Nope. It's probably something that deserves to be stated in the game mechanics post, but Refits are allowed at the GM's discretion and they choose the stats that will be improved by them.@OneirosTheWriter, this linked post really needs to be threadmarked into the "how this quest works" threadmark section. Explains a lot about how ship design works, and especially indicates what research is going to get us, and the costs of prematurely designing a ship.
Are refits like ship design projects, in that they're effectively research projects but with more limited parameters? Can we use this extended design time mechanics for them as well?

Hmm, right now we only have four Captains on the Panel of Captains who aren't already on 5YM. So if we have to replace all the current ones, we won't have any more choices to make. Though I guess Q4 promotions board changes are still to come.
I'm pretty in favor of giving Captain Rosalee McAdams her shot. After all experience as XO on a 5YM, she brings a lot of experience to the table.
I like her, but her bonus seems extremely situational. How many events happened where that bonus applied at all? I think just 1 across all 3 Explorers? Well, we aren't playing as a Vulcan, so...And honestly, this isn't a choice where I feel particularly constrained to be maximally mechanically efficient.

Hell, in the grand scheme of things, it doesn't even seem to have mattered that much in the end, with all major infected ships accounted for and the biophage effectively wiped out, the only negative consequences for his actions are a list of "could-have-happened, but didn't".
