Hmmm... Well that will be quite a long time from now. We'll likely want to build many of the Bay options we didn't pick before we want another shipyard.
 
I'd say the time for doing that is "not yet." Right now, we're at 2475/3350 processing capacity. We're in no danger of running out of current capacity, or even getting so close to the cap that we can't refit. It's going to be fine. I think we should just take a few turns of relatively 'chill' seven-die tiberium mining plans, with maybe a little extra here and there, to pad out our income a bit further.

The situation is under control and we don't need to panic, assuming we don't have disastrous income problems from the natural one.
I would say now is the perfect time- refits takes processing capacity offline and we want space beyond that to ensure logistics is not stretched and that Nod can't hit a processing plant and put us below the line. We want to do Improved before we do more processing additons otherwise we are just increasing the amount of processing that we have to refit which is quite wasteful in terms of dice. My current thought is 6 dice vein mine, 2 dice on improved (assuming we do graduates with tib/orbital for one action). Then starting Q3 we can put 1 die a turn on refits so that we do not have too much offline but at the same time get the refits rolling and increase our STU production as well. That still leaves plenty of dice each turn to work on mitigation and income

Alright I can hear Simon typing on his keyboard about this one from the future so what does this plan do:

- In Infrastructure I put the Dice onto Urban Metros Phase 4 and Blue Zone Apartment Complexes to get the new general city sectors over and done with in Infrastructure. Also Edit: 2 Die onto Yellow Zone Fortresses because there are only two Phases left. The plan is called The Green Line people I want the border between GDI and NOD fully fortified and the Fortresses get us +4 Housing so we can take in more refugees.

- In Heavy Industry I'm going to start deploying Advanced Alloys while trying to finish off Personal Electrical Vehicle Plants. Also doing my Energy Plan by creating the Division of Alternative Energy.

- My Energy Plan is thus: I'm going to capstone Bergen this year while using Red Zone, Alternative, Satellite and Tarberry Energy to keep us in the black until Bergen is complete so we can research the best Fusion upgrade we currently can. This both gets us better Fusion Power Plants and diversifies our Energy Infrastructure so it's harder to take out and easier to rebuild. I am currently assuming we will get more HI dice in recruitment, but if that doesn't happen I'll have to move that DAE Die onto something else. Probably something civilian and cheap.

- In L&C Industry I'm just going after Bergen. Expect the use of Free Dice here next turn to push it to capstone in Q4 of this year. We need between 25 and 33 Dice to get it completed. I'm aiming for us to be in the region of being able to complete this by Q4 2062 - Q1 2063.

- Agriculture is completing Wadmalaw Kudzu, Developing Tarberries so we can see what sort of Energy for what sort of progress and cost they bring to the table and of course that Security Review which is overdue.

- Tiberium is about doing Vein Mines and finishing off Red Zone Border Offensives since we can't actually do Deep Red Zone Glaciers next turn on accont of having completed every STage that we have so far unlocked.

- Orbital is about surging into existence both Colombia and Shala. We finish them off next turn so both are Phase 3 while also finishing Orbital Cleanup for the Power Satelites.

- Services just finshes off the Gene Clinics and then does the Optical Lab Because it takes more Dice. Not entirely sure this is the order I want to do the optics in, but it's the cheaper order so until we have the confirmation that we have all the Tiberium we have earned this turn I'm sticking to it.

- Military is about getting ZOCOM some more relief while finishing off the high priority actions we started last turn and doing a Security Review.

- Security Reviews in Agriculture and Military and switching a Die from Services to Heavy Industry.

Most plans want to reallocate Service dice in HI. Not against it. But if we get HI specialist from recruitment, should we reallocate it anyway, or keep it in Services?

Service is the category we idle dice in the most often and tends to be the less pressing where HI tends to compete for free dice so making that shift is a fairly easy call. Even if we add a die from recruit we still would want to shift (and it just lets us do the energy department)
 
Feeding our spaceborne population won't be a problem for a very long time. A single Union or Leo launch can carry a year's rations for 400 people, and that's with rounding off an astronaut's yearly food budget to 25% more than NASA uses right now because we have fusion and can afford the luxuries of a little extra mass. If you go back to NASA efficiencies then it's more like 500 people for a year.

And we launch multiple fusion rockets every single day. Just some very ballpark math says that one single rocket dedicated to a food run every few days can sustain up to 100,000 people on orbit, and we're presumably laying in stockpiles pretty deep at all our space bases with all our spare launch capacity, not relying on JIT deliveries of MREs to the Moon or whatever. If we send up one food rocket per day then we can get close to half a million people reliably fed from Earth. On one rocket dedicated out of the schedule.

Shala is an important research project if we ever want millions of people in space, that's where shipping food up the well starts to actually cut into the launch budget significantly. But I think habitation experiments on Columbia are far and away the higher priority because we have people living in Moon barracks right now while food supply is a purely hypothetical problem for like 10 years in the future.

Given that the first phase is down to 60 it is fairly easy to do both projects even if bias towards Columbia (for example a 4-2 split). Get some of Shala online so we can figure out the logistics of food in space with actual examples.

Oh yeah if that is a discount like station bay is then waiting if we can roll it out in one turn would be a good idea, there are other projects we can work on in space as prep. Depends on if it discounts, how much and how much progress the project takes. Frustrating in part because that does change a lot of planning depending on the nature of the deployment action.

Recruit action is going to have some impacts- outside of graduates the other options are mainly unknown (we might have the +5 HI option again). I am eagerly awaiting the results.

With that said, DAE might not be a good idea right now. Especially if Alloys deployment is a big project.
One possible path is to pick additional graduates and take a HI die and then turn around and use it for DAE so net our HI dice remain the same (and then we shift the service die to HI die because we can always use more)
 
When does that kick in because that would put us to 60/125/255/515/1035 if not applied in Q1.

That bonus has been in place for a long time.
So, no, they are not down from 80 to 60.
Essentially, treat the base as if it was 85, now down to 70, and then after the value for a phase is calculated, subtract 5.

So some early thoughts on a non station plan- please not this all depends on what advanced alloy deployment turns out to be- if it 1) reduces station progress cost and 2) can be done in a single turn I would do this which is a lot of clearing out other space projects in prep for station push in Q3. If alloy does not meet the above I would probably go all in on Columbia if 2 does not apply and if 1 does not apply a 7/4 split of Columbia Shala which should see Phases 1 to 3 of Columbia done and 1 and 2 of Shala done (possibly Shala 3 as well)

Mil- Security review because it has been a while, transorbital has been pinged as important so getting this done, railgun munitions is following up to get 1st phase out. GF Armor is getting 3 dice to try and squeeze 2 phases out. Meanwhile GD-3 rifle for a better weapon for our troops including the ground armor. Island Class Assault ship in prep for Karachi and since those take time to deploy. Ideally keeping 2 dice to work through naval deployments. And last die to try and finish the steel talon project

Hmm... have you accidentally linked a wrong picture, or are the Lake-class and the Island-class supposed to be visually identical?

EDIT: Nvm. Differences were too subtle for me to notice at a quick glance at the deck and superstructure. Didn't expect the major difference to be bow shape.

The difference is most visible from the stern where you can see the well deck on the Island. But otherwise, they're supposed to be basically the same just squished a little, the Islands were designed to come out of the exact same shipyards as the Lakes with minimal retooling after all.
