I've been thinking as to why this girl's been keeping up a strong facade. If she is a newbie meguca, you'd expect she'd be more glad to have a sempai or two to watch her back and show her the ropes. Or at least get a stronger reaction from her at least.

Then I though, 'what if something is compelling her to act like this? Maybe her wish?'

Something like 'I wish people would always see me at my best.' It would fit with how she quickly regained her composure, how she keeps showing a strong front, maybe the makeup, and maybe the evening gown. As for the witch; A (transparent) glass body means the the world is free to see her for what she is inside.

Power-wise: something with illusions, maybe? Depending on her potential, she could possibly cast visual illusions or make her allies invisible at best, or, at worst, just simple glamours over herself.

Quibble: The specific wish you suggest pretty much can't be hers, because we've seen her sobbing and then worryingly composed and reserved. Which is probably not her at her best. While Incubator wishes come with nasty riders, what you get is what you asked for, so if her behavior's due to a wish it can't be a wish that precludes us seeing her sobbing and then getting weirded out by her recovery.
Sabrina would actually make a seriously terrifying villain, if she went "bad".
She's already seriously terrifying as an enemy. Or acquaintance. Only mildly unnerving as a friend.

That depends on what her issues are, and she has to have some or she wouldn't have used a once-in-a-lifetime wish. If her wish was social climbing related then she could see this as putting her right back in the kind of situation she wished to get out of.

Ah, but she was crying when she thought no one else was seeing her. We only saw her that way because we caught up with her during timestop.
 
Really we don't know. Given the narrative focus on magical cosmetics either looking good or illusions is a part of her power/specialty, but it doesn't have to be related to her wish so directly. There's also the matter of what she might be feeling guilty over, and why she chose to join when at first she wanted to leave.

Well then, as an actual villain, she would several steps above that.

Anyone would who enters her range can either be instant killed or forcibly witched. Since she isn't actually a villain, a nutcase, or even close to being that type person, the former is rather unlikely and latter completely unthinkable. And the SCIENCE and experiments. Don't particularly like thinking about what that fixation would lead to if she had no morals.

Than there's the meta knowledge. It's can be far easier to break someone down than to build them up. And breaking most of the cast of PMMM would be rather trivial with what she knows.

Maybe someone got killed by that witch because of her? Maybe she's trying to make up for something. Or maybe she thinks it will increase her chances of surviving. Could be a lot of things.

What of it? If you wish for people to only see you at your best, and someone sees you when you are not at your best, your wish did not come true. Unless it's a spirit-over-letter thing where what she meant when she made the wish was for people to only see her at her best when she was aware they could see her, but that strikes me as an odd limitation to be included in the spirit.

There might be wishes with the same general result where I wouldn't have these quibbles, but if we're going to be guessing about her wish I think it's worth keeping in mind whether the proposed wish would be violated by stuff that's happened.

We turn Mami's apartment into a Grief-crafted evil lair, complete with regular lightning crashes and wolf howls.

We order all meguca within our sphere of influence to add pants to their outfits.
