Danville People: Eccentric Chocolatier, But In That One Tunnel Scene, You Know The One

The people of Danville and the broader Tri-State Area view Dr. Heinz closer to a wacky uncle than a distant CEO, largely benefiting off of his more benevolent policies and viewing the rest of them as too unimportant to really affect their lives. Quality of life has improved significantly due to the jobs offered in and around Danville, enough that most will overlook the downsides of his control, but some people are rightfully beginning to tire of the chaos that continually affects their lives. Being subjected to raining meat and mad scientists running rampant in the streets grates on the nerves after a while, and an active Flubber scare did not do wonders for us. Dr. Heinz's declarations of 'independence' and plays at being a mad scientist are seen as absurdly hilarious by many, viewing it as a parody of how 'evil' other CEOs can be and a sign that Doofenshmirtz alone is actually self-aware.

A few have even taken to the company's 'Doofania' insistence, albeit in a mostly jocular or humoring manner. It's seen as a repudiation and mockery of the classic CEO delusions of grandeur, rather than… delusions of grandeur itself. DEI can, in broad strokes, be seen as an equivalent to a mad inventor's chocolate factory or a nonhostile but somewhat mercurial fey; a powerful force that can be turned to for aid and succor, but never without its dangers and completely unpredictable.
National Opinion: Irresponsible Millionaire

The rest of the country views DEI as just another megacorp, albeit one with odd branding, without a speciality and with a wide variety of products. The recent Flubber scare combined with several smaller incidents like the rain of meat has led many to view us as irresponsible or even childish, but not outright malevolent. The work on the famine earned considerable goodwill, and developments in fields that the general populace can care about, such as dinosaurs, do still mitigate these issues. DEI's weird 'Doofanian' fixation is ignored by most, seeing it as a marketing ploy or grandiose delusion that some choose to play along with because of monetary incentives.

US Government: Predictably Unpredictable Thorn in Side

The Federal Government has little reason to be fond of us, given that we are still pushing back against the very delicate power structure of the US. DEI still remains atop a large jenga tower made up of bigger, more dangerous jenga pieces, but we've proven that we can still do unpredictable things that they don't like. We shouldn't expect any pushback as long as we don't cause more active issues, but it's clear that we're moving onto thin ice. Shego: Drakken 2.0

Based on her interactions, it seems that Doofenshmirtz strongly reminds Shego of her former partner in crime and current subordinate. This can be occasionally useful. Frequently, it is not. Structurally, our corporations are almost entirely separate despite being headquartered quite close, geographically speaking.

Olympia: Unstable Ally

Winston seems to credit DEI as a whole for helping at the enormous explosion that their second gala ended up becoming, and based on my understanding of the man, he is genuine. Sinatron, as well, seems to be at least lukewarm towards us. However, the company is currently in a state of legal and political flux following Evelyn's... fall. Things could change quickly.

Judge Doom: Possible Antagonist

While Doofenshmirtz' previous antagonisms are unlikely to distract Doom in the long term, it is possible he suspects what we suspect about the death of Alonso Hawk. If so, he is doubtlessly working hard to determine what we know and what can be done about it.

David Xanatos: Ally of Convenience

Xanatos is unquestionably manipulating the Doctor to his own ends. Thus far, those ends have not been openly hostile to our own interests. However, his skill at obfuscation most likely exceeds our own.

Funtelligence: Cordial Coworker

Our collaboration with Funtelligence has borne fruit, despite whatever misgivings exist clearly between Mr. Trengrove and Ms. Wower. Trengrove looks on us with some degree of suspicion but doesn't have any concrete opinions on the Doctor as of yet.

Bakaemono: Personal Friend

While you're not one to take promises of friendship on faith, you seem to have hit it off with Judy Silverman. She's made vague hints towards something being 'off' at Bakaemono, but so far as you can see, she does have some actual power.

Sycorax: Indifference

Sycorax has not yet had any significant dealings with us, although they have expressed some interest in collaboration after our work in genetics.

ENCOM: Fading Competition

ENCOM once saw DEI as a potential competitor until DoofOS faded from public attention. Now that DaedalOS has a relatively insignificant part of the market share, ENCOM appears to give DEI little more attention than any other technology firm.

Calisota Conglomerate: Potentially Worth My Dollars!

The richest duck in the world seems to have smelled a potential profit incentive, with our recent successful collaborations convincing him we may be a worthwhile partner.

Khan Industries: Politely Acknowledged Neighbor

DEI has not yet done anything in particular that would affect Khan's own interests. Some areas for collaboration exist, but so far the company has only kept up meaningless pleasantries.

New Mewni Investment Corporation: Uncertain. Somewhat concerning.

The illusive CEO of NMIC and benefactor of the New Mewni Economic Investment Zone hasn't seemed to have paid any attention to DEI since offering the corn deal a while back. Considering his apparent nature as an interdimensional warlord who happens to have a block of shell companies that sell corn products, that is probably for the best. His assets are almost certainly being funneled towards the search for this 'Star Butterfly'.

Mark Beaks: Free Advertisement

Mark Beaks and Doofenshmirtz have a light squabble going on, which Waddle is taking advantage of to keep their name on the Doofnet feed without paying for the adspace. He is a minor nuisance, the Doctor's petty fixation aside. Recently, Waddle has started a "Don't be Evil" campaign as a petty slight, likely to provoke a greater response from DEI.

Zootopia State: Omnivore On The Edge

Our recent investments into Zootopia's climate system have been looked on favorably by nearly all sectors of Zootopian life. While it's not quite enough to overcome normal distrust of an external corporation taking an interest in core Zootopian infrastructure, by and large citizens seem to be reacting positively to your efforts, especially given Bellwether's willingness to tout your aid. Like many humans, how you fit into Zootopia's internal politics and species relations is uncertain and somewhat uneasy, but it seems like for the time being even extremists are viewing you with caution and consideration that you might eventually end up a useful ally.

Industries

The megacorps of the Gridlocked setting do not simply create money out of thin air. Surprisingly, this includes DEI! Your Income per turn has been revamped to fit into the new Industries mechanic. There are 19 industries, in each of which you and your rivals have a rating, as listed below.

Industrial Ratings:
-2: Reviled: Key players are investing a great deal in keeping you out of this field.
-1 Harmed: Through some misfortune, your presence in this field is actively hampered.
0: Nonexistent: You have no significant investments into this area.
1: Marginal: You have begun to lay down the basic links necessary to enter this field.
2: Established: You have firmly established yourself as a player in this market, albeit a small one.
3: Stable: You have created a functional, stable hold in this field.
4: Thriving: Your interest in this industry is flourishing and well regarded
5: Dominant: You are one of the most influential organizations in this entire field.
6: Overbearing: You are the most powerful player in this arena.
7: Monopolistic: You have near complete control over this area.

Once one faction has become Overbearing, no other faction can reach beyond Rank 4 (Thriving). Once a faction has reached Monopolistic, no other faction can reach beyond Rank 3 (Stable).

For every negative rank you have in an industry, you take a -10 penalty to all actions related to that area, as your reputation or other issues hinder progress. However, for every positive rank you have in an industry, you gain +1 Income per year. Reaching Monopolistic control instead gives +3. This doesn't mean that you'll be instantly rich, as costs for everything are increasing to balance things out. You're going to have an actual tax rate now!

Your Rivals also have their own Industries that they control. Right now, you only have a vague idea of the major players in a handful of industries. There are a small number of Market Research actions you can undertake to see who exactly has just how much control in each industry. Corporations are likely to work to improve their own standings, or lower yours if they think you stand in their way! If you have an Overbearing ranking in a given industry, potential rivals have a -10 to all rolls made in that industry. If you have Monopolistic control, that amount increases to -30. The same penalties are applied to you.

The government does not like Monopolistic factions, and investment in keeping them out of your hair may be necessary if you want to keep your hard-earned unfair advantage.

Improving Industries

To improve your standing in a given industry, you must take an action with that [Industry] increasing your standing among its rewards. You must complete these actions a number of times equal to half of your current rank, rounded up. Once you do so, you tier up to the next rank. For example, if your genetics is tier 3, you must take 2 actions that increase [Genetics] standing in order to rank up to tier 4.

If an Overbearing or Monopolistic rank rival exists, they will need to be… dealt with, before you can advance.

Advanced Robotics: Modern Robotics devices, including industrial, military, commercial and personal robots. Most use the 'Funtelligence' system, though equivalents do exist. Recent advances in sentient robots also fall under this field.

On Creating a Nation-State From First Principles
I wanted to make a followup on the Doofania topic. It seems like there's still some interest in creating a separate society outside of the united states. That is, actually, possible! But it will be far from easy.

The biggest hurdles in your way are finding a location and getting people to actually go.

First, you'd need to find a location imicable to life that is currently unpopulated, or at least, has locals you're comfortable pushing around. This may be harder that you'd think in a setting this jam-packed with content.

Then, you'd need to convince people to go. While the promise of a new and better life has always been an effective tactic, the degree afield this hypothetical Doofania would be going would require any potential immigrants to feel pretty strongly that making the jump is worth it- especially since you're unlikely to receive much help from 'official' border controls. Don't expect many people from first world countries, and expect both advertising and transportation to be issues.

Having a colony more open about magical and other unusual citizens might allow you to tap into some other potential population pools, but it would also greatly limit the potential scale of any project massively. On top of having to source an entire settlement's worth of resources in secret, you'd have to limit exactly what you advertise, and how much normal immigrants are allowed to, you know, ever come back or send letters. You could also just blatantly flaunt the coverup, of course, but that will make people upset.

Then there's the unique issues of wherever you're trying to build- dimensional travel, high-cost environmental control, drusselstein. All have their own challenges.

This is, of course, not noting the fact that this would all be on top what is already a multi-action megaproject, comparable to Xanatos' moonbase or other big projects people are kicking around.

So you can do it. But expect it to be another Dinosaurs tree. At least.

Doofquest Crit Calculator

Presenting the Doofquest Crit Calculator. This can be used to easily calculate the crit thresholds for regular rolls, opposed rolls (which include crit success and fail for both attacker and defender), and as a bonus, an extra calculator to determine which two party members would roll on a particular check based on the make-up of the party and which traits trigger or don't trigger on that roll.

Doofania
We'd like to try and address the Doofania issue, because we're very sure we've not done a good enough job of signposting our narrative. We're not saying that doof is powerless, or unimportant, or that he is forced down the path of corporate compliance. First, there's an issue of meaning. We need to define what 'Doofania' is since people are probably using different definitions

When Doofenshmirtz thinks about Doofania, when we use 'Doofania' in the narrative, he imagines it as an absolute dictatorship helmed by him, where all representative systems, if they exist at all, hold no power over the will of an absolute sovereign.

This Doofania, as an idea, is an utter delusion held by Doofenshmirtz. It is not real, and it is not good. This was our intention to communicate from day one.

Doofenshmirtz came to the US, unwillingly, as an immigrant, with no support network to speak of, and having had almost every influence in his life up until that point being negative. The idea of conquering the Tri-State Area was presented to him and was seized on as a way to achieve anything, to earn any sort of recognition. In Doofenshmirtz's mind, the love of others is inextricably linked to success. And kickball.

Even now, Doofenshmirtz has trouble believing people like him. He attributes that newfound friendship and affection to his success, just as he has previously attributed it to Roger.

In Deep Inside Your Mind, you saw the matinee showing of 'The Dream Where You Are Supreme Dictator Over All The Earth (And Your Mother Loves You)'.

Nothing else we've written better sums up what Doofania is.

This way of thinking is inimical to both Doof's success and his long-term happiness. It is him deluding himself into thinking he has supreme control, because obviously, no one could ever love him if they weren't made to.

In addition to thinking Doofania exists now being bad for Doofenshmirtz, there is also the secondary issue which is that, if Doofania were to exist, it would be bad for the public. Doofania as Doofenshmirtz defines it is a dictatorship. There is no morally correct way to be a dictator, except perhaps by the active effort to dismantle dictatorship.

If you want to be evil, that is ok. In fact, that's still an option! But there's really no way to square 'replace a (imperfect, embattled, corrupt) democracy with a dictatorship' with being a good person. Doofquest does not and will not support the Enlightened Despot mode of leadership.

Doof has been developing, up until now throughout the quest, closer towards being a good person, and into being a competent person. You've taken actions that choose to both A) slowly pull the scales off Doofenshmirtz's eyes and make him less deluded and B) generally help and support people around you, even to your own expense.

Becoming a dictator would not be item B.

There is no easy way or bloodless coup that would allow Doofenshmirtz to become a dictator. There is no path to openly usurping the power of the United States that does not end in a lot of people dead and suffering. Even if there were, a single man holding supreme executive power would be a bad thing.

There's a certain level of realism that's endemic to the setting, even as we have toons, magic, and superpowers running around. We had to balance what Doof could actually do, because what makes for entertaining gag-a-day TV does not make for a compelling narrative. It wouldn't be much fun to read or write about Doofenshmirtz immediately winning- just as it wouldn't be fun to write about someone more competent or powerful taking Doof out. The level of realism in the quest is what prevents 'Doofania' as Doof sees it from becoming a thing. Barring the total collapse of the US government, which would invariably result in widespread bloodshed regardless of how it goes down, there's no realistic way in which the government would ever agree to allow Doofenshmirtz any degree of autonomy in the way he's hoping for.

Could Doof pull a Glomgold, monopolize all the industries in his purview, and control a large part of the country's GDP to gain de facto control? Of course, but that's a far cry from an actual dictatorship and would require a fair bit of investment. Even Glomgold still 'pays' his taxes, as much as he hates it. Those taxes might be 1% of gross profit after expenses, sure, but the forms are filed. Could he have a PMC with more firepower than a lot of countries? Sure, Syndrome and Shego both fielded, in their own ways, martial power that could put a lot of states (if not necessarily America) to shame.

Saying that 'Doofania isn't real' isn't to say Doof can't become more powerful. In fact, we're worried that the message you're getting from us is that we think other people's visions of 'Doofania' as a place where people are more free, where people are safer, or happier, or as a sort of cultural idea (an 'American Dream' sort of thing) is something he can't do or other people think is stupid. We do not, because this is not what Heinz Doofenshmirtz means when he talks about Doofania. He, like other powerful people in the US, can do a lot, whether that is for his own power and personal desires or even, if he wishes it, to help others. He's done both! A lot! Compared to any other 'King', Doofenshmirtz has so far been the most benevolent, by a country mile. But when he does good, or even does well, he needs to find ways to work around reality as it stands. And that means acknowledging that reality.

Our intention was not to telegraph that the players are dumb for wanting something. Our intention was to telegraph that Doof is an unreliable narrator when it comes to Doofania, and the things he thinks about it are not sane things.

Even if you want to be able to actually take Doofania, as an independent country, which will be hard, Doof will need to first recognize that it does not yet exist. And if you want to do anything else productive, he will also need to do that. When you wish upon a star, fairy tales can come true. But you have to make them happen, they all depend on you. The Power of Positive Thinking by itself will not be sufficient in this instance.

That realization does not require you to formally give up the claims you make on independence. But it would certainly fast-track the question.

Doof does not have the capacity to actually administer taxes, provide public services, or maintain a major army right now. He's taken steps that get him closer to that! He provides extremely good healthcare to his employees, is effectively subsidizing super and cape activity anywhere Insuricare operates, and runs a PMC. He even gives out some meals to charity. He isn't paying to feed every single person within Colorado, Utah, and Wyoming, that would put a far larger dent in his bottom line than there currently is. He could do it if he had the kind of cash collecting taxes would bring, but if Doofenshmirtz actually tries to assume the functions of the federal government it would lead to a considerably harsher response than he has thus far gotten, at the same time that he is trying to build that system up.

Technor is fine with both big E evil and extreme pettiness. But he also wants Doof to end the delusion of Doofania because it is that- a delusion. And acting on that delusion would be actively detrimental to Doof's success no matter what he wants to do.

Does he want to gain more real power and influences? He can start playing the game the rest of the world runs on. Does he want to continue being a wacky supervillain who does things for petty reasons? He can absolutely do that, Shego gets away with an entire lifetime of serious crime and still gets to be in charge. 'Commit Supervillainy' is not going away anytime soon. Does he want to, in fact, become a better person, and change the world for the better? That path is open, and you've gone a ways along it. But none of those paths go through Doofenshmirtz continuing to pretend he is a dictator when he is not. Not even the one where he decides, screw what half my hero units think, I want to do everything I can to actually become a dictator.

Mirage sees Doofania as a neurosis; a thing she has to work around when working with Doctor Doof. Your other hero units mostly see Doofania as a joke, or also as a neurosis, depending on how well they know him and how observant they are, or, in the case of some more observant units, as an aspirational goal they think Doof is working towards. Doof is not working towards it. He thinks he already has it.

The following hero units would be, for one reason or another, unopposed to the idea of Doofania: Genghis Khan (would see it as a challenge), Norm (depending on the outcome of the next few turns), Technor (Has tried to take over California before), Jumba (Likes evil as a lifestyle), Ludivine (depending on the day), Queen Lizzy (very conditional), Tobe (does not know the country is a republic, thinks power is determined by whomever is the strongest, would need to be talked out of fighting Richard Martinez), Janus Lee (would be happy to cut you loose if it starts going poorly), Malifishmertz, and Gomez (only really cares about his place in life beneath you).

None of these people think Doofania exists now, except for Doofenshmirtz and Malifishmertz. These are the ones who would not start taking growing loyalty penalties if Doofenshmirtz started taking intelligent actions to make Doofania real. I.E., attempting to collapse the US Government and then taking as much of their place as possible once they can't stop you. Even then, most of them would be happy to jump ship if the plan started going badly.

All other hero units have either massive moral qualms or practical issues about trying to become a country, and the implicit necessity that the country that is already there be removed first.

The idea behind Doofquest is, essentially, the villains won, and became Kings. However, because they are villains, their victories are imperfect.

Syndrome managed to follow through on his grand and terrible plan for genocide, successfully entrenching anti-super mentality in the public consciousness for years, and even after the considerable effort of multiple megacorps, some negative sentiment still lingers. But he did so by working alone, never developing one single friendship or any sort of positive relationship, leading to his ignominious death at the hands of one of his own creations, getting shot in the head and tossed into a canyon. Not one single person mourned his passing, and there's a reason the feds didn't look too hard into the obvious cover-up.

Xanatos sits at the center of a grand web, nigh-untouchable politically, with New York in the palm of his hand. He has eyes on everything, a measure on (apparently) every threat, and plans to keep them all in check. Xanatos has continued to build himself up, worming his way deep into countless places, keeping checks and balances on threats to himself and others, and trying not to allow any more weakness, which to Xanatos includes love. Because not a day goes by that he doesn't remember how much that 'weakness' can hurt.

As for Doofenshmirtz, he controls the tri-state area now. And he does! You do! But it isn't exactly what he thought it was, just like it wasn't what anyone else thought victory was. And the question of 'what next' given that disparity is the central narrative tension of the setting.

In conclusion, we want to… well. Apologize. We consider this our fault.

We have tried, since the start of the quest, to telegraph this delusion as being a delusion. We have experimented with a quest protagonist who is not entirely reliable, and how to signal when that unreliability is manifesting in the ways the narration talks and in the ways others react to him. But we didn't do enough to signal this.

Of course, this is a very broad post, and an attempt to address the issues of a lot of people. It also made some assumptions about what you all think. So, please continue commenting, and replying, and we'll try to respond as we can.
