She's been on the list for while now, I think she's earned it (especially with things likely to heat up soon). @Briefvoice 's blatant bribery generous offer of more characters to add to the pool doesn't hurt.

These are all hahahaha what the shit OP abilities. Gonna go with Mbeki for the sake of making clear he's really cleared.
 
Honestly though, I don't really care too much about who gets picked.

Sulu would be interesting to have as a captain, Mbeki has the best bonuses in the short to medium term (IMO), T'Rinta would be best if it turns out we are at war or if the Odyssey ends up in combat fairly often, and Vol Chad just has a completely amazing bonus that we would have to be crazy not to pick at some point.

No matter who wins, we get something good out of it.
 
Speaking of which the fleet expansion is also why I don't expect too many repeated five year missions. Our need for experienced officers to commodore is going to be great. I don't think any of our current set of 5YM Captains have demonstrated a reason not to promote them.

If we promote Straak he'll steal the Kepler prototype and go on the run with his rocks.
 
Mbeki needs a successful run in the chair after the way his last one ended if we want him to make it to flag rank. So does Torpedo Whisperer. Vol Chad and the others may not.

in my opinion, failing to take a material action to show prompt support for a captain cleared by an investigation creates the perception that they do not have our confidence.

I mean, he'll almost certainly be assigned to another ship if not picked for the FYM.

I don't know, I feel really funny about Mbkeki. It's like if someone's dog dies and you rush and and try to buy them a dog that looks kind of the same and think that sends a good message. I don't object to picking him again, but I don't like putting him on the next available Excelsior. Let him find his feet again on some other model ship.
 
Honestly, this is one of the first EC panels with absolutely no bad mechanical choices.

The captains we thought needed seasoning got seasoned. I look forward to their 5YMs in the future.

The new addition has a unique flavor and there's reason to want them in the EC for all 40 events of a 10 year stint. Likely a future head of the Academy.

And Mbeki might just have the best set of abilities yet. Maybe even including Nash. Reroll to surprise is exactly the situation you want that insurance, on top of his existing abilities.
