If the they're part of an army focused on Nurgle instead of a generic chaos army? They can yeah. Between lore of Nurgle and the fact that taking out the tougher Chaos Warriors with Nurgle's blessings, the Strength 4 AP could be much more important then twice the number of S3 archers. This is especially true if you realize that it's not really twice the number due to the other allied armies present.

I mean it's been mentioned that plague zombies are running all over the place and it's been mentioned that we are burning diseased plant and animal life. And considering Nurgle's MO, this corruption etc is not going to just go away when we kill the big bad of this war.

I don't play regular Warhammer, but I do play Blood Bowl, and as an Elf player, a bad one, but still, I know that it's better to have superior units then it is to have a numerical advantage, so I'm fine with guns winning.
