Colonies in the GBZ are held apart from the ones in the rest of the Federation. In particular, that most recent system is already claimed by the Caitians, and will likely be their major staging point to the GBZ from here.

If I may, the "Battle" of Panat V:
Captain's Log, USS Rru'adorr, Stardate 26003.8

No battle for phasers and torpedoes that!

It was deflector dish to deflector dish at five AU. Us on one side, the Gaeni on another, and the Kortennon on a third, everyone performing the sort of operations on an active star in an inhabited system that would make a theoretical astrophysicist operating on a supercomputer blanch. They attempted the star degenerency pressure nullification, we amplified thermal output pressure, they attempted to cause runaway tholian particle creation among the convection currents, we dropped coronal reflect phased radiation ... it went on like that for days, with each force unable to turn away from the star to properly pursue the other, thus leaving an opening.

Finally, the Lexington was able to engineer a feedback loop back through one of the Kortennon mentat tricks, and destroy a number of their ships, ending the siege of the star after gruelling days of effort.

We just found that large br colony in the last captain log. Also a 3mt berth at san Fran so we can dual build excelsior and later ambassadors. And some 1mt berths, we have two that can be done for 14pp each. Also the 2mt up berth at 11pp.

Hmm, on Lathriss' recommendations, shouldn't we drop a starbase at either Lagh Chegh, Tales Har, or both? It was one of the critical weaknesses in our defense, if I recall.

I also wouldn't say no to the BR colony: Fornost VII-19 40 (45) br / yr
We don't need the br, but heavy excess never hurt anyone and it's a more secure heavy supply than the GBZ and the transport route shouldn't decrease the feeder loop multiplier.

I'd say add another analysis team.

We need to have a permanent analysis team on each major power we border.
 
I know some people are keen on getting some 2mt berths as well, for superfreighters and future cruisers. I think it's prudent and cheap but not urgent.

Just to recap the pp picture:

We have a confirmed 402pp. Possible additional pp before this snakepit:

Do we need that many new research teams? IIRC, we have so far received a free team when a new species has joined the Federation, and the moratorium will run out in 2 quarters.

Maybe we could also fit in a diplo-push on the Licori and/or the Obar. Especially the Licori, before the Romulans snatch them.

News of the arrival of an Ambassador from the Harmony of Horizon to the Starbase at Rigel was one of the two main talking points at Council. Their Ambassador arrived on a lightly armed science cruiser that shows sign of being at least the Federation's technological equal, and likely ahead in a few areas. From what the FDS was able to discern, Horizon is a large and powerful polity. They have a policy of uplift for pre-warp cultures, and they say that it was an uplift gone wrong that led to their unfortunate history with the Tauni. Despite their best intentions, Tauni dissidents began to take violent action. The Captain of the vessel faced by the Courageous was one who lost family in one of the terrorist actions of the Tauni separatists, and this tragically escaped the bureaucracy's notice so he was unable to get the proper help. They deeply regret the incident and have en route compensation for the lost auxiliary ships to the Tauni government via Starfleet, as well as compensation for any harm that befell members of the Courageous' crew.

The Tauni for their part are full of warnings about the ability of Horizon's ambassadors to spin straw into gold, and that the real reason they withdrew was almost certainly to work their non-violent takeover methods from a position where their necks weren't on the line.

The Moratorium declared on addition of new members to the Federation is over, and there is a considerable debate on who ought to be approached first. The Development faction is applying the brakes to any of the wilder proposals of mass entry, however, it is certain that at least one accession will occur this year. A number of affiliates in the intervening years have reached the point of being willing to join the Federation as Full Members.

Having to figure out the Harmony stretches our intel slots even thinner, so I am strongly in favour of buying another intel report.

Should we send another bunch of diplomats to the Ittick Ka? They might have some fun things to say about the Hishmeri.
Pushing the Lamarck is also of critical importance if we want to put some people who only recently learned what a deflector dish is on our next explorer corps ship.
