Huh. Well, it seems she's doing well. And she appears to have gained another point of Martial.
 
It's really not, the Skaven are a global power (perhaps the only trully global power besides the High Elves), the Empire are a regional power. It would not even be a contest.
To echo what others have said. While the Skaven can project power on a global level they cannot consentrate it well enougth to treat the Empire as anything less than a peer opponent.
Both the Empire and the Patriarch or Matriarch of the Grey College would have to agree yes.
As far as I am awhere there has never been any canon information on this. Do you have a citation for this?

Wasn't it a semi-popular fan theory that The Conspiracy of Silence is totally the result of a skaven scheme?

Like, if the empire mobilized against them, it wouldn't actually unite the skaven, they'd just fight them in the same way they do the brets and tileans, and the reason the skaven got the conspiracy enshrined is so that they can basically focus on everyone else more?

We have a citation from the GM that the Grey Order would murder an emperor if they proved a danger to the Empire, Given the consequences of fighting the Skaven I would say that count. Granted all this is inference.
 
I think that's perfectly understandable, fear helps with managing Battle Wizards. They are the exact kind of Wizard that you should be afraid of. So now she has an example of regular, useful Wizard, and the kind she learned to fear. So she knows to value them, but the eternal fear means she never underestimates what they can do with a miscast. The burned out ruins of one quarter of a town is a potent reminder.

So it turns out that someone phobic of magic is the perfect shepherd for a bunch of Battle Wizards, as long as they can actually appreciate why the magic needs to be used, and what for.

*very* interesting. Affinity for wizards is both very thematically interesting for her, its a good trait, +1 diplo, +1 Martial, AND +1 Learning. Makes sense for 'having both natural skill for--and experience at--managing walking WMDs'. Also more movement on her phobia

No one is perfect. And no one goes throughout this world making a difference, alone.

Failure is sad, in that it lead here to these circumstances - but having identified the shape of the problem we can build a thing, an advisory council or such, to help mitigate it.

It think it's a worthwhile endevor to do so.

She tried and failed. Do you know what that means? It means she recognises there is a problem and we have a window in which to help

Edit: also, she is Stewardship advisor, but this is more along a Diplomatic Advisor lines, with stewardship leaning. I think, considering his role and traits, it would be a a very good idea to get Prince Kazrik involved as part of the action.

Hey guys...depending on how this works out and is recieved we could put a Webers Magical Doom tower on Barak Varr and that...that wins the Boarder Princes. I mean. Am I missi g something critical there?

I don't really get how these traits play together.
Hmm, she's constantly paranoid at the risks, though aware of her biases, so she actually puts a lot of time and effort into managing the Battle Wizards properly so that everything runs smoothly
Like the manager of a nuclear powerplant having a healthy appreciation for the danger of what they're overseeing daily
