I stumbled over her when she was sneaking away to fight a... Witch, I think they were called?
She shrugs daintily. "I followed her, naturally - I didn't know what I was in for at the time. I received an enormous scolding from her when she spotted me, but she let me follow her on the hunt. We became friends from that point on," Mrs Shizuki continues. "Sadly, I had to move a year later, at the end of middle school, and we lost contact. And her... Kyuubey, I believe his name was, never deigned to reveal himself to me."
So she knows basically nothing. Her friend kept her completely insulated from the actual megucaing, to such a degree that Haruka only heard the words "Witch" and "Kyubey" a few times and can barely remember them. The strong emotions related to any of the serious meguca traumas would've guaranteed the permanence of those memories. She's also laughing and in much less of a rush than I'd expect if she knew how horrible things were. I give it even odds that she barely even knows that magical girls run on an energy budget.

That said, I'm not totally certain about that. She could just have a very good poker face.

It's the absolute truth. Friends for an entire year and she managed to keep Haruka safe from everything including signs of having fought other meguca, never ran low enough on cleansing for Haruka to find out about cleansing and grief seeds, stayed stable enough that Haruka never had to provide psych support that involved learning about megucaing? She must've been an early-iteration Mami, almost certainly one of the veterans that Kyubey kept around to help manage witch populations. I'm still not sure why Haruka wasn't mindwiped after Tsuchiya died, since at that point there's no reason to keep her around even as an asset to stabilize Tsuchiya in an emergency.

We now have a choice: We can burst her bubble, tell her how dangerous megucaing is, or we can leave her with roughly her current understanding. Either way I think that it's time to bring Hitomi in, since that choice will affect her mother's relationship with us and her.

I'm less certain about the rest of the team, but I feel like including Sayaka and Madoka is a given because they know Hitomi so well. Homura comes because at that point it's obvious that this a team meeting and she's on the team. The Asunarians... not sure. Including them feels like the right thing to do, though, especially if we're planning to federate? Also helps Mami feel like we're keeping them close.

I'm trying to think of a good pretext for calling a team meeting on the spot in case we decide to leave her with her current expectations. We may want to tell her that Hitomi's on the team, or we may want to reserve the question of "does Hitomi want Mom to know that she knows" as a justification for asking.

Step 1 is all about expectations and perception. We want her to believe us when we tell her some pretty extraordinary things, and we want her to trust both our intent and our ability to keep Hitomi (and others) safe.

To do that, I think that the firt thing we need to do is to come clean, and well. She needs to believe us when we talk in the future, and the best road to that is being as upfront as possible when given the opportunity. However, the various infohazards mean we also need to do our due diligence.

As a result, I think the best option here is to unambiguously say "Yes, that is what's going on", paired with an offer to explain the parts of the iceberg below water and a warning that some topics need handled with extreme care - either because they involve personal information we would need permission to reveal, or information that could put people very directly in danger.

If Step 1 is about expectations and perception, Step 2 is about staying safe and keeping others safe. In order to help with our problems, rather than being ineffective (or making them worse), she needs to understand them.

Explaining "Grief" goes first for several reasons; one of the biggest is "she can actually do something about it" and the second-biggest is "because it's one of the most dangerous" - there are very few ways to solve a grief spiral once it starts, and we can't be everywhere. Making her aware of the issue means that we have help in monitoring such things, and can catch issues much earlier - early enough that nonmagical intervention may suffice.

By a similar token, that also explains the role Hitomi and Madoka play, and why we associate with them - this, then, has strong implications of the lengths we'd go to for their sake, as well.

The problem of Grief then connects very naturally to why we hunt witches, and I don't think we'll need to explain much further than "Witches are a scarce resource" for her to get the (full, ugly) picture. She's a businesswoman, and a sharp one.

However, she does need to understand that as far as scarcity goes, we're a massive game-changer. Quantifying Clear Seeds' cleansing capacity vs. normal Grief Seeds, as we've done before, should give a very solid sense of the scale we operate at.

Of course, discussing our power leads nicely into discussing the powers of the other members of the team; this should help counterbalance the concern she's almost certainly going to be feeling from how we've detailed all of the dangers she didn't know about. Our group is exceedingly well-equipped - our power takes scarcity of Witches out behind the woodshed, Homura's power means we can respond to almost any situation far more effectively than would be even vaguely reasonable, Sayaka's growing collection of power charms gives incredible flexibility, Mumi is Mumi, and we've formed alliances with other groups as well.

But she does need to know about Walpurgisnacht. This is where we lay all our cards on the table: What's coming, what we've done so far, what we plan to do, and what we hope she can help us do. Handling Walpurgisnacht will need plenty of things besides just fighting it - we set up the storm warning to reduce casualties, but being an adult gives her a lot of options we lack. In addition, the influx of meguca to fight Walpurgisnacht is going to need various kinds of prep - food, shelter, etc. Even beyond that, we're not perfect. We might have missed something; being open about that and asking for someone to cover your blind spots can only help.

Once that's done, we need to show her that we're not just trapped in short-term thinking. Talk about our vision for a post-scarcity world for Meguca, and our thoughts on how we can get there. We need to make clear that we don't just want her to follow our plan; we need people who can ask the questions we didn't think to ask, and propose the solutions we didn't realize were there.

Of course, despite our statement of being open, there are things we just plain can't cover with the current group. She'll probably pick up on that. That's why we really, realy ought to set up a second meeting: We are currently a single point of failure along multiple axes, and we should be trying to improve that. The more trustworthy, competent people we can trust to manage the various bombs, the better off we are in averting them. She also needs to understand Kyuubey, its behavior, and how it will likely end up acting counter to several of your goals.

Finally, when preparing for the second meeting, we should have time to look into Tsuchiya Ritsuko properly. This will allow us to be cautious (pumping Kyuubey for information) and diligent (perhaps Nadia doesn't know, but knows who knows) where necessary. In addition, it looks much more human than firing off an urgent telepathic question to Nadia (somewhat rude) and responding immediately with information you wouldn't have been able to obtain by any normal means.

I also don't want to dump a pair of terrified parents on her out of the blue. I think she'd only be a little bit upset if we recruited her mom unilaterally, especially with recent events, but I'm not willing to move forward with correcting her mother's knowledge of the situation without having a full conversation about it. I'm not even sure that correcting that understanding is the right thing to do. The most I'd be willing to vote for is "try to get Hitomi's approval".

Having a conversation so she doesn't get blindsided, and even discussing how specifically to move forward (though that has the complication that we might not want to tell Hitomi herself about e.g. the witchbomb), is reasonable, but I don't want "not telling her anything because Hitomi says no" to be on the table (or for her to think it's on the table and then this turns into a fight).

As a mom, she should be worried about her daughter getting hurt, or worse.

I don't see any point in not asking Kyuubey immediately.
The less we rely on Kyuubey, the better.

Besides the fact KB would likely take it as an invitation to traumatize Mami some more... whenever we actually interact with Kyuubey, there's a surge of... Kyuubey apologism in the thread, that really worries me.

I'd rather ask Nadia. If she doesn't know, she doesn't know. If Haruka asks, we can ask Kyuubey on her behalf.

I think Nadia should be asked second. Kyuubey may be a monster, but when it comes to completeness of records, he is the monster for the job. Once we know Tsuchiya Ritsuko's status, then we can ask Nadia.

Reassuring Haruka about Hitomi is nice... but given Haruka's circumstances, she's probably not majorly worried about Hitomi. It shouldn't be the first thing we say.

"Ask Kyuubey" is very specifically after the vote in abeyance. Mostly because of reasons of drawing his attention in an annoying manner when we're about to do stuff. (Given the circumstances we probably already have it, but why tempt fate?)

Unless anyone has any objections, I'm going to add "Find Tsuchiya Ritsuko, alive, dead, or witched" to the to-do list (and character sheet.) I doubt it will be on there very long, but hey, who knows.
