I would swap priority on brig/cargo and tractor beam, since with the latter a subdued ship can probably just be dragged along and act as an external brig/bay.

I think that's the idea behind the Denobulan ship, but its gotten me thinking that since Denobulans like cramped spaces, their prisons are probably very wide and open and their brig is probably fairly spacious.

I definitely agree that the maintenance difference is a killer- if this was a ship for Starfleet I'd be all over the Type 1b , but as a ship meant to be built en masse by the member states we want to pick reliability and more importantly what everyone already has in their logistical train.

As for utilities, I think we at least want a brig, tractor beam, and either a shuttle or Transporters, preferably both. That would meet the core needs (Tractor Beams to hold ships and or tow them, brig for captures, and a shuttle/transporter for boarding) with any functions after that gravy.

Also pulling a disabled smuggler ship along like a balloon on a string amuses me.
Unless we have enough crew to both fly our ship and hold theirs at the same time though, that would just be leaving them with the run of their ship and all the equipment on board to try and do something tricky or destroy evidence. Better IMO to just have some place to keep an eye on them, even if it's just a converted corner of a cargo bay.

The brig can be pretty damned cramped. This isn't a long hold facility. People should be in there no more than a few hours. Putting someone in a 3ft by 3ft forcefield box isn't unreasonable.

It's not a prison, it's the back seat of a cop car.

Though if we can shoehorn in a couple of medical beds I can second that as a good idea. When help is a hour away the fact that medical stabilization is right there will save lives.

Agree with the sentiment of medical facilities, even if they're just the most basic of one's. In First Response we have what's called the Golden Hour, where if you cab get someone proper medical care and get them to a trauma surgeon within an hour of the initial injury, the chances of survival increase dramatically.

Odds are good that this ship is going to be doing a combination of police, firefighting and EMT duties all rolled into one, so having medical facilities good enough to keep patients alive and get them to a Starbase or planetside medical facility within the Golden Hour is something I feel would greatly benefit whoever is flying our ships.

Police Cutter, not a warship.

As things stand, even if the one is super cheap, Cost alone only acts as a tiebreaker, if we surpass the el-cheapo model without breaking the bank, we still win, and getting there on Utility will be key I think.
