You're assuming that said demonstrated strength equals high willpower. And that "effective against us" equals "strong psychic".

And you're saying you have some solid proof he isn't? Look... you're right, we don't know how strong his willpower is. But whereas I'd prefer to err on the side of caution, and assume that the enemy might be stronger than he actually is incase it turns out he secretly is... I'm guessing you'd prefer to assume "he is isn't very strong" and that "we can totally take him" so that if it does turn out that he does happen to be strong in the force willpower arena, then... it will be a nice surprise for us?

Also assuming that the seal does rely on power level, like has been recently posited, I have another question for the Plan Jinchuriki people: how do you plan on dealing with the possibility that if we seal him inside of us we may never be able to power down by any significant amount because we don't want to weaken the seal.

You want to take an extremely powerful Psychic (that is, someone with supernatural powers relating to the mind) who has demonstrated not only obscene strength but sent every other Seer on the planet into a torturous state of pain and horror using abilities that are extremely likely to remain even with "only a mind" and stick it inside our head, where physical strength - our big equaliser/advantage - is rendered moot in comparison to mental strength, AKA the source of his power.

I get that you want to take the risk because you think it's worth it, but I flat out don't believe you can't see how this is a risk.

The main problem I see with securing his cooperation is that if there was anything which could match a theoretical saiyan for pride, it would (most likely) be a dragon. His reaction upon seeing something that could probably squish him like a bug asking for his surrender was an immediate refusal.
 
Can we manifest the spirit bomb in melee? If so would doing that and letting it's "pure of heart" requirement judgement count as it's own write in?
Well, write-ins are, as discussed, closed. Also, I'm not quite sure how you mean that. Do you mean, "Can we cheat our way around, 'Protector,' by killing him in a particular way?" No. The vote weighting applies to the deliberate choice of killing him. Kakara is well aware of what would happen if she dunked Dazarel's head in a spirit bomb.

Because all plans that entail magically sealing him safely will entail sealing his psychic powers. If we can't do so, then we can't actually contain him. And you may ask why we don't just put him in a normal prison, and my response to that is to point the "guards" who were in on an assassination plot for the other prisoners.
Strip it of it's powers and have it start from scratch?
Regress it to childhood?

Not quite true - a pressure cooker that leaks a bit of menace might have to be tied down in a cell with no loose objects in it and might give the storage guards some nightmares (or worse depending on the leak, but then we'd rotate guards rapidly.) A seal that is not absolutely perfect in every way in Kakara's head means conflict in the place where his powers are most suited. I mean, look at what he did to every other Seer on the planet at once:
