I agree on the owning-not-ruling philosophy, but Padme is not right for the job. Bail Organa would be the best choice.

I'm usually against straight improving the Republic in this quest, but honestly Bail might be the best chance of keeping the Republic from flying apart altogether.

It's the lesser of two evils for our interests.

How long until someone suggests Ciaran as Chancellor? As far as I know, you don't need to be a senator to do it. And in story most people think us Benevolent. And it would get at the Jedi.

They know she effectively controls the CNS, has large and varied interests in businesses and has her own band of mysterious mercy.

Those close to the Jedi may know about the Council's ill ease with her despite general popularity with the Order which could combo with her eagerness here to keep the Jedi out.

They should be well aware she's much more than she appears.

To get that kind of support I think we'd need to do something stupidly heroic.

We could probably swing it if we really wanted to but we'd be best off throwing our weight behind Bail.
We then spend his tenure replacing Palpatine's corruption with our own whilst tossing Bail some sacrificial lambs for his repair work.

Once he decides to retire back to 'the farm' then we can set about installing our finger puppet.

From there the Galaxy has pretty much no way of escaping our chains.

Ew. No. Aside from the occasional bribe to pass through convenient tax breaks and loopholes, I think we should stay out of politics. Setting policies and running the galaxy is a lot less fun than exploiting and buying it.

Staying out of politics? I think that train left station even in the last thread. And especially with us founding a new coalition here.

We obviously want to stay away from the day-to-day stuff unless it directly concerns us, but having a hand in the larger policies set is always nice.

That is a completely different thing and you know that it's a completely different thing. Stuff like how centralised the galaxy's government should be is not relevant to us as far as ousting Palpatine goes, nor should it be made relevant. Don't falsely equate the two as you have just done.

Ruling most certainly does not suck. Ciaran loves having absolute power and authority over almost everything she touches. She has never mentioned making any of her businesses available on the public market or meeting with stockholders, so all her business ventures are owned solely by her. She controls a vast spy and military criminal organization that has no check on her authority. She directly controls the policies of her rogue faction so heavily that it's probably a common good humored joke that the CNS is the Ciaran Neutral Systems.

Ciaran has spent her entire live doing little else but gathering power, reveling in it and directing it. She'd like nothing less than rulership of the entire galaxy.
 
Now that I think about it - wouldn't Anakin be a nice puppet-chancellor? Ties with Amidala, an in with the Jedi ...
 
I think you're missing out on Ciaran's character if you think she'd be simply content with 'owning' something. She has never once gained anything without making sure it answers directly to her. Control is the name of the game for her, and the idea of anything she 'owns' daring to defy her or go outside her vision would be galling. She had a philosophical talk with Yoda about it. A well pruned garden is the product of its gardener, shaped by her hands and her vision, and any errant branch is molded back into shape, or clipped.

#29 has a Hutt actively collaborating with the Separatists. The only question is, whether Jabba will notice (and/or whether Borvo will point it out to him) and whether he gives control of the region to another Hutt more friendly to our cause.

- Stenness: site of Stenness Hyperspace Terminal (space station along Whitebeam Run hyperlane), currently controlled by BolBol the Hutt

#30 is under CIS occupation, but it is a ceasefire, and they would certainly jump at the opportunity to escape...

- Antar IV: moon of Antar, homeworld of Gotal race (sensors), heavily populated trade hub, headquarters of Antarian Rangers, under CIS occupation

#31 is on the frontlines of the war and has been threatened with CIS bioweapons. Republic hasn't been any help at all, but they saw the example of Kalee, and know that joining the CNS will avert the immediate threat. Easy decision.

- Mirak Major: heavily populated Republic world near CIS space [NB: imminent CIS geo-attack on planet's mega-volcanoes]

#32 is a commercial hub that really likes trading with its neighbors. Pity its neighbors are too busy waging war on each other. They'd be looking to join the CNS to get a chance to trade with both sides.
Atzerri sector
- Atzerri: Gotal refugee colony, member of Association of Free Trade Worlds, site of Pemblehov Starport and Talos Medicomplex, thriving trade hub

#33 joined the CIS because of elaborate calculations that told them Separatism would improve their planet's fortunes. They may have miscalculated -- certainly no one expected Ciaran to establish a third variable in the war...
Givin Domain sector
- Yag'Dhul: homeworld of Givin race (math), childhood home of Var Zheen, site of Givin Shipyards (Wavecrest-class frigates), base of CIS First Fleet

#34 -- we just met the Senator, and just saved the Senator's original homeworld of Pantora. Wroona is also surrounded by CIS systems, so they have a very strong motive for joining the CNS as soon as possible.
Keller's Void sector
- Wroona: Pantoran colony world, home of Chi Eekway Papanoida (Senator), heavily populated trade hub, headquarters of Palestro's Wholesale Firearms


Back to the Outer Rim, south of Hutt Space this time:


#35 is a string of major agriworlds who joined the CIS because all their neighbors were and they didn't want to lose their supply contracts. Turns out war is terrible for trade, but we've managed to thrive. Albrion may well join the CNS to ensure it isn't invaded or occupied:

#36 is Bothan Space -- openly neutral. Why wouldn't they join the CNS?

#37 is the home of Padme's "Uncle Ono." Onaconda Farr pretends to be a loyalist, but is a Rodian patriot at heart, and Rodia is under constant threat. If they join the CNS, Farr won't need to fear a CIS attack, which should allow him to be a lot more reasonable with Repubic Fleet allocations.
- Rodia: homeworld of Rodian race, childhood home of Onaconda Farr (anti-Palpatine), headquarter of Rodmark Weapons and Goa-Ato (bounty hunters)

#38 is a Mandalorian colony world -- given what we've done for Mandalore, they're definitely inclined to join us.
- Zaadja: Mandalorian colony world, resource-rich asteroid belt in ring around planet, site of Geonosian hive-factory fortress, controlled by CIS

#39 is an IGBC space station that will follow along with the rest of the Banking Clan systems.
- Kaer: site of Kaer Orbital Platform (refueling/repair station built by InterGalactic Banking Clans), plundered for CIS by Sev'rance Tann

#40 is another IGBC client world in the same region
- Vlemoth Port: Talz colony world, site of Vlemoth Station (starport) and Sanshur Flats, major industrial planet controlled by InterGalactic Baking Clans


Finally, here's are the few systems I mentioned earlier, from my next (still unwritten) Briefing omake:

#41 is a planet full of geologists and xenomineralogists, and they're already neutral. Just have them make it official.

- Svivren: homeworld of Svivreni race (geologists), childhood home of Tyro Calladin (Senate), trade hub, site of Svivren Xenomineralogy Institute, neutral!

#42 is the Tenloss Syndicate -- a respectable corporate conglomerate with a seedy 'underbelly', that controls several sectors in the region. This would be a similar 'persuasion roll' as for Ciutric or Commonality -- they know and respect us (especially thanks to the Hutts), so now we see how much they're willing to invest in us.
Dail sector
- Friijillis: headquarters of Friij News Service (underworld alternate HoloNet, sponsored by Hutts, controlled by Tenloss Corporation/Syndicate)

#43 is another Mandalorian crystal world and religious shrine -- of course they're going to join up, when we just resurrected the old Mandalorian warrior tradition!
- Shogun: Mandalorian colony world, crystalline planet (known for 'dreamscapes'), site of Mando'a shrines and center of religious pilgrimages

#44 has another Senator we just met, who now knows enough to want out of the war. He doesn't have much way in the Senate, so he might feel his political talents are put to better use in the CNS...
- Derilyn: childhood home of Wuxod (anti-Palpatine Senator), high-tech industrial planet, site of 'Park of Peace' and Derilyn Platform (spaceport)

#45 is officially neutral, secretly under CIS occupation, but we just arranged a ceasefire, so they have a brief timespan to try and escape their chains. Utapau just might take it.
- Utapau: homeworld of Pau'an (long-lived) and Utai (miners) races, home of Tion Medon (Chairman), sinkhole-cities, neutral [NB: under CIS occupation]

#46 is also officially neutral, though under imminent threat of a CIS invasion force. They'd definitely be interested in joining us.
Sluis sector
- Orto: homeworld of Ortolan race, childhood home of Max Rebo (musician), resource-rich mining planet, neutral! [NB: imminent CIS occupation]

#47 is a reluctant CIS ally (due to contempt for corruption in the Republic, especially the Senate). However, given the contempt and lack of principle demonstrated by Dooku, the Bith may be looking for a way out. Thanks to our ceasefire, we've given them one.
- Clak'dor VII: homeworld of Bith race (craniopods, scientists & musicians), heavily populated biodome-cities, pacifists and reluctant CIS ally (neutral...)


The last few are systems whose Senators we just met or were put in contact with. Namely:

#48 is Kuat -- they're an weapons company/arms dealer, so they like the war. But they'd definitely like it more if they were able to sell freely to both sides. Say, wanna join the CNS?

#49 is Humbarine -- the Senator is way too cautious to be useful in a direct fight with Palpatine, but her fear at what Palpatine is capable of would probably make her more inclined to urge her sector to join the CNS.

#50 is Corellia -- they're already neutral, but now we've made contact and they might be willing to join officially. Plus, they're awesome. So yeah.

While I agree with the characterization from that omake, I feel the need to recognize that that omake wasn't declared canon.
 
So I did the rolls for the troops and a Thing has happened. And given the nature of this Thing I plan on doing something special to commemorate it.

To be fair to Dr. Snark, it's pretty hard to keep Star Wars mysteries from a horde of eager assorted Star Wars fans who've been dredging the darkest of lore to squeeze out profit and power.

It's a credit to the good Dr that this quest is so fun that it's got us dedicating our brainmeats to sussing out his hints and such. I suppose another problem is that Ciaran is the insidious mystery of the galaxy, I imagine if one of the heroes ever discovered the full scope of Ciaran's ambitions and power, they'd be utterly horrified.

How does one make a believable mystery when the protagonist is the most powerful information broker in the galaxy and head of a galactic conspiracy to make her effectively the shadow Empress of the Galaxy?
