I dunno if it applies to Chen, really, but I have to assume there will be people who will actually find an admiral job and like it, and decide to get comfy there. I strongly suspect that was the case with our previous Personnel admiral.
I'm not sure that stat would actually have any effect in the role, but even if it does special focus on being tactically well prepared for taking risky actions doesn't mean our commanders will necessarily take greater risks, just that they would be better equipped for doing so. And arguably doing especially well in whatever high risk high reward situations that end up actually happening is more important than maybe doing a bit better in low risk scenarios, so long as taking low risk options always remains on the table. And I don't see why it wouldn't, particularly considering he is also an expert in defensive doctrine.Everyone else, I am not so sure about Lathriss in Tactical. Oh, so Starfleet Operations directorship did become a full Admiral position. I had thought that the position was still a Vice Admiral, even with the theater Vice Admirals subordinate to the director.

They are the only two VAdms with sufficient time in rank. Is that what you meant to do?

That's exactly the sort of job Eaton doesn't want though.
I also don't follow the argument for Sotak there, most of his experience is as Starbase commander which is almost entirely unrelated, and Starfleet Intelligence experience isn't particularly closely related either (has close connections to Foreign Analysis research but little else). If we were to pick a Vulcan VADM promoted at that time T'Faer would be a much more obvious choice.
Sotak's Intel background seems to have been in evaluation of foreign shipbuilding and ship capabilities. To do this he must have a good grasp of these subjects, and an insight on what areas Starfleet research needs to develop in order to remain parity with other great powers.
His time as a star base commander (and really star base rear admirals were actually sector commanders) gives the experience in managing large shore based organisations with wide ranging responsibilities with an emphasis on starship maintenance and logistical support.
I feel his past as given a great breadth of experience in multiple areas that could benefit the SDB.

I don't know... seems pretty tenuous to me. Putting Eaton aside, wouldn't Sirvk make more sense? If you want someone who knows ship-building, the guy who spent at least 16 years building ships would seem a better choice.
