Cost-cutting at the original design time (cheap Torpedo secondary armament to supply to considerable firepower, rather than SR-consuming secondary phasers) means that the Renaissance is as demanding on the Starfleet supply chain as an Excelsior-A, to keep it's appetite for antimatter sated.

The Rennie-A gets the ability to fire more torpedoes faster, full spreads from the two new burst launcher tubes.
Perhaps surprisingly, this doesn't markedly affect their supply overhead. Maybe they know Janeways' supplier.

The Singers are aware that we could in principle destroy them. They don't feel personally threatened right now, not much, but they know it's an issue. They wouldn't piss off, say, the First Federation if it were close enough to them to be a threat (I tend to think they live in one of the Magellanic Clouds).

The thing about the Harmony isn't how hard it is to credibly threaten the Singers. It's that the Singers don't really think of us as people to whom meaningful promises can be made.

You don't negotiate with a wild animal. If it's a very strong wild animal you may back the hell out of its territory until such time as you can come back with a bigger gun, but you don't negotiate.
 
An odd thought. Do you think the Singers would find the Metrons as annoying as we and the Gorn do? As silly as this question seems I really do wonder how well they would or can deal with beings and civs that actively interact with other species and have the kind of power shown by say the Metrons and Organnians.

Personally, I remain suprised that there is no refit program for the Devoras. Its worse than a stock excelsior, they haven't refit it at all, and they still have 7 of them.

It is unlikely but possible that the Cardassians simply don't build their ships with later upgrades and refits in mind, so it's easier and cheaper to just build new ships and work old ships down to scraps.

Devoras are Romulan warships. And as for them getting a refit. They probably have by now and we just don't know about it IC and besides that the design is old and probably been replaced with a better warship class.

It has. They have 7 Devoras, and 7 Khellian right now, and the Devoras are .4 mt heavier. Leaving 7 2.7mt ships horribly out of date seems like an odd choice for them.

Eh, I can't keep them straight.

But in the Romulan's case, it might well be that due to the war they desperately needed ships on the frontline and didn't have time to replace them, and with the end of the war that's still true as their economy crashed. I wouldn't be surprised if they decided to just replace their Devoras ships in their entirety for new build Khellian and Khellian II ships rather than go through a refit program that would see the ships retired two years later anyway.

Leaving 7 2.7mt ships horribly out of date seems like an odd choice for them.

To some extent they've gotta keep a lot of their fleet in service because of Breeeeeen whom they cannnot turn their backs on, and the Klingons. They can't pull down a quarter of their heavies for a refit. So refits are trickling out, focusing on Khellians first because of their early launch.
 
Remember that refits should be done when you can't build new ships. Building new hulls is almost always superior if you can afford it. If they have enough resources to fill all their slips, having more ships even if some are sub par is the best option.

The Khellian (C9 S7 H7 L9 P4 D6, 2.4 Mt) is their successor class, with better stats despite being lighter. The entire completed line needs a refit from being rushed construction, having been pushed out of the construction yards as soon as they were bolted together during the Romulan/Klingon war.

I don't know if the wiki list of shipyards for the Romulans is still correct (it is from the last intel report, so hopefully correct), if they have the resources, then they have 4 yards capable of handling these vessels for refit/new construction, with a total of 9 berths of sufficient size (Two yards for 5 berths at Romulus, one yard as Remus with 2 berths and one yard at Devoras for the final two berths of sufficient size).

At the last intel report, there were 2 new Khellians under construction. Intel has not listed any ongoing Devoras refits - whether they are not yet started, they simply cannot afford it or our spies just don't know about them *shrugs*

We believe they are planning a ~2328 Khellian II refit, but have no idea of the new stat line.

Btw, it occurs to me that due to the platform that Devoras use, if they get boosted by +100kt to 2.8mt (odd weight large capitals like 2.7mt not being a thing anymore due to overweight slots) they would be using the exact same number of parts as our Excelsiors, while paying +40br +28sr each.

+4 max slots used to be a massive difference... not so much now unfortunately.
