I am pretty sure that is meant to be something like "Although the inquiry into the loss of the USS Miracht has not yet published their findings," since if the inquiry was finished he would already be cleared (or not).

Which is why I voted to send the overall best candidate Crogan to Ferasa. Mbeki may not be quite as good overall, but personally the extra point of nerves over Crogan seems useful enough to make up for only medium diplomacy, which may not be great but should be functional at least. Low politics shouldn't matter too much for a border posting.

I wouldn't assume that rule-abidingness is automatically a bad thing for a command that is likely to see action. It's not like you want every cop likely to make arrests to be Dirty Harry. If the rules themselves are written sensibly, then a highly rule-abiding person can be a very effective commander.

Saavik could give you an earful about the advantages of keeping your shields up when approaching Federation ships that don't answer hails, for instance. ;)

Low aggression is potentially a handicap, but as repeatedly noted, the Ferasa Sector commander only actually runs one or two ships. Any crisis for which their aggressiveness is actually needed, is going to be one where we can probably put someone else in charge of something.
 
Another point is that Chekov has eternal bad luck and his life is, on some level, suffering.

Giving him a Tellarite flag captain aboard the Endurance is a perfect fit. ;)

[He didn't become a temporal agent for normal reasons. He became a temporal agent because the far-future Federation figured out how to weaponize bad luck. They probably have some kind of giant temporal obliterator cannon powered by Harry Kim's pickup lines or something, too.]

Did a revised fleet distribution plan based on the idea that we only have two Mirandas in refit at a time, thus allowing more combat power to be pushed to the most dangerous fronts. Bottom line:
CBZ = 1 Excelsior, 1 Connie-B, 2 escorts, 1 starbase
SBZ = 1 Excelsior, 1 Connie-B, 2 escorts, 1 starbase
GBZ = 1 Excelsior, 2 Connie-B, 2 escorts

If we can't hold the frontiers with that, it's a full scale war. Also, no sector is left with only a single ship, allowing them to rescue each other as required.

My only concern is the Extra Outposts bonus in the Apinae sector. I know we built a few there when it was the CBZ but with all the new Apiata and Indorian colonies to protect, I'm not confident that we'd get +5 from those. Maybe consider moving the T'Kumbra/Shield from the GBZ to the Apinae Sector? Having three ships there would make me a bit less concerned about raids slipping through the CBZ.
