You wrote T'Mir with lower case m a bunch of times, might want to fix that.
Yep. The T'Mir's captain didn't have a name, so I made one up.

And named the ship's active Helmsmen and Chief EWAR officer while I was at it.
 
I would really love to propose some Tellarite names, but I swear they are the most ignored of the founding species. I couldn't find anything useful on them.
It certainly hasn't been easy to keep them included because of that :p
After trawling Memory Beta for chronologically-appropriate Tellarite names to pillage, here's what I've managed to find:

Okay, some Housekeeping and information!

First: Kind of an odd one, but I'm updating my Handy-Dandy Starfleet org chart, and was considering marking in the Utopia Planitia Shipyard's director as a fourth Vice-Admiral billet, and an appointable position.

Second: Also, I've been considering the Starfleet Academy position. At this stage, the Academy policy doesn't seem to be something that needs to be tinkered with often. I'm going to mark it in as a once-per-four-years poilcy meeting, starting 2305.Q4 (end of next year).

Third: Taking on board some of the advice from after the crisis turns. For the Research Turns, from here on out you will be voting only on changing tech team assignments/acivations. Unless voted on otherwise, all tech teams that were active the previous year will be considered active the next year in the same fields. This should make things shorter and simpler to vote on.

I'd disagree with the Vice Admiral's billet. I'd make it a Rear Admiral's billlet with the understanding that whoever is in command is the Director of Shipyard Operations' unofficial second in command.

I feel that making it appointable really overlaps too much with shipyard ops.

Well with fleet expansion over the span of the game we may see rank inflation along with it. (I.E. CINC-Starfleet being a Fleet Admiral, Sector Commands being an Vice Admiral's slot etc.)

The technical sharing clauses are one of the greatest achievements of the Federation charter and, like most foundations, often overlooked.

When Andor, Earth, Tellar and Vulcan pooled their knowledge it was more complete and subtle than simply exchanging textbooks and students between members. Both had already been done as part of the Coalition of Planets and as separate bilateral agreements.

Instead new curriculum was developed, new pedagogical techniques researched. And more than the successes, the failures were shared as well.

Humanity's Augments, Vulcan's Telepathic Amplifiers, and Tellar's General Automatic Constructors all highlighted issues that helped keep the new federal republic from overreaching it's grasp...

...The first great triumph of the technical sharing clauses came when the Andorians found hard evidence in the works of traditional Vulcan monks, shared as part of the technical exchange, that allowed researchers to definitely prove that there was no difference between children conceived using IVF and natural methods. Independent verification followed for all four founding species and half a dozen associated observers to the study. A fact that has removed much of the stigma of 'artificial' insemination allowed Andor to make great strides dealing with it's traditionally low birthrate. I don't think it makes narrative sense to pick the Kumari for honors because it's crew was nearly wiped out. The majority of them will not be veterans. In fact, its crew may be nearly all new when it renters service.

T'Mir is that science vessel we sent in there, right? Honors is the correct response to actually going when we sent them in to die and somehow surviving.

With the Romulans, it might well be now or never with regard to befriending those sneaky tsundere space elves. :p

A science vessel in every sector is a good idea from both a military and a cultural perspective.

Yep, his fleet plan.

For what it's worth, I saw the vote as more Honoring the ship, not the crew themselves. Though in hindsight, picking the other unnamed Excelsior that survived the campaign would have been better, but without a name it's much harder to remember they even exist.

Rear Admiral Sanik even leads off with one of those extremely dry remarks Vulcans swear blind aren't jokes yet don't fool anyone: "Regrettably, it seems that this year we will not be investigating any truly fascinating flesh-shaping viruses. We will have to reconcile ourselves to the study of dilithium instead."

You aren't fooling anyone, Sanik.

Two new faces join the table: the chief of the Utopia Planitia Design Group, a bright-faced, high-flying Captain, and Lieutenant-Commander Kuznetsova of Starfleet Tactical's new doctrines team. Her work during the Biophage crisis was described as literally tireless, providing tremendous results and an early promotion and career boost to herself.
