You know, this is a reasonable, well put together list, and I see your reasoning for this, it quite makes sense. Particularly with shaking out the issues from prototype shield/warp engine (the curse of yoyodyne hangs over us all) techLeaning towards:
This maximises the ultimate capability of the explorer we're all looking forward to building eventually, at the cost of delaying it- but a period of internal consolidation and building cooperative ties between the members of the new Federation isn't a bad thing, I don't think?

- Also, more time to let interspecies cooperation procedures develop, so that by the time it's ready for shakedown the politics and logistics of multispecies crewing have been mostly worked out. I really, really want to set a precedent of the flagship explorers being fully integrated crews, and we're just too early to do that if we go explorer-first.

With the single caveat that if this is expected to do routine patrolling on our borders and the like, shields are enough of a game-changer that we probably want them regardless (as long as they don't go catastrophically poorly).

The problem I think with this is that we know that refits are going to be harder with this new tech than the previous, so it would be a bad idea to use our old tech, the stuff we know is basic. The only thing that seems like it would make sense to leave off would be the new phasers, everything else either comes as a set (warp+nacelles) or is otherwise totally transformative (shields). That'd leave our workhorse ship with 3 major prototypes, which just isn't a risk I think we ought to take.[X] Begin work on a utility cruiser for workhorse duties.
I think having a basic new tech ship that we can start production on buys is the time to do a solid science ship and an explorer.
Without one, we may feel like we need to build more old tech ships.
