The NX was geared for exploration and has fairly substantial engineering space. But we don't really have a dedicated science vessel at all.
 
At this point I can see NuFleet wanting to put just a bit of distance from "COMBAT! FIGHT!" And we need to do some experiment(al)s.

So:

Folks have raised good points about needing a testbed for the prototype tech before going all-in on an explorer, and have made good arguments for using the survey ship as that testbed.

Yeah, the way I see it, we use the Survey Ship to testbed the Drive/Coils/Shields so we have all the first generation stuff's bugs worked out in a class that doesn't require all of those to be working up to on-paper schematics, take what we learned to design a new workhorse cruiser to testbed the Phasers--which come online for the next tranche--as well as properly take advantage of the new paradigm, and finally we take everything we learned to develop a next generation Explorer to push the Final Frontier back.

Thunderchild and her sisters did the job they had to, Acting as the Lynchpin of the fleet, Dangerous enough they couldn't be ignored and durable enough they couldn't be just swept aside so that the Fast movers could hammer the ships that focused on them. The fact that 2 of 3 died, is fine, you don't say a shield is worthless when the shield is broken after an utterly pitched battle that broke the enemy's back.

it was a ship designed for a period of time were we didn't have shields, They did their job with aplomb and will retire gracefully into the pages of history for a solution to a problem that might not reoccur, with their role being played by shielded heavy cruisers instead.

The Survey Ship is going to need some basic self-defense capability, just so it isn't a target for pirates or if it runs into a space cosmozoan or the like. So we can probably testbed the Phasers there too.

Can still use phase cannons, it's just that the new phasers won't be ready for the first design.

Either of these would be fine to me. I'd certainly like to do the exploration ship second though.
