[X][LIGHT] Change Civilian Colony Building to Yellow Light in Miele subsector, automatically change to yellow light in any subsector if all adjacent GBZ subsectors are fully explored, fortified and uncontested. Automatically change Mining Colony Building to green light in any subsector if all adjacent GBZ subsectors are fully explored, fortified and uncontested.

@OneirosTheWriter how much pp is this gonna cost us? Does this count as a one or two step-changes? Or even one or two step-changes per subsector?

Well thats going to make things more interesting in the GBZ. Wonder if the Cardasians will rebuild their fortifications in the Enio sector after they have reclaimed it?

Based on the data points we were given ( 3.6 points being more than the cost of a 1mt berth and slightly less than the cost of a starbase) something like 1 point of infrastructure spending meaning a 5pp cost seems like a reasonable approximation. That means 155pp of infrastructure items would take up the entire yearly federation income. So we probably should try to limit our spending to considerably less than that.

I mean, infrastructure we buy for Starfleet is more valuable than infrastructure members buy themselves from a game perspective.

I think this was the worst possible option we could have voted. Even leaving would have been preferable, since we would have been doing it orderly and ensuring all the infra was slag behind us and could have been seen, from a cardassian POV to be deliberate and planned, and that might have left them wondering.
This is just a duck vote, not preparing to stay or preparing to leave...

On a slightly different matter, I feel the vote was closed too soon, with too narrow a margin, so a significant % of the questreaders were due to be displeased regardless of where the vote fell (though, maybe we are making hills out of anthills and this is Oneiros cutting us off before we go in a tangent that was both unplanned and unproductive. I've had a few events when Mastering a pen and paper campaign where my players were being paranoid about a secondary matter and were pointlessly arguing instead of doing anything towards advancing the story, if the latter, my apologies)

Though, I do feel that a simple plurality vote might not be the best policy for critical votes. most of the times we do have a clear winner, so there is no real point to go about it, but in some matters having a simple or even a qualified majority would be more reasonable for at least some of the votes.

Reading the QMs comments leads me to believe this was a damned if you do damned if you don't type of vote. The vote simply means we see the results of the damned if you don't decision.

2319.Q2

To say that the Council had a very nasty shock from the biggest loss of Federation starships in a single campaign in very long time would be a grave understatement. Pretty much every faction, for their own reason, wants to know what happened, and aren't happy. You've been working the politics as best you can, and you've called up former Admiral Sousa to help with the lobbying efforts, and you've staved off the worst of the reactions by touting Rear Admiral ka'Sharren's victories.

It takes a lot of convincing to get someone to look past the USS Excelsior and Renaissance going up with all hands.

As it stands, whatever budget request you put through this year, you will need to do some additional wheeling and dealing to make it stick. But first you need to see what sort of plan you can present them with.

-

News broke recently of the Yan-Ros merging in with the Honiani with the signing of the Articles of Ucuta with the Vail government. Together with the Obar, these species are now joined in a small Federation-like entity. The FDS and Council are beginning to wonder if the Honiani, now with six major worlds, will become too big to consume, or even potentially destabilising to the Federation to merge with. However, many political scientists still believe that the progress to unification is ongoing.

Rigel and Indorian voters have returned all six incumbents to the Council.

It is not your job to balance member infrastructure. However, I know people are going to ask for some manner of guideline, so...

Stockpiled Member World Infra Points: 66.8, Income: 31.7

For example costs, a 1mt Berth costs 3pt, a Starbase is 4 pts, adding a 3mt berth is 8pt. Expanding an existing shipyard has a surcharge

Taking all GBZ options costs 180pp. Propably still worth it? But add a note to the Tellarite engineering team to be used in rear areas.

@OneirosTheWriter, there were indications that the Romulans are moving in on the Sotaw. What's their current status there?
And how many minefields does the respective GBZ option get us? I hope we don't need to take it more than once to get decent coverage of Enio?

For plans how many tech teams can you guys fit in. At work so I do not have a plan I will submit but there are some areas we could use more teams and they did not come up as one of the Caldonian options

For tech teams here is where we stand right now

We have 3 active computer and comms teams but only 2 active for sensors.

I thought we were over the 100 point threshold with the Sydraxians, though they're still too destabilized to become affiliates.

These, I feel, are of particular importance:
  • Sponsor efforts to create additional Critical Ship Infrastructure on another world, 45pp (Apinae)
  • Request Start of Centaur-B Refit project, 4 turns, 25pp
And these would be very nice to have:
  • Reorganise a Starfleet Command from a Rear Admiral position to a Vice Admiral position. Pick one: 30pp for Personnel
  • Reorganise a Starfleet Command from a Vice Admiral position to an Admiral position. Pick one: 50pp for Shipyard Ops, 55pp for Ship Design Bureau, 45pp for Starfleet Tactical (This may create subordinate Vice Admiral positions)
  • Request new Auxiliary Shipyard at <System>, 60pp, (12 turns, 1x2mt, 4x1mt Berth)

[X][COUNCIL] 2319 Plan GBZ Reinforce no Tellarites new Aux Yard
  • Request Research Colony Beta Cthon, 7pp, 5 (7) rp/yr, 4 turns
  • Request new Auxiliary Shipyard at <Betazed>, 60pp, (12 turns, 1x2mt, 4x1mt Berth)
  • Request Academy Development, 55pp (Gain +.5 Officers/Enlisted/Techs throughput)
  • Request Service Academy Development, 20pp (Gain +1 Enlisted throughput)
  • Request Start of Generalist Frigate project, receiving one-off boost of Research Points and go-ahead for some projects, 25pp
  • Request Start of Centaur-B Refit project, 4 turns, 25pp
  • Request focused Diplomacy on a potential member species, 20pp (Sydraxians) [Can be taken up to four times]
  • Request focused Diplomacy on a potential member species, 20pp (Yrillians) [Can be taken up to four times]
  • Request focused Diplomacy on a potential member species, 20pp (Licori) [Can be taken up to four times]
  • Request focused Diplomacy on a potential member species, 20pp (Muuyozoi) [Can be taken up to four times]
  • Acquire additional resources to establish an ISC Desk for Starfleet Intel, 30pp (Gain +1 Dedicated ISC intel report, enables Foreign Analysis)
  • NEW Dispatch Starbase components to GBZ staging area at Delzarr, 40pp
  • NEW Dispatch 3 x Weapons Platform and Outpost heavy (+2) reinforcing components to GBZ staging area at Delzarr, 35pp
  • NEW Divert production into mines to support Starfleet and Member Worlds in GBZ, 30pp
  • NEW Dispatch Listening Post Components to GBZ staging area at Delzarr, 30pp
Reasoning:
1. I picked all of the GBZ reinforcement options except the Tellarite engineers. I'm just not willing to risk the massive pp loss for losing them. I think we have enough time to build everything with existing teams.
2. I chose to get the new auxiliary shipyard started now since it has such a long time horizon. Couldn't afford the pp for any berth expansions this year, but we'll do them next year.
3. Academy development and the new frigates are kind of no brainers.
4. I've talked extensively before about these diplomacy targets. The Licori are in danger of falling under Romulan influence, the Sydraxians are at a critical stage, the Yrillians are dangerous to leave alone, and the Muuyozoi are in a critical position.
5. I really think we should start to get a better handle on the ISC, and a free report every year is the best way to do that.

Total = 437pp.

I tried hard to make the critical infrastructure fit, but I couldn't if I wanted to do all that GBZ reinforcement. Remember, it doesn't do all that much for us on route penalties. We'll get it eventually, to be sure, but I think it can wait another year. Whereas with a three year time horizon, we need to start the new auxiliary yard this turn.

More critical infrastructure is... well, not that time critical.

I really think we should build Critical Ship Infrastructure in Apinae. It'll reduce freighter requirements, freeing them up for use elsewhere, as recommended in Tactical Reports.

Looks mostly good to me. The one thing I disagree on are the Yrillians, they are a minor civilization and we already have them at 360. At what point will the supposed benefits materialize? At least I would want us to declare a maximum affiliation at which point we stop pushing them. To me they seem like a bottomless pit.

And one question. I don't really understand what this option means:
NEW Divert production into mines to support Starfleet and Member Worlds in GBZ, 30pp

I thought the new generalist frigate project just wasn't a big enough boost over the current model. Personally, I think the combat frigate is a lot more important.

Was there a discussion on merging the combat frigate's job into the Generalist Frigate, and just build that one?

Oneiros explained in the chat that those are explode-y mines. We get to make thicker minefields.

The Yrillians offer one huge benefit... information. They seem tapped into all the major powers in the area other than maybe the Romulans, and the more we are tied in with them the more info we get. Also, @Leila Hann mentioned in the chat that the hgiher our relationship with them, the less trouble we'll have when the great Yrillian crisis hits and there's an opportunity to help their society reform itself.

We can do +1CHLD over the CB for a significant expansion in cost and resources, or +1HLD for +1ET but -5SR. The problem is, ships have such a long lead time (6-7 years minimum) that we want to start work on a new ship now even if it isn't that much better than the CB.
