Actually, since nobody else is proposing a selective strategy, I will.
[X][TARGET] Hunt the ships of those most likely to resist getting rid of mentats. Warn off those that are likely supporters, and shoot to disable. In all cases, attempt to take trade ships as prizes.
I have three Endurance minor characters who occupy a sort of quantum-superposed state. Of the set {Ensign Zwicky, Lt. ch'Vohrer, Spacer Maloqq}, one is dead, to preserve the predetermined character casualty rate... but I don't know which one!
That would be quite the Red Cross care package. "Please find within two pairs of woolly socks, three chocolate bars, a pack of cheese and crackers, and a new rank badge."
[X][IXIRA] Order Task Force 1 to join the attack
[X][GAMMON] Two Months
[X][CALAMAR] Conquer Calamar
[X][TARGET] Hunt all trade ships
[X][TURTLE] Suggest raising their mobilisation level
[X][ENG] Place defensive minefields in Kappa Tau (Sets minefield of Low Density, Low Waves, High Strength, Medium Stealth)
[X][ENG2] Commence outpost build at Kappa Tau (3 Months - apprx)
[X][IND] Brute force repairs for USS Hood (1.5x penalty to cost, 4x speed increase)
[X][IND2] Brute force repairs (1.5x penalty to cost, 4x speed increase) Yagad-Tich
I don't really feel a need to micromanage it. We do need to scare off the Bene and Tartresis from running commerce ships around anyway, so I don't feel it's bad if they feel a bit of a crunch when some of their ships are intercepted.
Followed by Q dividing the attendees up into redcoats and revolutionaries and forcing them to fight each other to the death in the corridors to prove a point about how little Humanity has advanced. "I wish something horrible from my history could be rubbed in my face for once," whines an Andorian Ensign, as he loads a musket.
EDIT: I realized we should start the party/horrible slaughter on the Lexington, then move over to the Saratoga, and finally end up on the Yorktown.
This actually sounds like an insane/amazing idea for a custom Mount and Blade map btw

A bit of good news! The USS Blizzard has been located safe and sound. A temporal backlash not far from the system where the USS Lion disappeared was responsible for knocking out communication and warp drive. However, the intrepid crew was able to bring the systems back online before they were located by any Arcadian patrols. Now the Blizzard has linked back up with her Task Force.
[Blizzard returns to service]

Ynnead Research Colony, Ynnead System
They may not outrank the illustrious officers that have joined them for the shindig on the surface of Ynnead, but you wouldn't know it by looking at the bearing of the three Starfleet officers. Members of Rear Admiral Eaton's staff, Captain McAdams, Operations officer Commander Kennedy, and Commander Gordon Laver from Starfleet Engineering, they have come to oversee the final stages of the clean-up effort.
"Captain McAdams," a human in a protective set of fatigues that emit an ever changing chameleon-like pattern. "General Fischer, United Earth MACO. Glad you could join us."
"I wish we could meet in a more social setting than this," says McAdams with a grimace, hand on her phaser pistol.
"It has been uncomfortable work," sighs the General. "The commanding class around here whipped their underlings into a ferocious lather ... but they had very little equipment or organisation. I've never loved the stun setting like I have this last week. Wouldn't have been right, wouldn't have been right at all."
"But the colony is in hand?" asks McAdams.
"Yes, including forty mentats, many of them who have had the full treatment," explains Fischer. "Many of them involuntarily." He turned and pointed to a makeshift camp near the landing zones. "We have them as comfortable, and secure, as we can manage. Your Starfleet Medical is sending a Hospital ship in order to establish a proper camp, and to study the mentats properly."
[Ynnead colony subdued]

Berth B, 40 Eridani A Fleet Yards, Stardate 25793.5
"Ea-sy, ea-sy...," cautions one of the few human engineers among the crews at 40 Eridani A. Tall, thin, and a deep brown in hue, Commander Cal Jones gestures slowly behind the Vulcan tractor operator. "Lieutenant, I know you value your efficient movement, but you are going to efficiently set our work back weeks before we even start if you you don't just ease up."
"What do you suggest, Commander?" replies the tractor operator, turning around to cock a perfectly trimmed Vulcan eyebrow at him. "A deliberately inefficient approach?"
"I suggest you don't tread the line with insubordination again, Lieutenant, that's what I suggest," replies the Commander sharply. "Treat her like a baby, carry her in gracefully. A big, two point five million ton baby."
"Yes, Commander."

State of Emergency, 2315.Q1.M3.F1 (Turn 11 of State of Emergency)
You are currently operating in a State of Emergency.
This entails an increased operational tempo and an increase to available assets.
These assets usually will require no additional resources from Starfleet, as you are directing the resources of a Federation that does not embrace money. Any additional requirements will be noted on the actions themselves. The most notable brake on your mobilisation of assets comes from their effect on the war support of the various member groups. You have already been provided control over a large fraction of fleet assets from the member worlds nearest the LBZ, but more can be requisitioned.
This State of Emergency will endure until such time as the cause of the crisis is resolved. In this case, until the Mentats of the Arcadian Empire no longer poses a threat to the Federation.

Fleet Units
Fleet Units
Starships and other assets that you can use to supplement your forces, create new task forces, replace losses, or reinforce attacks.
Recon Units
Recon Units
Supplementary patrol units that you can attach to your starbases, outposts, and fleet units.
Internal Diplomacy
Internal Diplomacy
Assets that you can employ to help bolster links between member worlds, or shore up flagging support. They can also be used to increase the rate with which you are able to mobilise assets, though that may become a double-edged sword.
External Diplomacy
External Diplomacy
Assets that you can employ to conduct relations with other nearby powers, such as the Ked Paddah, the Honiani, the Laio, the Gaeni, and others.
Engineering Teams
Engineering Teams
Field deployable units consisting of Engineering Ships, construction crews, and the like. They are capable of conducting operations abroad in unsettled systems.
Heavy Industry
Heavy Industry
You need heavy industry to provide extra boosts to ship production, repair, to produce the components necessary for constructing stations, outposts, and starbases.
Doctrine Specialists
Doctrine Specialists
All doctrines are plans, and no plan survives first contact with the enemy. War is the most unforgiving task master, so you best learn what works and doesn't work quickly.

Eddie Leslie:
"I'll say this, Cal. My crew may drive me up the walls every day with their stubborn son-of-a-gunnery, but I almost never catch 'em doing something stupid and trying to wave it off as 'efficient.' My heart goes out to you. Nothing more tragic than trying to deal with a Vulcan whose brains are on the low end of the bell curve. They know they're supposed to use logic to decide things... but they can't. So they fake it, and because they're Vulcans they pokerface so well you usually can't tell they're faking until they break something!"
The USS Zutara and USS Harmony between them ought to be able to clear out the mess around Morshadd by themselves. Unfortunately sending them in would be exactly the sort of barbaric practice that would draw a raised eyebrow from the Q continuum.
