I think she was looking at and talking about our shadow there. Traditional elven thought is that we've been corrupted, but she's saying our true nature is to bond with a wind and become more than mortal.

... Great, now I want to learn how to turn our shadow into a giant pair of wings.

The phrase 'Shadowhorse race' wouldn't make sense to them. It just takes basic competence to cast the spell right and not fall off, and there's no meaningful way to demonstrate skill. It'd be like challenging someone to an elevator race.
It could still be interesting as an obstacle/endurance hybrid race, where the trick is to still mentally maneuver your shadowhorse correctly over some crazy terrain even as you feel as though your ass is about to fall off.

IRL people race with bikes or cars tuned to the same specs. Standard Elven Shadowhorse races could be similar. Although, I don't know if that would be a sport that appeals to Elves, except ironically.

The EIC actions might be really interesting and useful if we'd chosen to engage ourselves in Imperial politics, especially in Stirland/Sylvanian politics... But that hasn't been our focus.
Honestly, on that note, I've been wondering about having the EIC investigate the Black Water disease incidents. Especially with its possible connection to the Okral incident.

I know there was another character looking into it but it still seems like a way to flex the information gathering muscles in a way that's liable to tie into existing story arcs.

We cannot do wings (at least not as sub battle magic) because flight itself if more of an Azyr thing. Now if we could figure out how to make flight work with mist that would be more workable. the trouble is the only way we know how to do that is as the vampires do and that means you have to get it right on the first try or you stay mist and are dead.
 
Windherding can't replace the runic side of things, but I think it can be an adequate replacement for the high magic part - especially in matters of enchantment where there's have plenty of time to collaborate.
The issue there is that IIUC high magic involves actual interaction between the eight winds, rather than just keeping them in close proximity, & I suspect that said interaction is involved in the function of the waystones because why wouldn't it be?

Like, if windherding was actually just "high magic but slower and you need more people" I'd be all over it, but my understanding is that this is not the case.
I'm starting to think that we should probably give up the EIC actions to the Hochlander sometime soon. The number of actions that seem interesting with the EIC are dropping with time and our AP is at more and more of a premium. I would very much appreciate having 6 AP again.
Hm, do you know if we'd get a full action back by dropping the EIC now? IIUC it was previously a half-action alongside the Ducklings but with the latter being replaced by WEB-MAT I dunno if the half-action slot is still occupied.

Doesn't have to be mists. "the shadow of unseen wings flapping overhead" is well within Ulgu's sphere. Maybe we could combine skywalk with the mystical nature of Ulgu via Shadowcloak or even Dread Aspect?

Windherding can, in enchantments, combine multiple winds to create novel effects that no single wind could do.

It's not outright High Magic because we're not good enough at it to manage eight wizards working together - but the only way we're ever going to get that good is if we actually use it, rather than leaving the ability to collect dust.

With the restructuring, it looks like the EIC takes up a full action and WEB-MAT doesn't take any slots, it just gives us a free AP for every 2 we spend. So yeah I'm pretty sure giving up EIC gives us an AP.
 
Instead of trying to grow shadow wings, what about developing Shadowsteed such that it summons a Shadow Pegasus, complete with Wings?

There is a battle magic version of flying shadowsteed.
So its possible just energy intensive.
