managing the shipyards, and working with the Technocracy design bureaus.

They probably expect the ambassador to overshadow their new ship by a significant margin. We have a lot more resources and fewer intragovernmental squabbles to deal with, and they know this.

That said, the tech-explorer is a very impressive ship. Outclasses the excelsior in every stat besides C, significantly so for S and L. I'm sure it has lower reliability, but still, great ship.

The worst part is our next science ship will be almost as good as the tech explorer.

No it won't.

The Kepler's S score might be as good as the tech-explorer's, or close to it, but the tech-explorer is also a heavily shielded and extremely fast all-purpose juggernaut of a ship. You're comparing our specialized science vessel with their generalist explorer.

Current accepted statline for the Amby is C8 S9 H7 L9 P9 D8.
 
I suspect once they become members they will adopt the Ambassador as their explorer class but continue to design their own tech ships for cruiser and escort classes.

If they can afford to build one. Which they might, but with the Institutes squabbling over resources I suspect it would take a while for them to save up enough.

The Gaeni have eyes for only one stat. Well, most of them. I expect that pretty much everything besides the science stat is an admiralty mandate and required by their license.

In that case, by "the gaeni" you mean "certain, specific institutes, or elements within those institutes." The technocratic council that makes these decisions is also part of the gaeni, after all.

So does anyone have any quibbles, questions, feedback for the Gaeni organisation?

Not quite the same topic, but how exactly does the technocracy govern? What status do non-scientist gaeni have in society? Do they have any democratic institutions with real power?

Depending on the answers, it may take them a little longer to join the Federation than everyone's been expecting.

Gaeni will tell you that via the Institutes there is a manner of representative democracy, but not really, no. What there are instead are bodies established by the Technocracy to manage the functioning of society. The Technocracy itself is managed by appointees of all notable Institutes.

Institutes extend far beyond simply research, however, as other parts of society organised itself in mimicry of the research sector. The pub where the Starfleet officer met his scientific misadventure was referred to as a Petty-Institute, for instance, which is a very small "Institute".

Scientists and researchers have the most prestige, however it is more of a rock-star status versus a first-class/second-class citizen distinction.

Hmm. Not as bad as I feared, but they may still need a bit of work before we can ratify them.

That may actually be for the best from our side too. Over the course of this moratorium period we've been building up an impressive waiting list of aspiring member races. If we have good reason to delay some of the ratifications, it'll help prevent us from instantly needing another moratorium.

It seems a bit too centralized to me with the cooperation between the Institutes and the Technocracy itself being a bit to smooth and streamlined for my taste. I would have expected more individuality and a less centralized organisation considering that one of they key characteristics of the Gaeni seem to be their institutes (as well as a bit more "strangeness"). I mean the Spacer schools or Technocracy controlled shipyards for example seem a bit too much for me even if there is some room of how exactly to interpret that.

I also find it a bit sad that their new ship compares so poorly to the Ambassador designs since it robs them a bit of their specialised/gimmicky nature though that has probably a lot more to do with how our research works than anything on their side...

Make the government bicameral, make a House of Commons analogue where the 'Institutes' are in fact the regional governments of the Gaeni and are organized by popular vote?

I'd do the second. Assuming the gaeni street is ready for it.

Anyway, I'm guessing the gaeni and seyek will both take a little longer to join. The former due to social justice issues, the latter due to being on the brink of civil war. Caldonians might also take a while, unless they've got their flat earther problem under control.

That's assuming that a race with 500+ relations necessarily will WANT to join us. Its always been that way until now, but I'm not sure if exceptions can't happen. In particular, I could see the Seyek and Gaeni wanting to keep their independence, or the Risans being afraid of too much integration.

I suspect that once they transition into the Federation Common Tech Pool that they'll start a new generation of Tech-ships, and a refit for the Explorer. But overall, the Ambassador benefits from a bunch of extra research and a solid 500,000 ton of extra mass.

You shouldn't take away the assumption that there is no dissension from that system from my description. The Institutes are quite independent and fractious. Space is probably the area where the Technocracy exercises its maximum possible control because of the sort of dangers to the people as a whole it poses (cf: mentats).
