Leaning towards:
  1. Survey cruiser
    • We reallywant to load up our next ship with prototype tech, so we should do so on
      1. something that's not going to be quite so highly produced or be quite so demanding for high uptime as the utility cruiser
      2. something that has significant onboard science assets to manage the headaches that are sure to result
  2. Utility cruiser
    • Benefits from whichever prototypes went well on the survey cruiser
    • Lean toward sticking with the conservative choices for the prototype techs that are still troublesome; we want this thing to be a hassle-free workhorse. This also gives the eggheads time to work through the issues before the explorer.
  3. Explorer
    • The Shiniest Ship.
    • Also, more time to let interspecies cooperation procedures develop, so that by the time it's ready for shakedown the politics and logistics of multispecies crewing have been mostly worked out. I really, really want to set a precedent of the flagship explorers being fully integrated crews, and we're just too early to do that if we go explorer-first.
This maximises the ultimate capability of the explorer we're all looking forward to building eventually, at the cost of delaying it- but a period of internal consolidation and building cooperative ties between the members of the new Federation isn't a bad thing, I don't think?

Mostly because I can see more solid arguments for Not loading the other two up with so many prototypes at once. And you know we'll shove as many prototypes into this ship as we can get away with.

Something to work out the protoypes on and fills a roll we don't have any other ships for currently. The NX while outdated for explorers have a good engineering stat and should be able to hold us over in the Utility cruiser role for now.

We need a new workhorse, and I'd prefer to wait a little bit on the explorer. I'd be fine with the survey vessel, though.

Having the kinks worked out of new tech would hopefully decrease the resource costs to integrate them on a new utility cruiser. It sounds like the utility cruiser project would end up as the backbone of the fleet so if we could save 10% of the cost (avoid it having odd quirks, manufacturing headaches, or make it easier to maintain) it would be worth doing another project first.

Yeah, at the end of the day, survey ships being a little finicky is fine, but workhorses need to use tried and tested technology. This gives us a chance to stress-test the more fundamental paradigm shifts.

I want to build a ship that's absolutely not meant for warfare. "tactical interventions" is one of the Utility Cruiser's main purposes, and I seriously want to make a clean break from militarized designs. I'm approval voting the Explorer, since those are good symbols of peaceful endeavor, but I'd prefer the single-purpose Survey ship design.

While the Vulcans probably have survey ships of their own for the Federation, but it would be a better choice for prototyping.

If it weren't for all the prototypes I'd vote utility, as it is I think that should be our next project.

In the aftermath of the war building an explorer seems like telling our allies: "Well, all that cleanup looks like a lot of work. Have fun with that." I feel like we should build up our foundation before starting to build fewer more capable ships again.

I'm for the explorer. If it winds up being a bit temperamental, then we don't have to do a huge run.
 
I'm convinced, experiment with the surveyor and build a better workhorse later instead of rushing to build more utility ships first.

Okay the arguments for survey ships being the first ship to be designed have swayed me away from the utility cruiser. I would be happy with either of these though. If the utility goes first and we get good rolls then we will speed up Industry and fill a real nice gap. If the rolls aren't great though for integrating all the new tech then the workhorse which will probably be produced in the dozens will cause a lot of issues before it gets worked out.

I think taking either the survey or explorer will result in more tech advancements than the utility cruiser.

We need to prototype a lot of new techs and doing so on a ship that's intended to be the new mainstay and thus needs to be built en-masse (the utility ship) is a really bad idea

Are you kidding? Science ships everywhere with expansive sensor suites sounds like a great early warning system for the Federation! I fully expect both the science/survey ship and the utility cruiser to be pumped out in job lots by Starfleet Command.
Which is why they're very bad choices for us to fit a whole load of prototypes on, and I want a full prototype run for the next ship
