To: Admiral Shey ch'Tharvasse, Starfleet, Commanding

Subject: Explorer Corps Panel of Captains

Hello Admiral,

Congratulations on your appointment. I look forward to working with you in the coming years.

The USS Voshov has completed its refit, and at the end of the year, the first two units of the Ambassador-class, the USS Ambassador and USS Enterprise-C, will commission.

We welcome four new officers to the Panel: T'Arvit, Nalae Veraniss, Iliae Rurliss, and Zolani Volanen. T'Arvit has broad experience, having served on a starbase, as XO on the Atuin, and as a captain in her own right; Veraniss was instrumental to improving diplomatic relations with the Gretarians; Rurliss has served with distinction, succeeding at a number of difficult missions in a short time; and Volanen is an archaeological expert and skilled diplomat.

The FDS has requested that we provide support for diplomatic efforts, either with the Dawiar or with Horizon. We are prepared to assign one ship to these ends.

Captain Jeanette Devereaux

Human Female, 46
Current Assignment: Captain, USS Sojourner
A science division officer at heart, Captain Devereaux is in rare company among officers for protesting being assigned the brand-new Typhoon over the old Suvek.
[Science Division at Heart]: +1 S
[First Contact Expert]: reroll First Contact mission rolls, take the higher roll

Captain Percival Amin

Human Male, 47
Current Assignment: Deputy Director, Mission Control Room, Starfleet Operations Command
A man with a surprising knack for finding himself in dangerous areas, but who learned much from Rear Admiral Uhura. One of the very few fluent non-Vulcan speakers of that language.
[Shield Systems Expertise]: +1 L
[IDIC]: +1 to any internal diplomacy

Captain T'Arvit

Vulcan Female, 55
Current Assignment: USS Selaya
T'Arvit is a doctor by training. Formerly Vol Chad's XO, she has since commanded the Selaya in a variety of different missions.
[Everybody Lies]: Re-roll failed event rolls involving medicine
[Play Hard, Work Harder]: +1 H

Captain Nalae Veraniss

Amarki Female, 48
Current Assignment: USS Torch
Captain Veraniss is every bit the Amarki ideal of the gentlewoman officer and something of a renaissance woman; as captain of the Torch, she's put her hand to a bit of everything: diplomacy, combat, medicine, science.
[Swashbuckler]: +1 to Away Team Combat
[I've been everywhere, man]: +1 to any external diplomacy

Captain Iliae Rurliss

Amarki Female, 38
Current Assignment: Captain, USS Emancipation
An aggressive yet principled captain, Rurliss's work on the border was instrumental in finally securing Sydraxia's affiliation to the Federation.
[Cool in a Crisis]: Reroll the first failed Hard event each year; +2 on this reroll.

Captain Zolani Volanen

Orion Female, 42
Current Assignment: Captain, USS Docana
The first Orion on the Explorer Corps Panel of Captains, Captain Volanen played a key role in the success of Task Force Aqua.
[I have some PhDs]: +1 S
[My Thesis was on this!]: Reroll chance for events featuring ruins, archaeology, or the past

Captain Abigail Taggart

Human Female, 47
Current Assignment: Captain, USS Endurance
A protege of Victoria Eaton, Captain Taggart's polite demeanor belies an astonishing facility at combat.
[Eaton School of Phaser Diplomacy]: +1 C
[Trained for Disaster]: +1 H
[Vulcan Hello]: 50% increase in relations gains

Captain Jennifer Zhang

Human Female, 43
Current Assignment: Captain, USS Spirit
Patient, meticulous, and insightful, Jennifer Zhang has spent years far afield from the Federation both on Enterprise and as part of an officer exchange with the Honiani. Since her return she has served capably as captain of USS Challorn and USS Spirit.
[Cosmopolitan]: Re-roll any failed diplomacy roll
[Got the whole quadrant talking]: +1 P
[Superheavy Construction Expert]: +1 H

[ ][FYM1] USS Enterprise-C Captain
[ ][FYM2] USS Ambassador Captain
[ ][FYM3] USS Voshov Captain

[ ][ECHELP] Pick one Explorer Corps ship, and one task force addressing an area of interest for it to support, similar to the Odyssey supporting the Caldonian efforts. It will retain its EC crew and veterancy.
[ ][ECHELP] Decline.

Damn it, if Demora hadn't already been reassigned... we could have used her in command of the Enterprise. Oh well, guess we need a placeholder till Garret can take command...

I want Zhang on the Enterprise. I'm not sure how to achieve it, but she's perfect for at least on of the Ambassadors.

You need to assign an EC ship to one of the task forces right now. It has to be a currently active 5YM, not one of the new captains you'll be sending out later this year.

Curse you hard science barrier!

Taggart's bonus seems ideal for a TF. However, the Ambys aren't launching until Q4, so I don't think we should assign them this year's TF, since we're essentially losing 2 quarters of gains.

So either the Voshov or some other ship. I actually think Taggart's bonus seems ideal for a TF that's geared to take down tags fast. So maybe Voshov/Taggart for the Horizon TF?

Otherwise, if we assign an EC to the Dawiar TF, then it should be someone with a science reroll, to balance out Commodore Lee's P bonus.

Bonuses for EC ships from the Database:
S'Harien: +1 P, re-roll diplomacy tests in Federation space, +1 to Espionage rolls, reroll hull checks
Sarek: +1 S, chance to roll to escape ambushes/Hostile Threat event types
Odyssey: Reroll Hard Events
Atuin: +1 P, +1 to any internal diplomacy

I'm leaning towards Sarek for the Dawiar mission, actually.

Jennette and Zang on the Ambassador class for super first contact rolls, rurless on the Voschev for the hard rerolls (and some racial diversity)?

Really think Veraniss, Volanen or Vurliss deserve the Enterprise spot, they seem the right amount of Flamboyant and fun to be an Enterprise captain.

Plus i don't want a Human on the Enterprise spot, no offense to Jennifer but if we immediately start throwing humans and vulcans at the ships we're gonna go back to people being annoyed that all the important spots are from the original federation members again.

Edit: also, 1st Orion Member to get on the explorer corp board, i want her on a ship so we can build up some more good will with the Orions.

I mean justifying why her specifically. I mean, the Enterprise is effectively our flagship. We need the best in the captains chair.
Zhang is as good a captain as any. She's not a swashbuckler type, but then that isn't really the era the Federation is in anyhow. There's no need to especially justify her for the job, there's no one who would clearly be preferable.

Leslie:

"Dunno. Pike wasn't flamboyant. Scotty used to talk about how April had a sense of humor under that absent-minded professor schtick of his, but I wouldn't call him much of a party animal. I bet even a cranky old prematurely bald scholar-type could do a good job with Blue Eyes, if we had the right scholar."

We're still at a point where most of the available captains with seniority in grade are members of the First Four, or Amarki. People eligible for the Explorer Corps captaincies today are mostly the ones who joined Starfleet fifteen years ago, or even more.

Don't get me wrong, I support us picking captains from the new member worlds, but "settling for" the lead ship of a new explorer class (Ambassador) or even 'just' an Explorer Corps Excelsior isn't exactly a consolation prize. :p

Zhang for Enterpise, but I think Volanen for Ambassador. She really did cover herself in glory during the Eternal Empire crisis, she's very much got what it takes.

Rurliss for Voshov because that rugged Selindran will-to-win is exactly what the captains of the Excelsior-As will need in this increasingly tough galaxy as we roll forward into the 2320s. Mechanically speaking, a high-powered reroll on the Hard events most likely to kill an Excelsior is just what the doctor ordered.
