Is no one else going to suggest an alternative build plan?

Key decisions:
- lone vs paired Ambassador prototypes - huge cost vs 7 mo earlier completion & early Enterprise-C (personally think this is a no-brainer)
- Sarek refit & 2318 FYM vs 2317 FYM - potentially last opportunity for some EC panel captains (like Mrr'shan, if she's so inclined) this year vs potentially 5 year wait for Sarek refit (which is also arguably the ship least necessary in need of a refit)
- lone Miranda-A vs paired Miranda-A - paired Miranda would be faster but is only possible if a refit is dropped in favor of it (note that canceling the Miranda wouldn't get us back most of its SR, so that's not a viable option)
- whether to strictly follow our deployment plan - could have those Constellation refits built a quarter earlier if not following it

(I'm personally okay with BV's build plan - I did argue for the paired Amby builds in UP after all - but the lack of an alternative is worrying.)


@OneirosTheWriter, shouldn't the Constellation-A be listed under light cruisers?

I'm curious to see whether it is actually named the Constellation-A or Constellation-P :p

BTW if I were a speciest Councillor, this would be worrying me. Sulu may be incredibly popular, but I'd hardly be surprised if an Andorian Councillor or two would grumble.
Add to it that ka'Sharren was arguably snubbed when it came to promotions (or at least it could be interpreted that way).

On the designs:

Light and Medium have an effective 6-7% evasion (can't remember the exact number off hand). This gives the Medium Ambassador the equivalent durability of the Heavy design despite having 1 less hull.

Heavy has 0% evasion.

Light has medium amount of refit space.
Medium has very little.
Heavy has a great deal.

The effect of refit space doesn't determine if the ship can be refit. We'd still be able to refit the Medium design. What it determines is how much leeway we have to add entirely new parts or to swap to heavier parts. The Medium design would have potential to cut part quantities as an upgrade to higher quality parts, which would create space to upgrade stats. The Light or Heavy designs could potentially ignore this, or do it in addition to just adding things.

Overall: Medium is in my opinion the most efficient design by a long way, but Heavy has the best potential.

For me, the largest argument against the medium amby class is the fact it takes a whopping 5 years to build. The heavy amby is bad enough with 4.75 years.

She's been in her rank for four years, and she's probably happier in a fleet role than a desk job. If we'd promoted her we wouldn't be able to send her to the GBZ.
Also some of us are worried about throwing her into the deep end and not having provided the training, seasoning and support to keep her from stealing the newest Explorer grade ship out of dock and sailing out to fix the problem, whatever it might be, by herself.
Delegation is a skill that must be learned as much as anything else.

So I've been redoing my shipbuilding spreadsheet projections now that we no longer have Chen's bonus. I think the Crew problem is solved and we do not need further academy expansions at the moment.

Berthwise, think we're okay for the moment but I wouldn't mind having another set of berths 3 years out in 2319 or 2320.
