We want to arrange to speak privately with Kazumi and Niko as soon as possible, and when that happens we want to lay out (a censored version of, as Kazumi is unaware of Kyubey being the Enemy and this is a shitty time to broach that) our current model for Hijiri's actions. That is priority no. 1 atm.
Why? Because doing that will allow us to determine a desirable course of action on Hijiri. If we decide in that meeting that we (us, Kazumi, Niko) don't want to go after Hijiri, then afterwards we don't have to be the ones telling that to the rest of the Pleiades. If they still want to go after her then we can work towards that afterwards.
[X] Telepathy allies: there is gas in the building. Getting the civilians out would be good. (Start on this yourself)
[X] Simul: Make sure Bear doesn't hurt Anri too much.
[X] Simul: Cleanse Anri, take the clear seed.
[X] Telepathy the Pleiades, Sayaka, Mami: Hijiri, it would seem, has the entire powerset, including teleportation via lightning bolt. Why she didn't just break that out the first time you have no idea, but you completely failed to anticipate it and you had no way to stop her without excessive force, which... you don't think Niko would have wanted. Anri had the clear seed with her.
-[X] Could you speak with Kazumi and Niko for a bit at earliest convenience?
[X] Mami
-[X] You are going to gush over what she just did when you have a free moment. That was incredible.
-[X] Keep bracelet.
[X] Kazumi, Niko
-[X] Suppose Hijiri had only been made aware she was a clone created by Niko, that Niko sometimes watched her, that she didn't remember the shooting, and that the Pleiades were a powerful group... And that it was implied to her that Niko was up to whatever bad shit might be theorized from there. Does that jibe with their observations of Hijiri today?
--[X] If asked, yes, you're suggesting that Hijiri is plausibly a victim of enemy action, given that she had no access to actual observation of Niko. She had to come to these conclusions somehow, and on top of that she had to make a wish that would have given her access to the Pleiades' powerset.
In any case we'll end up in a mutual defense pact by the time we're done here. If Hijiri wants to keep trying to fuck with the Pleiades we can have Homura ferry us over in a timestop next time and then we can yank her gem. If it doesn't come to that then we're set.
