Support is unquestionably superior in the role of 'line anchor', Frontier is a better generalist function, we built the Darwin for survey, and we have the Excalibur for exploration.
We're most likely to be fighting starship duels, which deprioritizes 'line anchor', so I'm somewhat leaning toward Frontier - though fabrication is quite nice to have.
Edit: Having given it some thought, I favor Support.

With the refueling capabilities, and it's intended fleet combat role, it seems like a good fit.

I feel this is the most synergistic with the cargo capacity.
 
I think this is the first time that the "Repair" keyword has been explicitly emphasized as a primary fixture for modules so I'm favoring Support.

Usually "Repair" it's just part in parcel as an assumed feature of Fabrication so I'm interested in seeing what sort of specific repair modules we can see.

I have a vision of each Federation-class ship supporting three or four Mirandas. Fuel, supplies, repair, rapid response, and heavy firepower. I think that might be the ticket for its peacetime role: A Federation-class is like a mini-starbase that's also super duper mobile.
