Anyways, I know the remaining to-be-Federalized ships might not be much worth adding to the fleet, but if we're force-retiring ships why just the one Oberth specifically? There are other frigates with crew that we could easily pitch if we need to. The 7 Bird-of-Paradise-As are barely better than Miranda-As and can't be refit like the Mirandas can. If we're short on crew why not do this to more ships than just the one remaining non-Starfleet Oberth?

Not possible to get anything near the original's cost balance or parts year, but we can pretend there was some weird BR for SR swap if we have to.
The people who are building the Bird of Paradise are the ones operating under extreme constraints of limited construction infrastructure (they're small) and technology (e.g. the Laio, who were at least a generation or two behind the times not long ago). They're kind of... iffy.I do think there's an idea to send the Birds of Paradise to the FDS to work their dark Betazoid magic there, and you notice they're still being actually built. In face, in theory the Paradise Birds could be refitted... they have official designs and parts lists.
For anyone interested, BV has been playing with the next couple of years of ship building. Highly subject to change, but expect the last Miranda-A to go into dock for refit somewhere around 2328Q4 and the last Rennie to go into dock for refit in 2327Q3 (tentatively flagged as an Envoy refit).
Also probably see a couple of Sol's 3MT berths left empty for a few years - can be used for repairs, but mainly because we need more crew! ((Current predictions are for 8O 2E 7T spare crew in late 2327 … seriously, ships surviving but with high casualty figures will ruin any build plans - if we take losses, we need to keep the crew but lose the ship! ))

Not practical for us to design until 2328 on, really, with Isolinear computers which reduce crew count. Not sure it's a great use of our berth time, but it's possible.
