I think warrior of fog only applies to the metaphorical fog of war, rather than literal fog or mist. I think if anything out practical experience with burning shadows and other things of the like would make us more inclined toward shadow as a literal interpretation of ulgu.

A full tech exchange isn't really on the table from the get go.

I mean, Boney explicitly told us this is an area Mathilde shouldn't be stepping on the toes of the other power players involved, so I think it is a pretty big deal.

First, even a limited partnership with the Library of Mournings would be pretty great if we can swing it. A kind of agreement where their scribes copy their own books for us and our scribes copy our books for them would be mutually beneficial AND might ba a way to bring in another Great House since the scribing could be long term endeavour that could be delegated to a particular house, thus allowing it to keep their relevance.

Second, things are "off the table" until they aren't. I explained my reasoning why I think a tech exchange makes sense for both parties, now I might be totally or partially wrong, but I haven't seen a great argument against. It's one thing for the Eonir to give their secrets for free, it's another to negotiate an agreement where they get very substential reward for their information.

And as a Grey Magister, Mathilde IS a diplomat of the Empire habilitated to negotiate for the Empire. She might have to get approbation for the trickiest parts of an agreement if it does go into "ambitious" goals such as military tech exchange but the negotiation IS within her purview. Mathilde is certainly the most well placed individual to make such a deal happen considering her personal and professionnal relations with the Eonir leader(s).

I bet we could use AV as a divine liquid in that ritual. Honestly AV probably has a lot of potential uses as a ritual object just because it's a liquid of power.

I wonder if we could use a ritual to solve the "lack of AV" problem. Like right now the issue is that any of the raw stuff of the warp entering the world auto explodes into the winds, but I wonder if a god could step in and prevent that reaction the same way the snake's body/mirror surface do in the mirror catch box.

This part actually has a in universe "we don't get to decide that." Which is that middenheim has laid claim to selling weapons to the eonir in most forms. So gun sales go through middenheim exclusively.

I mean, your reasoning didn't really hold up to me even ignoring the other issues, like you said, the Eonir can eventually find out relatively common information on their own. So it doesn't really follow that they would trade extremely secret and critical knowledge that the Empire cannot find out in other ways for it.

More specifically why I think it's a bad idea even disregarding that though are these issues:

Eonir strategy in general and Ward of Rain strategy in particular very heavily favours long-range engagements. If he has a good long gun, he probably won't ever use the short gun again. And the benefit of the gun is not just that it was a gift from the Graf, but also that it is human-made. Giving him a superior Dwarf-made gun is not only very easy to see as stealing the Graf's thunder, it could also be seen as sabotaging the efforts of the Empire on behalf of the Karaz Ankor.
Mathilde should not be organizing the export of cutting-edge military hardware to a foreign polity that could still end up at war with a province of the Empire.

Well, a book trade would not be selling guns. It would be trading some of the knowledge behind that. Even if the Eonir do get books on GUNS and CANNONS, there is still a huge step to actually get the know-how and industry necessary to produce those in useful quantities. Especially in a wood elf society that probably has some reservations about factories that darken the skies.

The knowledge is still precious for the Eonir in the long term, but I don't think we are undercutting Middenheim as much as you think. Plus, with contact with the outside world, the Eonir will be able to steal, buy or back-engineer guns eventually, but getting a shortcut is still valuable enough for us to profit by providing it.

It still would probably fall under Middenheims umbrella. As in they'd be very cross we did that, and we can guess that now so playing ignorant isn't in the cards.

I feel very strongly that we ought to have the patience to wait a turn or two on going Father and trying to bring in the Bretonnians.

I feel almost as strongly that we should be taking the Ithilmar action before somebody else notices the opportunity and does it first.

And I feel pretty strongly that we ought to be beelining towards Vlag's Fire Spire books, but fortunately pretty much everyone's doing that.

I'm mostly voting for Pondering because of the arcane mark action, the fact that it includes the nut is a pleasant bonus x)
 
The orbs of Sorcery alone are going to cost us 40 CF with the Windherder action with Egrimm + Enchantment lessons at the Colleges for Eike costing us another 6 for a total of 46 CF.

This is a problem because we currently only have 44 CF, so unless we are able to immediately use the CF gained from this:

Max action this turn, this plan seemingly wouldn't otherwise be allowed mechanics wise. (Assuming that we aren't allowed to go into debt with CF that is)

We have an Ulgu power stone, so 35 CF for the other powerstones, plus 5 more for the Magister, plus 1 for Eike training for a total of 41, if I don't miscalculate.
 
Also i think we can go momentarily into debt, provided we immediately start fixing it?

No. I think I might have allowed it previously, but that was a long time ago when Mathilde had much less favour. Nowadays if you burn through everything you've got, I feel no compunction against making that hurt.
