[X] Four Engines (Medium Maneuverability, 23 -> 31 Industry)

Yeah the point is to minmax for tactical systems, now that we're getting into stuff that actually kills Romulans we can afford to be a little spendy on capability upgrades.

I'm convinced. Maybe make it mildly zippy so it can get those broadsides on target.

If we're going to be going up against swooping wolfpack formations, we'll need to be able to swing around whatever guns are undamaged from combat towards the targets.

Our forward firepower is somewhat reduced from the deflector choice, may as well.

Honestly, I don't see these ships being mothballed or scrapped after the war. After a cobalt-nuke hit Earth, the argument for having a heavily-armed battleship on station at each colony is way too strong, even if it rarely gets used for much beyond garrison duty.

There is substantial value for civilian and military morale to know that you have a battleship watching over every colony/world of yours.

At least in STO Starfleet does eventually start using deployable turrets in space and stuff(they are a consumable in the game and weapon platforms appear in a few missions). In the shows, I think stationary planetary defenses appear, at least a few times as well (there are a lot of episodes featuring trapped ships); so I don't think Starfleet will always need to station entire ships in one system. Though yeah it is a good idea right now.

I could see them being used for back-line colony defense for a few decades, but once the Coalition becomes the Federation there is going to be a spate of colonizing and a small handful of slow-ass battleships are not gonna be what anyone wants to keep building or maintaining, when those are resources that can be spent on far faster and more competent patrol ships.
