As for Magical Girls? I think you need to involve the Limit track on them, actually. Think about it as less that they do not regenerate motes, it's that all of them have a natural "increase temporary Limit by 1 to regain 10 motes" ability. Grief Seeds, in this mechanic, would be consumable items that lower Limit of magical girls, and emotional turmoil will naturally increase Limit as well, as a form of the usual Limit track increase mechanic.

Limit Break transforms a Magical Girl into a Witch. Or, if you want to be less stringent, adds a dot of Permanent Limit to the Limit track.

We want to arrange to speak privately with Kazumi and Niko as soon as possible, and when that happens we want to lay out (a censored version of, as Kazumi is unaware of Kyubey being the Enemy and this is a shitty time to broach that) our current model for Hijiri's actions. That is priority no. 1 atm.

Why? Because doing that will allow us to determine a desirable course of action on Hijiri. If we decide in that meeting that we (us, Kazumi, Niko) don't want to go after Hijiri, then afterwards we don't have to be the ones telling that to the rest of the Pleiades. If they still want to go after her then we can work towards that afterwards.

Anri had the clear seed with her.

I'm kind of torn up between waiting and going after Hijiri. I mean, I want to make sure the civillians are OK, so some waiting it is, but...

On one hand, Hijiri might do something stupid.

If Hijiri does something stupid it justifies any further action we might wish to take. We're not actively chasing her atm. The Pleiades aren't actively chasing her atm. We can go in and use whatever necessary force and when she gets mad about it we can throw in her face that she's being a malicious idiot. It makes everything so much simpler if that happens.

Way back in Episode Two, we made a very open-ended wish to control grief. Since that time, we've gotten a lot of use out of controlling Grief, but I don't think we've tried controlling the mundane emotion.

Anri here is experiencing quite a lot of mundane grief. Might be interesting to see what we can do about that.
 
I feel like we should be able to use our Grief fog to filter the poison gas by identifying and binding the individual molecules. The scale of control is on about that level.
 
I think my biggest concern right now is we fucking told Hijiri over telepathy to interrogate Kyuubey right after this whole fracas. Whether she decides to or not, he's going to take that as an invitation to pop in and 'clarify' things for her, and will be in the absolute best possible condition to set her into a Spiral.

Check back in an hour or two. If she starts crying about how horrible everything she did was, then we can declare an emergency. Until that time we will make do with what we have.

Honestly fuck Airi right now she nearly killed every muggle in this building, she's WAY WORSE than Hijiri has shown herself to be in even the most unforgiving Hijiri interpretation.

Telepathy Hijiri, ask her what exactly it is she wants and if we can trust her not to hurt anyone, because if the answer is yes then no one has any reason to pursue her and things will be great? Warn her about Kyubey.

Also warn Kazumi that Kyubey is a shit and you suspect he's directly manipulating Hijiri and Airi to be assholes?

- Anri should be put under guard. Under Oriko and Kirika, of course, as we'll be busy, and they're Witchbombed.
-- Kirika's got the Anti Magic.
-- Oriko can try and Social Anri.

- The civillians are top priority.
-- We probably can get rid of the gas ourselves.

- Talk about Hijiri. Explain everything we can, and make decisions colelctively, rather than unilaterally.
-- Also apologize for losing Hijiri. We let everyone down.
-- We can ask to let Hijiri be for a while, if that's what we want. See what she does, given a chance without Anri around.

Grief Seeds would have a number of motes that could be drawn from before the witch respawns. Emotional turmoil would also drain motes, although I'm not sure how to model that.

The magical girls would probably have a few charms each, related to their specific powers.

Mami would have the solar archery tree. Or possibly the firearm tree from Exalted Modern if we're using 2e.

I was thinking more along the lines of 'Mami with all the Solar Exalted BS' - granted, my exposure to Exalted has mostly been via cross-over fanfic.
