Or it's a chaos plot. Honestly I think the prophecy is total bullshit and no one can convince me other wise.Not in a Northern Wasteland short on resources and constantly hammered by enemies. Things like this are also affected by the environment, not just human nature. Rather, it is human nature to adapt to our surroundings.
In a more prosperous, more secure location, what you suggest could happen easily, because they can afford it, because internal threats are more common and more deadly than external ones, thus human nature adapts to taking out the internal threats, because that's what works.
But in a place like Kislev, they cant afford that. External threats are far more common and dangerous than internal ones. Thus, human instinct of survival would shape values and culture into the best way of finding off the external threats and thus insuring the nations and it's people survives against the external threats. In this context, human nature isn't going to allow something as stupid as killing half of your valuable strategic resources of Wizards which are extremely handy against your external threats just because killing them would insure the dominance of one small part of the population and thus not even essential for the internal threats. Unless it was truly necessary.
Does it really matter? If our son/sons show signs of magic, they'll just be sent off to the Colleges of Magic to learn something other than Ice Magic, and as we continue to build ties wit Kislev, we can encourage them to do the same and even legalise them sending their male infants with magic potential to the Colleges of Magic.Or it's a chaos plot. I like how the political blocs are starting to form, with us, Stephan, and Otrud all ready on pretty good terms, and Adolf, Moro, and possibly Karl leaning towards good relations. I like Victor less and less the more I see of him.

We're still recovering from fighting Gruber, and Thorgar's a danger to the entire Empire. Let someone track him down while we worry about stuff in our province. Also I'm getting kinda sick of mini-turns and would like a nice stretch of normal ones before the next set.I'd rather go hunt down Thorgar first before dealing with a vampire.

I don't think the Halflings would like to go into the Forest of Shadow. Remember when Moro said that Halflings generally like to play it safe? It might be very difficult to convince them to fight in the Forest. It might even break the agreement if we try something like that. The Halflings being sent over will probably be more like cooks, farmers and businessmen than warriors.

Magnus himself is offering this and it should help things along considering magic will be closely associated with our line from now on.
