There's no formal process, but its kinda a wink-wink-nudge-nudge thing where no one looks too hard if there's a lot of dudes with strong Kislev accents in the colleges.
Edit: Ah the colleges don't mind that much, the Ice Witches kinda do? We know at least they were cool with Johann who is very obviously visibly claimed by Chamon and can't really touch the Ice Magic. Or at least can't do so in a way that his Grey Magister colleague wouldn't cull him for.
Canon-wise Realm of the Ice Queen states that the Ice Witches don't like male caster Kislevites going to the Colleges rather than being killed, but I don't think we've gotten an opinion from them in-quest.

If nothing else, forming ties with the Ice Witches could help things.

So, I've been a partisan of trying to smooth things out between Nordland and the Eonir for a long time so I guess I kind of have to vote for this. The confict might be the biggest threat to the Waystone Project.. On the other hand, I'm not sure if this social action is the best way to tackle the roots of the conflict as this is more of a consequence.

Border Princess was one of the new job options that I was the most interrested. What's not to like in building our very own little fief / taking over the Border Princes. Would have been a nice throwback to the start of the story but now we would have been the ones dealing with a council full of Divided Loyalties TM. Would be nice to see how Gretel is doing and if she needs our help.

Yeah, I want to open that can of worms. I want their books, military intel and to eventualy backstab them when we learn the appropriate ways to do that while respecting drucchi culture (through their books).

There is an important distinction between any men who can do magic being killed, and any men who do do magic being killed. The Ice Witches aren't seeking out and murdering any male child who has the potential to use magic, they're executing anyone who breaks the law against men using magic.

It wasn't the result of a roll. She wants the Jades because they're a known quantity, she's had a lot of time to get used to a bunch of Wizards running around doing Wizard things.
While I know that it wasn't intentional and the thread had broadly forgiven her by the point it happened, getting ALL THE BATTLEWIZARDS dumped on Roswita when we destroyed the college of Necromancy was honestly a very fitting and somewhat hilarious revenge for immediately dumping one of her dad's best councilors for just being a wizard.

It even plays well into both our Ranald worship and the Myth of our Dwarf soul. Settling a grudge by being a massive troll!

Here's another way to view a Rider in Red. So a Rider in Red, the one that looks like a knight, has eight limbs. You know what else has eight limbs? Spiders. You know another trait Riders and Spiders share? They both have two body segments. Furthermore both Spiders and Riders have an armored outside. What I'm getting at is, a Rider in Red could be used in a spell that summons a giant spider.

I think the important question is how they define 'doing magic'. For example would Mathilde's making her toy horse neigh have been a death sentence if she'd have been a boy in Kislev, or would it have attracted an Ice Witch handing over dampening cuffs?

Absent is gold college. If people want Gretel that bad, then I'm willing to let the gold college be pushed off if it means making it more likely for House Filuan to get in. Just how it goes, I guess.

I generally agree that Panoramia should get some more time with Sofia before we jump into that relationship, for what that's worth, but I can't imagine her actually dropping below 5th place.

It's widely believed in Kislev that men cannot safely perform magic, so it'd be treated as if he was doing something extremely stupid and dangerous, and either punished or sternly warned. If they refuse to stop doing it they'd either get turned over to the Ice Witches or smuggled out of the country.
 
On a generally unrelated note... since it's very unlikely we'll need our scribes to learn Indic anytime soon, I think we'll have to commission a translation for such from the Indic Aqshy books the Elementalists have. I'm sure Adela will thank us.

Not off hand. I'm pretty sure some ork warbosses have been raised as Wight Kings. But most wights (grave guard/tomb guard/black knights) need to have something approaching appropriate burial rites done, which derive ultimately from Nehekaran burial rites, in order for the soul to be intact enough to have an actually useful intelligence animating the skeleton rather than it just being a typical skeleton. And Orks don't do those sorts of burial rites.

So on further consideration... Orks probably don't make good wights unless you can get to them quick enough after they die.
