Well, based on this:
Because of advances in Foreign Analysis research, the top voted Romulan topic is free - Because of Analysis and the T'Mir, the two most voted Caradassian topics are free
the Cardassian/Romulan topics don't need to be in the top 4, they just need to be highest voted amongst themselves. So, theoretically, even a single vote for them is enough. Similar with the Romulans, although there the fact that we only get 1 free result means votes between diplomacy and fleet are more important.

I'm guessing the idea is that, beside the major topics of diplomatic posture and fleet strength the three open-ended questions/options:
[ ] Ship Analysis Report: <Write in Ship>
[ ] Shipyard Activity Report for: <Write in Power>
[ ] Write in Question
could theoretically mean various other votes for topics that fall under Cardassian/Romulan free results. For example, an analysis of the new Cardassian battlecruiser the Enterprise encountered and destroyed, or finding out whether they're building any more.

Intel is certainly very open to randomness.

@OneirosTheWriter : Could you please retroactively swap the assignments for Daystorm Institute and Starfleet Science Academy? We assigned the Daystorm Institute to a precursor of our top long term priority, but none of us knew that there'd be no inspiration at all when all techs in a project finish without, even if there are successor techs, because the situation (as far as I know) never came up before. That assigning your best team to your top priority actually will delay progress (1 overflow compared to 4 we'd have gotten with SFSA) is pretty counter-intuitive.
I'll make a call on that when I get home.

We absolutely need more detailed info on the Caitian-Dawiar war of we're going to chance an intervention; likewise, if we're going to support the Council in its attempts to mediate, we need more info on whatever set off the Dawiar when they destroyed Polaris.

Information on the Sydraxians could provide useful levers for future action, as well as possible backchannel options for diplomatic overtures by the Council.

Sorry everyone, I've wasted your time on that one, but it isn't working right, and it's better to avoid the really klunky outcome.
Have you considered just making it a ranked vote? I think it would achieve your desired goal* and is as simple as it gets.

*It would list everything according to people's preferences so you could easily grab the two most popular Cardassian options, most popular Romulan option, and the four most popular excluding those three.

The only potential Issue I can see is with the write-in options since most people wouldn't include them in their preference list. Then again I'm guessing, I haven't looked at the algorithms, that not including an option is basically equvilant to just not voting for it so it shouldn't be a major problem. Especially given how active and engaged the players here are.

Things I note:

  • But what the heck is Alpha Frontier?
  • We have field intelligence offices devoted to both the Yrillians and the Orions. The Yrillians? What did they ever do?

  • We have counter-espionage teams. I'm sure the other major powers think they're cute.
  • I see we set up several Dawiar offices since their situation has blown up. I expect they're of recent vintage.
