He's always in a conquering mood. Canon has him only not sweeping out to murder everyone because he's restrained by the fact every time he turns away, half a dozen people try to usurp him, and the that he's trying to kill Arkhan all the time, who keeps escaping to an indestructible pyramid.

Before Settra Nehekhara is a bunch of squabbling city states, only after is it an actual power. Settra is basically the Sigmar of Nehekhara
Nope, he just raised the city of Khemri. Literally his only achievement.
He was also Settra's ancestor, by far a greater achievement.
Maybe? I don't know if there was ever anything that actually said that. Just that he was a king of Khemri, and because Settra was too, they must be related.

Personally I think it's because BoneyM is still asleep as TNE mentioned. Also while he did say 24 hours it is under his prerogative to extend the vote if needed.
In a way, I suppose. Although the ancestor gods are technically every Dwarf who is dead, and the first three were less exceptional rulers, and more skilled inventors and craftspeople. Settra on the other hand was just a really really good general.
And administrator. And mage. And, for a given value, diplomat.
He was a priest IIRC, not a mage. And I don't remember anything saying he was a good administrator. I think he just had other people do that for him while he went and conquered stuff. Good trait to have as a King actually, the ability to delegate.

Given that when discussing civilizations, the case tends to be One Large Unified Group > Many Smaller Not Unified Groups, sometimes that's all you need.
