I'm not sure we can expect to have the Lightning back immediately. Maybe it would be a better idea to put another ship here (Agile or Dryad perhaps) and let the Lightning go into the theater task force whenever it returns.

One thing we might want to consider for the base deployment is adding a 4th ship to the HBZ. We've had occasions where all three ships are occupied.
Agree with this. It seems like our diplo-war with the HoH isn't just being handled by TF Beyond, but also by regular events in the HBZ. Beyond can be supplemented by member ships, but garrison can't. So another ship in the garrison for the HBZ would be a good idea.

The septs are highly disunified, which is part of what makes negotiating a truce so difficult. So while there are numerous factions involved in the raiding, there is only one tag to assign a TF to.
I was thinking the number of ships / combat value would play a role in deterrence. More Hishmeri - more possible raiding events (at least it seems logical to me if you have 200 ships you can send more raiding groups than with 20).
 
@Briefvoice tf adazzi has an oberth listed. Not the kepler. And i want the kepler with tf handshake. That has a much higher priority/difficulty than exploring the adazzi gulf.

My head knows you're correct; my heart says that it's a damn shame to make the first mission of our glorious science frigate of peaceful exploration to be a dirty espionage mission.

Ana Font Berth 1 seems to be missing in Option 2.

I think the Clarion or the Cloudburst are potentially move-able. Neither is ideal, but if I had to pick one ship it'd be one of those.

Maybe the Clarion... a Miranda-A is okay as a fourth responder, I guess.

If it's a tradeoff of getting Dawiar space or getting more outposts in the Adazzi Gulf, I'd pick the former. It's a better political win, better area to absorb/defend, and reduces Cardassian influence on our flank.

Adazzi Gulf is in a direction we're defending against anyway, them getting more resources there doesn't make any more difference than them finding more resources on their side of the GBZ or the other side of their territory, say.

I want to see what the Event table for that place looks like for a year before I leave it without Excelsior support.
Lot's of unfortunate events - border crossings, tapped communication relays, drunken officers waking up without any memory on our collaboration outpost, 'rogue' raiders/pirates, ...

Based on the performance last year, it seems to be... We kinda got nowhere with the existing TF. Hence I would like to reinforce it, by a lot, to get somewhere.

My thought is that having one TF that will perform strongly is better than two TFs that provide only mediocre results for both missions.

Could we draw on even more member forces to bulk up the Task Forces so we have more of our own ships for the HBZ? I think the events there are going to be pretty critical.
 
Keeping the Badlands out of Cardassian hands and claiming some systems in the Gulf that we can fortify seems worth it. Otherwise the supply line between Apinae and Collie looks like a pretty tempting target for a first strike suprise attack if they ever do decide to attack us.
