I love approval voting. Am a bit nervous about refitting so many RenAs at once, but I do think that we have a year before/if the HoH thing goes hot and RenA is a beast that we would direly need come Vanguard.
Note, from the chatter on Discord there is more to CSs plan than what's in the name, its build to finish Miri-B and RenA refits just before Constellation-B becomes available for example, and it seems to count on us buying a shot of EC crew once before 2328 to crew one extra EC Amby by then if I understand it correctly.
I don't understand it all, Shipyard Ops is not my department, I'm SDB, but it doesn't look any worse than BVs plan at least.

It's once again time to determine the disposition of the fleet. You'll take your theatre admirals' recommendations, and squeeze them down until they fit the fleet you have, rather than the fleet you wish you had. Of course, you best be sure any assignments you modify won't cause issues, or the Council may find reason to point fingers when things go wrong.
Even with the withdrawal of most Task Forces under the war warning, your theatre commanders are still crying for ships. You won't be able to grant all their requests. Here's what they want:

I doubt I need to emphasize the nature of the threats in my command, Admiral. This new Counter-Harmony Special Operations Zone is a fine idea, but it will need ships. Explorers, science frigates, and combat cruisers. We can't ignore that Paddah is hanging out there without a border zone. And the Licori mess may need a diplomatic ship. Plus in the event of open warfare, my theatre will be the first to form fleets.

My replacement inherits the quietest theatre in the Federation, but not without its issues. Sol is the most important sector in the Federation, by population, civilian activity, industry, and strategic value. In addition, the three internal sectors are all federalized, so we must rely on Starfleet for spaceborne response. The RBZ and KBZ are relatively quiet, but it only takes one bad year for problems to flare-up again. I recommend we anchor our sector fleets with cruisers, and fill them out with frigates, with a small number of explorers roaming to trouble spots. Special note should be made of the necessity of cloakship detection in both the tailward border zones.
Spinward Theatre, Vice Admiral Syzi ch'Zelil
Our strategy in the theatre remains one of containment. The spinward border is the longest fortified border in the quadrant, stretching from the Gabriel to the Imelak. Even with the Dobetian mutual defense agreement, we cannot discount Cardassian aggression towards other powers, or adventurism in our direction if the Harmony tie up enough materiel. I wish to anchor our border zones with explorers. In addition, as deterrence, the more second-line ships you can spare the better..
Central Theatre, Vice Admiral Kimberly Pragur
Good evening, Admiral. With the addition of the Rimward Border Zone and its rather large, thorny issues, my command's patrol areas now stretch from the ISC's border coreward to the edge of Hishmeri territory in the deep galactic south. In the center are problem sectors, federalized Tellar, Alukk, and now Amarkia with that intelligence about Harmony infiltration. Thankfully all the inhabitants of the SBZ are friendly, or we would have a lot more trouble there. Explorers would help greatly with the long-range deployments coreward and rimward, and there is a lot of space to cover in between with patrol cruisers and first-line frigates.

don`t know how many ship we have to play with at this time but i am pretty sure we can not give everyone what they want.

Can we leave Morshadd Commune alone, they have very limited influence and needed to sort out their own mess and rebuild, even if they try anything Starfleet will bury them.
Felis is hugely important, considering how deep Harmony in it.
Should cut Tailward to 1 Explorers, 5 cruisers and 10 frigates with 3 Keplers, since I highly doubt the Romulans and Klingons would do anything stupid and they still recovering from their war plus for them new foes core and rimwards, 1 Explorers is needed to keep an eye on Sol just in case.

I think cruisers entering refit in Q1 are not included in the available ships as there are in refit the entire year.
All of the refits starting in Q3 will have ships leaving refit at that time and Q4 has 2 the launch of 2 non EC ambassadors.

Starfleet really has grown. I remember the days when Starfleet barely had a handful of Miranda, Soyuz, and Excelsior's to defend the federation. Granted the Federation was way smaller back then but the point stands.
Well, the question is "who gets screwed and how much".
Given the possibility of war with the Harmony, that front needs coverage. Given the possibility of the Cardassians causing trouble during the war, that theater also needs to be fairly strong. However, we can also count on some fairly strong member fleets to hold the line in the Spinward.
So in order of not-screwedness, we should probably go Coreward, Central, Spinward, Tailward. Only Coreward would seem to demand being fully manned.

Ok , this will take a while to fully process. Right off the bat, what jumps out to me is that, well, all frigates are not born even remotely equal, and our cruisers are not any better than C-Bs at event response except for Rennies for C events and E score. So tossing them into one bin seems rather... confusing.
For FDS tags, we could specify for those theaters to get diplomatic cruisers to work on them with I think? Those are Envoys (P13, so two tags, we will have 6 but only in Q3 so they don't count probably?) and Patrol Cruiser-A (P9, 1.5 tags, we have 3). We don't want non-diplo ships to do FDS work except when rounding up the contributed P to a multiple of 6.
For tags, OSA is a must so that they can (with a little luck) join up next year. One diploship needs to be free in that theater for the Licory mess it seems.
Why is it not visible what level those tags are? Do they block affiliation, alliance, what?
Tailward doesn't have any priority FDS tags, Spinwards has the Shanpurr only, Central has two priority with the Misek I think, though Ittick'ka could also use it, and if that 1y Dawiar tag blocks affiliation and the latter one doesnt solving it would also be a good idea.
Wait, 6 FDS tags total only? 3 Envoys alone could do that, no problem. Our 3 Patrol Cruisers-A are 9P away from that. Hopefully that limit rises in the future.
I think that FDS wise we should send 2 Patrol Cruiser-As to Coreward and target 2 of the tags there, the OSA one and either 1 Licory or 1 Commune (will use a Centaur-B to get those +3P I would bet). And 1 Patrol Cruiser-A to Central to target two tags (alongside another C-B probably), I would say both Misek ones. This leaves one two last tags that we could target, but no diplo specialists for it and other ships are probably better used elsewhere. Tags can wait a year until our combined 78P comes online in the form of 6 Envoys in Q3.
For ship deployment, give Corewards all or most of what they want, for sure. Don't skimp too much on Central, Federalization makes estimating how much is needed there difficult, better err on the side of too many. Keep in mind that about half of our cruisers are Rennies, which are combat specialists.
Edit: Answered on Discord. The expected % of the quarters total events. So if every one of our ships and events were identical, we would want to send 33% of our fleet to the Coreward theater.
Also, some useful numbers:
17 explorers available, 19 desired.
26 non diplomatic cruisers, 34 desired.
79 frigates (19 Mirandas, 28 Keplers, assuming 2 two used for FDS tags), 87 desired.
Well not sure I'll get the chance today but I'd feel a lot more secure making a plan in this system, it seems fairly easy to understand, which is good.
As to who gets screwed over, well, someone was always going to. Today though, it can't be the Harmony border. They need complete fill for their slots for sure. From there, I'm less sure, but at least the shortfall isn't too large.
