Are you asking what the chances are that, if Asuka or Shinji were threatened, he would reveal himself to protect them, or are you asking what the chances of such a situation occurring are? For the former I'd say nearly 100%, with the "nearly" being a matter of "if it were a choice between revealing his nature and protecting them without being injured, vs keeping his nature hidden and accepting injury in order to protect them, he very well might choose the latter."

I think, given a second's thought, he would do it, 100%. He'd rather be exposed and killed than either of them die, there's a shot that he wouldn't be killed, he hates lying to Shinji and Asuka about not being an Angel almost as much as Rei does even if he has better reason. Him blowing his cover means big bad consequences, but part of those consequences are putting Shinji and Asuka on a hit list, and guess what? Turns out they already are! It also means that he and Rei can stop lying about that, and if they have to kill him that would suck...but it would end the Call.

Without a second? He'd hesitate, purely out of habit. He's been hiding his nature for too long, and holding back on his Angelic nature to fight the call. 100%, possibly for long enough that even if he is willing to help, it's too late.

Rei, on the other hand, has been told that she has permission to use her AT-field to defend herself if necessary, and by this point she's perfectly happy to justify extending that protection to any of the other Children, even the Fifth.

Nerve impulses don't travel instantly. There's also such thing as perception-decision lag, which basically means your brain needs to process the information (unless it's based on an unconditional reflex) before making a conscious decision. Even in highly-trained and prepared professionals (for example, VIP bodyguards), the lag is significant.

I doubt that Kaworu has super reflexes, even if he does possess super senses. He's still based on human biology, and as such, I'd expect him to act accordingly.
 
My thought was more the response time it would take. After all, if all the time he has is between one of the sniper teams (that we already know are there!) switching targets from him to Shinji and pulling the trigger...

Suddenly all those wild mass guesses about how much control SEELE has over Section 2 become a lot more disturbing...

Doom, The Ultimate Doom, Doom II: Hell on Earth, Master Levels of Doom II, Final Doom, and Doom 64, not to mention several Quake Games, and the first Unreal Tournament (in addition to over a decade of Rogue Trader/Warhammer 40K) all came out prior to Second impact. Plenty of Space Marine fodder there if you're looking for a "You know blank from blank? Like that." excuse.

2) She's not a xeno, nor a mutant, so no reason to burn her for that. Might classify as a heretic, but in 40k, everyone is a heretic (and she seems the kind of heretic with connections that could have her heresy be declared not sufficient heresy for burning)

Well...we don't kill the navigators despite them being mutant freaks so...guess we could get that through the Administratum. Also helps that they're not quite Xenos, but Mutants. The Emperor has a use for such things.
