But something in you, maybe some sick residue of the manufacturing process that made you, that old bit about greater ambition, means you just can't help yourself. You can't help but win.
You are Patricia Chen, and you are what many would call an 'augment.' An imprecise term loaded with its own connotations, but one that served well enough.
The position of Commander, Starfleet is one you have craved for a long time. You have built a staircase to this position with every move in your career, proved your worthiness to all who cared to look as you whipped the STO into shape. But this role itself is but a stepping stone to something greater. You were made for a purpose. That is to shape the Federation. But it is also to surpass your mentor and friend, Vitalia Kahurangi. For ten years the Iron Lady shaped the Federation. A woman with your genes should be able to do even better.
You stare at a holorecording, idly bouncing a ball off your desk. On it, Jacqueline Appel fidgets in a courtyard, hand in her pocket. You can see yourself at the edge of the screen, conferring with a yeoman, literally half-way out the door. Your aide is waiting expectantly on the stairs, and Appel watches you closely. Finally, you see your shoulders shrug, and you go back inside. Immediately, Appel hunches her shoulders and walks away. Was she under the control of the Singers then, you wonder? And what was she going to do to you?
A question for another day. You can't shape the Federation if it is yoked by the Singers, billions of souls turned into half-dreaming playthings of immortal schoolgirls. Perhaps your life is a lie, but you've never forced anyone to do anything; indeed you make sure your demeanour is always pleasant. Manipulative? Only to some degree. But the Singers override free will, change the very perception of reality of those under their 'care.' It is monstrous, and for the good of the people of the Federation, living peaceful lives, they must be opposed.
You were never sure if a crisis would help or hinder your plans. A decade of peaceful expansion would have left a legacy all its own. But the Singers have dealt the cards this time, though it is a hand you have prepared for. You will safeguard the Federation, wrench the deck from their hands, and free the people under the Singers' control. Doing that starts now.
You can use a transporter to get from San Francisco to almost anywhere in orbit, or around the planet - as long as you don't mind an article of technology that to this day periodically turns things inside out. Civilian traffic as a result still has a taste for the more tried and true passenger shuttle or airbus.
But the mysterious Kestrel Station cleaves to the Moon - and like all children of old Earth, it is always still the moon to you. A distinctive looking platform of several sweeping wings, identified only by colours, home to office after nondescript numbered office. Yet there is so much more for those with the clearance to see. Home of Starfleet Intelligence Command and her subsidiary commands, the station is now a sprawling thing, grown out from a humble station to something approaching a starbase. Its growth maps the rise of Starfleet Intelligence from unloved service stepchild to valuable asset.
To bridge the distance, you take the shuttle to Starbase One, Earth Spacedock, one of the most awe-inspiring megastructures in the known galaxy.Thought has been given to holding this meeting there, but the centrality of Starfleet Intelligence's teams, and - more practically - the duranium-hard information security there, gave rise to this plan.
When your old mentor Vitalia, the esteemed Admiral Kahurangi, would step out of the office, she would be followed by an absolute cloud of aides and orderlies. Up until just recently it had seemed a silly conceit, but even a bare month in the job has shown you that it is absolutely vital. So the sensation as you sit down in the modern Type 6 shuttle with no one bar your customary yeoman, it feels ... naked.
Silence and solitude have never been unfriendly to you in the past. Your thoughts and meditations are all the company you need. But today is different. Today you go to tilt the board and upend the plans of a galactic superpower. You want every tool to hand. But Kestrel Station is no place for the curious, or the merely potentially useful. It is a place of purpose. You admire that. But you still feel naked without your small fleet of aides.
Along with your approach comes those of a number of other shuttles, originating from different platforms in orbit. USS Jupiter and Yorkshire, former UESPA vessels now in Starfleet service, watch carefully for any potential mishap. But there is none, and you and the other shuttles arrive at Kestrel station.
This is a land of contrasts. From the legions of the carefully cultivated non-descriptiveness to the many wildly colourful characters who have seen untold adventures, to the downright peculiar and unsettling. These people live and work without glory yet not without satisfaction and pride. It is a trait you appreciate in the service.
Dutiful faces usher you from the shuttlebay and into a turbolift, which takes you to a room, accessible only through turbolift, with every manner of shielding and information security the Federation can muster without crippling your ability to function.
You are not the first to arrive. Director, Starfleet Intelligence, the Tellarite Vice Admiral blasch Fapok, is there waiting. He is deep within his own thoughts, a pensive look on his face. Shortly after you is Vice Admiral Rosalee McAdams - a famed former Explorer Corps captain and now head of Starfleet Tactical.
A tall Rigellian walks in. Pongiyyad, the recently appointed head of the Federation Diplomatic Service. Starfleet Intelligence's Chief of Staff, Bruce Ponting, a distinguished former Oberth captain, is next. Right after him is Councillor Hayley Singh, a perennial expert in tense matters such as these.
The last to arrive at the Council room is President Jime Okaar herself. She could have left this matter to others to debate, but she doesn't want to shy from the responsibility for what she has set in motion.

Asset - What you use to actually conduct a mission. Assets come in two types: Ground Teams and Ships. Multiple assets are joined into Task Groups, which you assign to missions; they will roll their combined stat to determine successes. Stats - There are a number of distinct stats involved.
Kinetic - Shooting, use of lethal force as necessary to secure or destroy a target. If you have no Kinetic value, can use Subdue at 1/2.
Subdue - Use of less-lethal force to capture a target. If you have no Subdue, you can use Kinetic at 1/2.
Computer - Hacking, digital intrusion, subverting, coding, firewalling - if it involves modern computing, this skill covers it.
Analysis - Forensic work, scientific assessments, and other high-technology approaches.
SophInt - Spy work, acquiring and interacting with informants and other sophont assets.
Infiltration - Sneaking into a target. Infiltration marked with an asterisk is for use infiltrating the mission area, and is typically for use by ships to approach protected areas.
Health - Your ability to get out of a marginal mission without assets becoming disabled or permanently lost. This is handled on a component level.
Escape - Your ability to exfiltrate. Assets with an asterisk only employ this ability in the event of a failed exfiltration, or a failed mission. A subsequent failure results in the loss of assets, while a success in an emergency exfiltration results in damaged assets.
Missions and Events are handled by attempting to roll a number of successes, as per the mission or event profile. A success is, in effect, passing 7, 10, 13, 16, or 19 on your roll, in ascending number of successes.
If you equal the number of successes, you have had a clean success. If you exceed the number of successes you can gain a bonus. If you fall short by no more than two, it is a marginal mission; you accomplish the objective, but you have to roll health and escape checks (needing as many successes as the shortfall to pass). If you fall short by more than that, it is a blown mission, you roll health and escape checks, do not accomplish the objective, and may have to deal with an Incident.
Incidents are why you have political coverage. They usually just cost pp, but could have adverse effects in other areas like tag process, research progress, Harmony Access points, or losing access to some assets for a period of time.
Overall Bonuses: Lvl 4 Firewall Bonus
This was originally intended to be a penalty against Harmony forces, however, with the event generated system for the Homefront that we eventually went, it will instead be giving you +4 on the generic security responder that handles any event you don't respond to. So the net effect is the same. (We ended up deciding against giving Harmony assets per se, so there was originally nothing for this to act against)

Target - A person or place known to be a hub of Harmony infiltration. Mission - An approach to engaging a target. Missions come with required Stats (the number of successes required for each stat in order to pass the mission), and with Disruption and other rewards attached. Success: On a roll of 2d6+Stat, successes are awarded as follows: 1 Success at 7, 2 Successes at 10, 3 Successes at 13, 4 Successes at 16, 5 Successes at 19.

I'm willing to wager Asset Components will be important once we recruit local assets. Those will probably be added to a TF operating in their territory on a quarterly basis. Doesn't make sense to permanently attach them to a TF that might be in a different sector next month.
So we have 5 Task Groups (if we spend 20pp) to cover 4 sectors, two more tasks groups incoming (Q2/Q3) and the potential to set-up 2 more groups (action in Q1 & Q2 to create).

Good at Kinetic and Subdue, decent at Computer and Sophint... not top of the line for anything else, though they're minimally competent at Infiltration and Investigation. Got one of our special SI ships so they're great at Mission Infiltration and Escape.

Of these, Task Force Season could easily handle Subvert the Passenger Liner or Hack the Supply Ship's logs. It seems like the Supply Ship gives better dividends, as it provides target identification and a little disruption. The Waystation is fine, but all it provides is some Target Indent we can get elsewhere. Reluctant to escalate to raiding the supply ship at this time.

I'd like to set up an Agent Cell and start generating some new assets to use, while getting a little Disruption in. That looks like a Task Group Sunglass mission to me. Let the Hack mission wait a quarter until we have more computer assets.

Task Group Season would also do well on the Information Hack mission at the Clinic. They fall down some on Analysis against Tailsplitter. Would do excellent in subverting station security networks, though.
Hmmm.... I think I'm about ready to make a plan for this.
In my plan below, I start off slow. I want to spend the first quarter finding new leads and building assets. It's not yet time to stir the hornet's nest with extremely provocative actions like destroying the Singer Hub or intercepting ships. Let's see if we can pick up more of their network without driving them to high alert.

No assignment for Task Group Waterfall... we do not yet have a mission appropriate for their "talents" and it is too soon to destroy the Singer hub. I would rather wait a quarter or two until our hacker team is free (or we get another hacker team) and hack it for information (hopefully details on who in Rithe is under control), as well as not placing the Harmony on high alert with a direct assualt.
I'd love to take the Bureaucratic Harassment mission against the clinic, but none of our teams have the combination of skills necessary to make that a reasonably sure mission. The Hack mission isn't quite as good, but TG Season's frankly absurd Computer skill makes it a reasonably safe mission.
Sending Team RWBY to go blow up a Singer Hub isn't subtle. Mind you, kidnapping Thuir wasn't subtle either.
Hoping that these missions that generate target idents might give us a path to retrieve Thuir, but I'm not terribly enthused about our chances at this juncture.
Not including a mapping sweep in Felis space so we only hit each fleet once for mapping missions; mostly so we have ships available for phases 2 and 3.
ETA: Heh, my plan is BV's, minus one map mission, plus blowing up a Singer hub.
ETA2: after consideration, I'm kinda ambivalent about the cost of Waterfall + the potential intel loss of blowing up the node, so adding for approval voting:

I'm also in favour of moving more discretely, building our local assets to hopefully be able to do more later.
Likewise, blowing up ships and sites seems something to hold off on for the moment, not to tip our hand too far while we get better pieces in place? Plus investigating them promises to generate more leads than taking the kinetic approach immediately.
For a couple notes, we chose "Task Group" to avoid confusion with the component Teams or fleet Task Forces.
We've tried to allow for multiple avenues to approach a given target to cater for different playstyles (woo, marketing speak).
To start things out we deliberately left room to expand further. Five moving parts for this phase is hopefully not too overwhelming for a new mechanic.
In future, we'll be posting all three phases together, but for this time around, we'll do them individually so people can consider each in isolation.

Looks good! Definitely want all the patrol sweeps since we deployed to the border so heavily.
One question: will we be able to reserve these task groups for defensive actions if we feel the need arise (and are able to predict/anticipate Harmony action)?
