An interesting question entered my mind about refit and new ship designs...

Dose technology developed while the design/refit devlopment is in progress get factored in, or dose only technology devloped at the time it starts gets factored in?

I'm also interestd in trying my hand at devloping an enginnering/repair/tug ship design. Who/where do I need to look to for the ship design program again?

I did notice that the base ship stats in the Ship Classes updated post are identical to the oldest shipyard post from 2302, with the exception of the Oberth gaining a D1 instead of a D0. Whether that's a correction, or the first science upgrade, I'm not sure.

Edit: Ninja's by the author.

Ka'Sharren walks across the hall towards Leaniss to comfort her officer, but her eyes are caught by something and she looks up. It is Gul Vikeda. The Cardassian woman locks eyes with Ka'Sharren and gives her a quick salute, mouthing the words "Well Played," before the Cardassian Gul is enveloped in the yellow of a Cardassian transporter.

Let it be noted that the Cardassians appear to have successfully escaped without anyone falling in love with Nash. Truly Mila's sacrifice was not in vain.

Hmm, I wonder how the Mirror universe responded to the biophague ... Oh $#^% they don't even know it exists yet, do they? If they did, I doubt they would have removed the modifications to their vessels for the exact same reasons we did, and since there was no evidence of the plasma releases in the ship, it likely is still around, assuming the Empire didn't decide to forge an alliance with it!

Sense there seems to be momentum behind designing a Crusier heavy fleet, has there been thought towards designing a 'Light Explorer' that could serve as something near enough to the Excelsior but still be cheaper in personelle and Materale?

TL;DR: Excelsior version of the Nebula?
This is completely possible:

thats gonna have to wait quite a while if only because of the 5 techs needed for the saucer weight savings
This is reusing the Excelsior saucer which is currently at 3, so only 2 extra levels are needed. The design doesn't need more than 1 level there anyway, this is just to further improve our saucer design for future use.

A/N: Well, here we are! Five Years of the quest complete, a good twenty turns with a half-dozen crisis turns. Your first set of Five Year Missions are complete, and your first Excelsior build, from first to last. You've added nine affiliates to the Federation, and are on the cusp of of converting two of them to members. Your shipbuilding infrastructure is vastly increasing, you've defeated a major threat to the Federation, and encountered a new major power.

Congratulations!

So, do you think if we can contain the Cardassians well enough, that they may become more likely to go with "if you can't beat them, join them"? What would be the reward for having a major power become part of the Federation?

We'll have to be careful with the Cardassians. My impression is that they practice maskirovka, like the Russians.

I confess, I never really paid attention to this before, but I'm looking closely now. This is basically "retirements" right? When do they they get deducted? Is there a way to anticipate when they'll occur?

Riding as close to the line as we are on personnel, I'm suddenly not so sure about being able to crew all the ships we want to build. We may really have to spend the political will for that Explorer crew drive.

That's extremely unlikely. Cardassian society is basically built around the idea of Cardassian superiority. And as the Dominion War showed, if we start dominating them enough they're more likely to ally with our enemies than us.

Those are our retirements out an airlock, most of them due to the Biophage. Actual retirements are replaced automatically, I believe.

Make sure to dress well," he adds before turning and quickly gliding out of the room.

"This keeps happening," Ka'Sharren says, looking down at her uniform. "People keep implying that the uniform's unfashionable. To hell with him. I earned this."

"Well said, Captain," says Leaniss as the trio of Starfleet officers turn to make the walk back to the beam in site, "Though... If you'll allow me the opportunity I'd like to wear one of my Senatorial gowns tonight"

The Andorian looks over at her second officer, "Do you hear that Sam? She thinks that too!" Ka'Sharren harrumphs. "Well I like it. I think it's a nice spartan classic. I hope to wear it for another couple of decades."

Hey now, the interseries Fleet uniform is by far the most stylish. Speaking of, when it comes time for the uniform change, are we allowed to influence it? God knows I'd like to avert the early TNG-era jumpsuits if possible

The Captain zigs, "No. Dammit, woman. I'm trapped. I don't like letting any of my crew go into harm's way; much less letting them go marching along naked and saying mean things about harm's mother!"

Who are these people again? Also, no mention of gaining the Indorians as Affiliates, despite that last boost by the Sarek probably pushing them over?
